CIRCULAR

Providing the collection, updating, connection, sharing, management, exploitation and use of data on the National Information System on Science, Technology and Innovation[1]

 

Pursuant to the June 27, 2025 Law on Science, Technology and Innovation;

Pursuant to the June 26, 2025 Law on Personal Data Protection;

Pursuant to the Government’s Decree No. 55/2025/ND-CP of March 2, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Science and Technology;

Pursuant to the Government’s Decree No. 47/2020/ND-CP of April 6, 2020, on the management, connection and sharing of digital data by state agencies;

Pursuant to the Government’s Decree No. 165/2025/ND-CP of June 30, 2025, detailing a number of articles of, and providing measures to implement, the Law on Data;

Pursuant to the Government’s Decree No. 194/2025/ND-CP of July 3, 2025, detailing a number of articles of the Law on E-Transactions regarding national databases and connection and sharing of data and open data serving electronic transactions of state agencies;

Pursuant to the Government’s Decree No. 262/2025/ND-CP of October 14, 2025, detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation regarding information, statistics, evaluation, digital transformation, and general issues;

At the proposal of the Director of the National Agency for Science and Technology Information and Statistics;

The Minister of Science and Technology promulgates the Circular providing the collection, updating, connection, sharing, management, exploitation and use of data on the National Information System on Science, Technology and Innovation.

 

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation

1. This Circular provides the collection, updating, connection, sharing, management, exploitation and use of data on the National Information System on Science, Technology and Innovation.

2. This Circular does not apply to information and documents classified as state secrets.

Article 2. Scope of application

1. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees.

2. Agencies and units under ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees performing science, technology and innovation information and statistics work (below collectively referred to as specialized agencies).

3. Science and technology organizations, and organizations, enterprises and individuals engaged in science, technology and innovation activities in Vietnam.

4. Other organizations, enterprises and individuals involved in the collection, updating, management, exploitation, use, connection and sharing of data on the National Information System on Science, Technology and Innovation.

Article 3. Interpretation of terms

1. Specialized management system means an information system or a software developed to manage, administer and support activities related to science, technology and innovation.

2. National Database on Science and Technology means a collection of information and data on activities, resources and results related to science, technology and innovation, that is centrally managed at the national level.

3. Specialized database on science and technology means a collection of information and data by each field and specialty in science, technology and innovation activities.

4. Database for leadership and management means a collection of information and data that are synthesized and analyzed to support state management work with regard to the making of decision; formulation and promulgation of strategies and policies; and monitoring and evaluation of science, technology and innovation activities.

5. Open database on science and technology means a collection of science and technology data to be made public, allowing any organization or individual to freely access, use, share and reuse it.

6. Shared-use catalog on science, technology and innovation means a collection of code tables and standard information that are used consistently throughout the science and technology sector to ensure that the collection, management, connection and sharing of data between other information systems and the National Information System on Science, Technology and Innovation are carried out in a synchronized, accurate and interconnected manner.

Article 4. Scope of information of the National Information System on Science, Technology and Innovation

1. Based on the content of information, the information on the National Information System on Science, Technology and Innovation includes information on:

a/ Science and technology activities;

b/ Innovation activities;

c/ Statistics and evaluation of science, technology and innovation activities;

d/ Intellectual property;

dd/ Standards, measurement and quality;

e/ Atomic energy, and radiation and nuclear safety; and,

g/ Other information on science, technology and innovation activities.

2. The National Information System on Science, Technology and Innovation is integrated, connected and shared from:

a/ The National Database on Science and Technology;

b/ Specialized databases on science and technology;

c/ Databases for leadership and management;

d/ Open databases on science and technology;

dd/ Shared-used catalog on science, technology and innovation; and,

e/ Other relevant databases.

3. The National Information System on Science, Technology and Innovation provides official information to support management, research and training activities and related activities.

Article 5. Functions of the National Information System on Science, Technology and Innovation

1. The National Information System on Science, Technology and Innovation shall be consistently used throughout the country.

2. Main functions of the National Information System on Science, Technology and Innovation:

a/ Collecting and updating data

The data specified in Clause 1, Article 4 of this Circular shall be collected and updated by two methods: online, automatically via application programming interface (API), or directly through user accounts;

b/ Connecting and sharing data

The National Information System on Science, Technology and Innovation has the ability to connect and share real-time data with information systems, digital platforms, national databases, and specialized databases of ministries, ministerial-level agencies, government-attached agencies, and provincial-level People’s Committees so as to ensure the synchronization, consistency, accuracy and timeliness of data;

c/ Managing and exploiting data

Data on the National Information System on Science, Technology and Innovation shall be centrally stored, using the infrastructure of the National Data Center in order to ensure integrity, confidentiality and safety, with a mechanism for granting user accounts based on access authorization; and allowing the search, retrieval, analysis, synthesis and evaluation of data and information to serve state management work;

d/ Disseminating information on science, technology and innovation, ensuring publicity and transparency to meet the needs of organizations, enterprises and individuals in order to contribute to socio-economic development.

Article 6. Principles of data collection, updating, connection, sharing, management, exploitation and use

1. Complying with the laws on science, technology and innovation; data; personal data protection; level-based information security; and intellectual property rights; and other relevant laws.

2. Ensuring accuracy, completeness and timeliness, reflecting the actual situation, and ensuring data traceability.

3. Ensuring synchronization and consistency from the central to local levels, complying with standards and technical regulations on the structure, format, connection protocol, and data interoperability requirements; complying with the National Data Architecture Framework, the National Data Governance and Management Framework, and the Shared-Used Data Dictionary as prescribed.

4. Connecting, sharing and exploiting data from the National Information System on Science, Technology and Innovation to other information systems and databases serving socio-economic development.

5. Applying advanced and modern technologies in collecting, updating, connecting, sharing, managing, exploiting and using data to improve the operational efficiency and usability of the National Information System on Science, Technology and Innovation.

Article 7. Assurance of information security and confidentiality

1. To comply with the Law on Cyberinformation Security, the Law on Cybersecurity, and current regulations on information security; for the data specified in Clause 4, Article 8 of this Circular, to comply with the Law on Personal Data Protection.

2. To ensure the integrity, reliability and availability of data upon storage, exploitation and exchange. To apply encryption techniques, establish passwords, use digital signatures, and have mechanisms for backup storage and prevention and control of malware attacks on important data upon storage and exchange.

3. User account information on the National Information System on Science, Technology and Innovation shall be secured and linked to a unique identifier. Users may only access information within the scope of their authorized rights and shall be held responsible for ensuring the security and confidentiality of their accounts.

4. The agency assigned the task of building, developing and managing the National Information System on Science, Technology and Innovation shall coordinate with the agency performing the state management of information security to review and assess the information security level of the System.

Chapter II

INFORMATION CONTENT OF THE NATIONAL INFORMATION SYSTEM ON SCIENCE, TECHNOLOGY AND INNOVATION

Article 8. Information on science and technology activities

1. Information on science and technology tasks is a collection of information on science and technology tasks specified in Appendix 02 to the Government’s Decree No. 262/2025/ND-CP of October 14, 2025, detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation regarding information, statistics, evaluation, digital transformation and general issues.

Information on science and technology tasks shall be connected, shared and automatically updated from the National Digital Platform for Science, Technology and Innovation Management to the National Information System on Science, Technology and Innovation.

2. Information on scientific publications and citation indices includes the following main contents: title, author, managing and sponsoring institution, content description, subject matter, references, citation index, and full text or link to the full text source of the scientific publication.

3. Information on science and technology organizations includes the following main contents: name of the organization, head, address, field of activity, type of organization; personnel; operating funds; physical and technical facilities; international cooperation; scientific and technological activities and achievements; intellectual assets.

4. Information on science and technology personnel includes the following main contents: surname, middle name and given name; personal identification number; date of birth; gender; place of origin; ethnicity; religion; nationality; place of permanent residence; current place of domicile; date of death or missing; mobile phone number, email address; position; scientific title; academic rank, degree; field of study; professional qualifications; main research area; scientific and technological tasks led or participated in by the concerned person; scientific publications, intellectual property.

5. Information on organizations and enterprises engaged in science, technology, and innovation activities that are eligible for the State’s support and incentive policies includes the following main contents: general information; information on science, technology and innovation tasks using state budget funds; and information on the form, content, results and effectiveness of support and incentives.

6. Information on international science, technology and innovation tasks shall be collected and exploited from open systems in the region and around the world to serve research, policymaking, and analysis of technology and innovation trends.

7. The information referred to in Clauses 2 thru 6 of this Article shall be compiled, developed and centrally managed on the National Information System on Science, Technology and Innovation.

Article 9. Information on innovation activities

1. Information on innovation tasks according to the Government’s regulations on innovation tasks.

2. Science and technology enterprises, startup enterprises, hi-tech enterprises, and technology transfer.

3. Technology and innovation consultants, organizations providing consulting and support for innovation and startups; innovation centers, startup support centers, and other organizations and individuals engaged in innovation activities.

4. Results of evaluating innovation indices, innovation capacity, and the startup ecosystem.

Article 10. Information on statistics and evaluation of science, technology and innovation activities

1. Science, technology and innovation statistics

Information on science, technology and innovation statistics includes the synthesized information specified at Points a, b, c, d, dd and e, Clause 1, Article 4 of this Circular. Statistical information shall be stored according to the following criteria: subject matter, time, scope, content, calculation method, and data source.

2. Evaluation of science, technology and innovation activities

Information on evaluation of the results, effectiveness and impact of science, technology and innovation activities specified in Chapter IV of the Government’s Decree No. 262/2025/ND-CP of October 14, 2025, detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation concerning information, statistics, evaluation, digital transformation and general issues, shall be stored according to the time, purposes, objectives, and evaluation requirements.

3. The information specified in Clauses 1 and 2 of this Article shall be compiled, updated, developed and centrally managed on the National Information System on Science, Technology and Innovation.

Article 11. Information on intellectual property

Information on intellectual property includes: inventions, utility solutions; trademarks; semiconductor integrated circuit layout designs; computer software copyright; plant varieties; industrial property representative organizations, industrial property representatives; organizations and individuals qualified to conduct industrial property assessment activities, and other related information.

Article 12. Information on standards, measurement and quality

Information on standards, measurement and quality includes: national standards; national technical regulations; national article number codes and barcodes; national traceability; national electronic labels; digital passports of national products; conformity assessment organizations, and other related information.

Article 13. Information on atomic energy, and radiation and nuclear safety

1. Information on atomic energy includes: application and development of atomic energy; personnel working in the field of atomic energy, and other related information.

2. Information on radiation and nuclear safety includes: radioactive sources and radiation equipment; licensing and permits, radiation safety status reports; radiation incidents, nuclear incidents; personal exposure dose; measuring and calibration equipment; radiation safety training and certification; specialized inspection and auditing of radiation and nuclear safety; environmental radiation monitoring; nuclear safeguards; facilities conducting radiation jobs; radiation workers; accelerators in radiotherapy and irradiation; environmental radiation monitoring and warning networks, and other related information.

 

Chapter III

COLLECTION, UPDATING, CONNECTION, SHARING, MANAGEMENT, EXPLOITATION AND USE OF DATA ON THE NATIONAL INFORMATION SYSTEM ON SCIENCE, TECHNOLOGY AND INNOVATION

Article 14. Requirements for input data

1. For data on organizations and enterprises, the organization identification number/tax identification number must be included; for personal data, the personal identification number on VnelD must be included.

2. During the process of editing and processing information on the National Information System on Science, Technology and Innovation, relevant organizations and individuals shall use the following classification tables and shared-use catalogs:

a/ Classification table in the field of science and technology as prescribed by the Ministry of Science and Technology;

b/ The standard industrial classification of economic activities according to current regulations;

c/ International Patent Classification - IPC;

d/ List and codes of Vietnam’s administrative units according to current regulations;

dd/ Shared-use data catalogs issued by the Ministry of Science and Technology.

3. Data update standards: To use the coded Vietnamese character sets meeting Vietnam standard TCVN 6909:2001 (ISO/IEC 10646-1:2000) on information technology - 16-bit coded Vietnamese character sets for data updating.

4. Formatting standards for attached documents

a/ Text format

Plain Text (.txt): for basic, unstructured documents;

Rich Text (.rtf): for documents that can be exchanged between different platforms;

Microsoft Word and Word Extensions (.doc, .docx);

Portable Document (.pdf): for read-only documents;

Open Document Text (.odt);

b/ Spreadsheet format

Microsoft Excel and Excel Extensions (.xls; .xlsx);

Open Document Spreadsheets (.ods);

c/ Graphic image format

JPEG (.jpg; .jpeg), PNG (.png), TIF (.tif; .tiff), GIF (.gif);

Minimum resolution: 200 dpi;

d/ Video formats:

MPEG-4 (.mp4), AVI (.avi), WMV (.wmv), MOV (.mov), MKV (.mkv), FLV (.flv); Minimum bit rate: 1,500 kbps;

dd/ Audio formats

MP3 (.mp3), WMA (.wma);

Minimum bit rate: 128 kbps;

e/ Presentation formats

Microsoft PowerPoint and PowerPoint Extensions (.ppt; .pptx);

g/ Compressed file formats

Zip (WinZip) (.zip);

RAR (WinRAR) (.rar);

7z (7-Zip) (.7z);

h/ Other open formats

Open Data, XML, JSON, RDF, DCAT-AP;

Metadata: Dublin Core, ISO 19115;

Other open formats for attached documents.

5. Data exchange: XML, GML format languages; in case of using JSON and GeoJSON languages, the data structure is described equivalently to XML and GML.

Article 15. Methods of collecting and updating data to the National Information System on Science, Technology and Innovation

1. The data specified in Articles 8 thru 13 of this Circular shall be collected and updated automatically via API from the Digital Platform for National Science, Technology and Innovation Management; specialized management systems of ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees; and other information systems, or directly entered through user accounts.

2. Automatic collection and updating of data via API

To ensure continuous real-time data connection; to ensure that data is recorded in system logs; and complies with technical requirements regarding data structure. Data shall be authenticated and secured, ensuring interconnection and synchronization with  the National Information System on Science, Technology and Innovation.

3. Collection and updating of data directly from user accounts

a/ To authorize access rights to accounts for updating data linked to the responsible individual or unit;

b/ Data entry operations shall be recorded in system logs;

c/ Data entered must be accurate, complete, and in the correct format;

d/ Users shall be held responsible before law for the data they have entered into the National Information System on Science, Technology and Innovation;

dd/ The agency managing the National Information System on Science, Technology and Innovation has the right to revoke user accounts in case the users commit violations.

4. Frequency of data updating

a/ Data shall be updated in real time or according to the guidance of the Ministry of Science and Technology;

b/ For frequently changing data, it is encouraged to apply the automatic real-time updating method.

5. Data verification and approval

a/ Data shall be verified to ensure that information is complete according to the prescribed categories and is standardized and has overlaps eliminated;

b/ The population-related data specified in Clause 4, Article 8 of this Circular shall be collected, updated, managed and secured in the National Population Database in accordance with law;

c/ For data directly updated by individuals or organizations to the National Information System on Science, Technology and Innovation, the managing agency shall verify and approve data before uploading it to the National Information System on Science, Technology and Innovation.

6. Responsibilities for data collection and updating

a/ Specialized agencies shall collect and update data on the National Information System on Science, Technology and Innovation;

b/ Organizations, enterprises and individuals entitled to the State’s preferential policies and support shall provide and update data according to Points a and b, Clause 1, Article 23 of this Circular.

Article 16. Data connection and sharing

The connection and sharing of data to the National Information System on Science, Technology and Innovation must meet the following requirements:

1. To comply with the Vietnam Digital Government Architecture Framework, and the Ministry of Science and Technology’s digital government architecture, meet database standards and technical requirements on information technology; to ensure compatibility, information integration and sharing capability, and the ability to expand data fields in the system design; to be ready to apply advanced technologies and tools for data collection, analysis and evaluation.

2. To ensure high performance, fast response, and data retrieval time that meet normal load conditions; to ensure round-the-clock operation; to have data backup, recovery and redundancy plans; to have a user-friendly interface and ensure accessibility across multiple devices; to have system monitoring and logging features; to have user manuals.

3. To ensure compliance with the law on information security; to have plans for data backup and recovery and system restoration in case of incidents; to conduct annual information security inspections and assessments, and upgrade and improve system security measures.

4. To act according to the authorization or requirements of competent state management agencies, support the management, administration and policy making; to conduct inspection, monitoring, and provision of science, technology and innovation information to serve socio-economic development.

5. Data sharing must comply with the scope, timeframe, methods and data formats, ensuring that the data meets the use requirements and purposes.

6. To meet technical requirements as prescribed by the Government regarding mandatory data connection and sharing between agencies within the political system.

Article 17. Collection, updating, connection and sharing of data from those other than beneficiaries of the State’s preferential policies and supports

1. Organizations, enterprises and individuals not entitled to receive the State’s preferential policies and support are encouraged to provide, update, connect and share information and data on research outcomes, inventions, technological solutions, innovative products, scientific publications, and related activities to the National Information System on Science, Technology and Innovation.

2. The provision, updating, connection and sharing of information shall be carried out on a voluntary basis, ensuring intellectual property rights, copyright, trade secrets, and the lawful interests of relevant parties.

3. Organizations, enterprises and individuals that make positive contributions to the provision and sharing of information shall be given priority in using certain advanced features for retrieving, analyzing, making statistics, and accessing data in the National Information System on Science, Technology and Innovation according to regulations of the Ministry of Science and Technology.

Article 18. Data management

1. To manage rights to access and update data to the National Information System on Science, Technology and Innovation.

2. To store and preserve data in a long-term and safe manner, with mechanisms for data backup and recovery and prevention of data loss and damage risks.

3. To regularly check, review, compare, update and standardize data; to handle overlapping data, technical errors, or data that is no longer usable.

4. To synchronize data from digital platforms and specialized database systems of ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees, ensuring compliance with national data connection and integration standards.

5. To monitor data fluctuations, access volume and processing performance; to periodically compile statistics and reports on data updating, exploitation and use.

Article 19. Exploitation and use of information and data

1. Ministries, ministerial-level agencies, government-attached agencies, provincial-level People’s Committees, and specialized agencies at the ministerial and provincial levels have the right to exploit the full texts of information on the National Information System on Science, Technology and Innovation according to their authorized access rights to serve the state management work and making of science and technology policies and strategies.

2. Organizations, enterprises and individuals participating in collecting, processing and updating information on the National Information System on Science, Technology and Innovation have the right to access information and data according to their authorized access rights; and have the right to retrieve data they directly contribute in order to organize it into their own datasets.

3. All organizations and individuals have the right to access and exploit publicly available information and data on the National Information System on Science, Technology and Innovation according to their access rights as authorized by the Ministry of Science and Technology.

4. All organizations and individuals using information and data on the National Information System on Science, Technology and Innovation must ensure that it is used for the proper purpose and within the correct scope; and comply with the law on intellectual property.

 

 

Chapter IV

RESPONSIBILITIES FOR COLLECTING, UPDATING, CONNECTING, SHARING, MANAGING, EXPLOITING AND USING DATA ON THE NATIONAL INFORMATION SYSTEM ON SCIENCE, TECHNOLOGY AND INNOVATION

Article 20. The Ministry of Science and Technology

1. To organize the construction, management, operation, exploitation, maintenance and upgrading of the National Information System on Science, Technology and Innovation in accordance with law.

2. To promulgate the list of specialized databases; the shared-used catalog on science, technology and innovation; databases for leadership and management; and open databases on science and technology within the scope of its management.

3. To promulgate detailed regulations on information requirements, input data, and updating frequency on the National Information System on Science, Technology and Innovation.

4. To provide guidance on the mechanism for connecting and sharing data between the National Information System on Science, Technology and Innovation and other national information systems and databases, and specialized databases under regulations.

5. To organize the collection, synthesis, updating, integration and synchronization of data from ministerial, sectoral and local databases and other lawful sources to the National Information System on Science, Technology and Innovation.

6. To organize the inspection, monitoring and evaluation of the collection, updating, connection, sharing, management, exploitation and use of data on the National Information System on Science, Technology and Innovation; to promptly detect, handle, or recommend the handling of, violations within its competence.

7. To assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies, provincial-level People’s Committees, and relevant organizations in, carrying out professional training in the collection, updating, connection, management, exploitation and use of the National Information System on Science, Technology and Innovation.

Article 21. Units under the Ministry of Science and Technology

1. Units under the Ministry of Science and Technology that are assigned to compile and manage data specified in Articles 8 thru 13 of this Circular shall connect, share and synchronize data to the National Information System on Science, Technology and Innovation.

2. To implement the mechanism of periodical and ad hoc reporting on the establishment, management, operation, exploitation and development of the National Information System on Science, Technology and Innovation in accordance with law and the requirements of competent authorities.

Article 22. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees

1. To direct specialized agencies to coordinate with agencies under the Ministry of Science and Technology in providing information and data within their scope of management, ensuring completeness, accuracy and timeliness in accordance with the current law on data.

2. To coordinate with the Ministry of Science and Technology in providing other information related to the field of science, technology and innovation to serve state management work, analysis, evaluation, and policy consultancy. Data shall be processed and synthesized on the National Information System on Science, Technology and Innovation.

3. To coordinate with the agency managing the National Information System on Science, Technology and Innovation in granting user accounts based on the authorization of access rights for managing and exploiting data on the National Information System on Science, Technology and Innovation.

4. To examine and monitor the implementation of regulations on the compilation, updating, management, exploitation and use of data on the National Information System on Science, Technology and Innovation.

5. To encourage organizations and individuals to participate in exploiting and using data on the National Information System on Science, Technology and Innovation.

6. To be held responsible before law for providing, exploiting and using data on the National Information System on Science, Technology and Innovation within the scope of their management.

Article 23. Organizations, enterprises and individuals

1. Organizations, enterprises and individuals entitled to the State’s preferential policies and support shall:

a/ Provide complete, accurate and timely information and data on science, technology and innovation in accordance with this Circular;

b/ Regularly update, supplement and adjust the data they provide or manage to ensure accuracy, consistency, completeness, timeliness, and suitability to practical realities; to be held responsible for the lawfulness and validity of data;

c/ Exploit and use data for the proper purpose and within the scope of their authorized access rights, complying with regulations on confidentiality, copyright, and intellectual property rights, and other relevant regulations;

d/ Refrain from committing acts of falsifying, altering, destroying, misappropriating or illegally disclosing data, or using data from the National Information System on Science, Technology and Innovation in a way that affects the interests of the State, or the lawful rights and interests of other organizations and individuals;

dd/ Cooperate with the Ministry of Science and Technology and competent agencies in examining, verifying, and handling issues related to, the data provided or used;

e/ Be held responsible before law for all violations in providing, updating, connecting, sharing, exploiting and using data on the National Information System on Science, Technology and Innovation;

g/ Be handled according to the Government’s regulations, for organizations, enterprises and individuals using state budget funds to carry out science, technology and innovation activities that fail to provide, update and share information on the National Information System on Science, Technology and Innovation.

2. Organizations, enterprises and individuals violating the regulations on provision, updating, connection, sharing, exploitation and use of information and data on the National Information System on Science, Technology and Innovation shall, depending on the nature and severity of their violations, be handled, have their authorized rights to access, exploit, use or delete data terminated, or be held responsible in accordance with law.

 

Chapter V

ORGANIZATION OF IMPLEMENTATION

Article 24. Effect

1. This Circular takes effect on October 17, 2025.

2. The Minister of Science and Technology’s Circular No. 14/2014/TT-BKHCN of June 11, 2014, providing the collection, registration, storage and disclosure of information on science and technology tasks; the Minister of Science and Technology’s Circular No. 10/2017/TT-BKHCN of June 28, 2017, providing the establishment, management, exploitation, use, maintenance and development of the National Database on Science and Technology; and the Minister of Science and Technology’s Circular No. 11/2023/TT-BKHCN of June 26, 2023, amending and supplementing a number of articles of the Minister of Science and Technology’s Circular No. 14/2014/TT-BKHCN of June 11, 2014, providing the collection, registration, storage and disclosure of information on science and technology tasks, and the Minister of Science and Technology’s Circular No. 10/2017/TT-BKHCN of June 28, 2017, providing the establishment, management, exploitation, use, maintenance, and development of the National Database on Science and Technology, cease to be effective on the effective date of this Circular.

Article 25. Implementation responsibility

1. Ministries, ministerial-level agencies, government-attached agencies, provincial-level People’s Committees, and relevant organizations and individuals shall implement this Circular.

2. The Ministry of Science and Technology shall assign its agency responsible for science and technology information and statistics to organize the implementation of this Circular.

3. Agencies, organizations and individuals shall report any difficulties or obstacles arising in the course of implementation of this Circular to the Ministry of Science and Technology for study, amendment and supplementation as appropriate.-
