CIRCULAR
ON THE IMPORT OF SALT, SUGAR, AND POULTRY EGGS UNDER THE TARIFF QUOTAS 2012
Pursuant to the Government s Decree No. 189/2007/ND-CP on December 27, 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government s Decree No. 44/2011/ND-CP on June 14, 2011 on amending and supplementing Article 3 of the Government s Decree No. 189/2007/ND-CP;
Pursuant to the Government s Decree No. 12/2006/ND-CP on January 23, 2006 detailing the implementation of The Law on Trade applicable to international goods trade and the agents activities of trading, processing and transiting goods with foreign parties;
Pursuant to the Circular No. 04/2006/TT-BTM on April 06, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding some contents of the Government s Decree No. 12/2006/ND-CP on January 23, 2006 detailing the implementation of The Law on Commerce applicable to international goods trade and the agents activities of trading, processing and transiting goods with foreign parties;
After obtaining the opinion from the Ministry of Agriculture and Rural development and the Ministry of Finance, the Minister of Industry and Trade prescribes the import of salt, sugar, and poultry eggs under the tariff quota 2012 as follows:
Article 1. The amount of imported goods under the tariff quota 2012

Article 2. Principles of licensing goods import under tariff quota
1. Traders shall be allocated tariff quotas on the import of salt, sugar, and poultry eggs under the Circular No. 04/2006/TT-BTM on April 06, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding some contents of the Government s Decree No. 12/2006/ND-CP on January 23, 2006 detailing the implementation of The Law on Commerce applicable to international goods trade and the agents activities of trading, processing and transiting goods with foreign parties;
2. The Ministry of Industry and Trade shall allocate tariff quotas on the import of 100,000 tons of industrial salt to traders that directly use them as raw materials for chemical production, and 2,000 tons of pure salt to traders that directly use them as raw materials for the production of medicines and health products.
3. The Ministry of Industry and Trade shall allocate tariff quotas on the import of 50,000 tons of refined and raw sugar to traders that directly use sugar as raw materials for production, and 20,000 tons of raw sugar to traders producing refined sugar serving production and consumption.
Article 3. Effects
This Circular takes effect on August 06, 2012 until the end of December 31, 2012.
