CIRCULAR
Amending and supplementing Article 15 of Circular No. 15/2024/TT-NHNN on provision of non-cash payment services
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;
Pursuant to the Law on Credit Institutions No. 32/2024/QH15, amended and supplemented under Law No. 96/2024/QH15;
Pursuant to the Post Law No. 49/2010/QH12;
Pursuant to the Law on E-Transactions No. 20/2023/QH15;
Pursuant to the Government’s Decree No. 26/2025/ND-CP defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;
Pursuant to the Government's Decree No. 52/2024/ND-CP on cashless payment;
At the proposal of the Director of the Payment Department;
The Governor of the State Bank of Vietnam hereby promulgates the Circular amending and supplementing Article 15 of Circular No. 15/2024/TT-NHNN on provision of non-cash payment services.
Article 1. To amend and supplement Article 15
“Article 15. Procedures for approval and extension of provision of payment services not through customers’ payment accounts by public postal service enterprises
1. Approval procedures
a) Within 05 days from the date of receipt of a complete dossier as prescribed in the Government's Decree No. 52/2024/ND-CP dated May 15, 2024, on cashless payment, and amending and supplementing documents (if any), the Payment Department shall review and send the dossier to relevant Departments, Agencies and units under the State Bank for comments;
b) Within 12 days from the date of receipt of the written request from the Payment Department:
(i) The Information Technology Department shall review, assess and send a document to the Payment Department certifying technical conditions, technological solutions, information security and safety capability, and technical personnel capacity to ensure provision of payment services not through customers’ payment accounts by public postal service enterprises in accordance with law;
(ii) The Anti-Money Laundering Department shall appraise and send a document to the Payment Department assessing internal regulations on anti-money laundering, counter-terrorist financing and counter-proliferation financing of weapons of mass destruction to ensure provision of payment services not through customers’ payment accounts by public postal service enterprises in accordance with law;
c) Within 20 days from the date of receipt of opinions from units under the State Bank, the Payment Department shall consolidate opinions from relevant units, appraise the dossier and submit it to the Governor of the State Bank for decision on approval or refusal to approve in writing the provision of payment services not through customers’ payment accounts by public postal service enterprises.
2. Extension procedures
a) Within 05 working days from the date of receipt of a complete dossier as prescribed in the Government's Decree No. 52/2024/ND-CP dated May 15, 2024, on cashless payment, and amending and supplementing documents (if any), the Payment Department shall review and send the dossier to relevant Departments, Agencies and units under the State Bank for comments;
b) Within 06 working days from the date of receipt of the written request from the Payment Department:
(i) The Information Technology Department shall review, assess and send a document to the Payment Department certifying technical conditions, technological solutions, information security and safety capability, and technical personnel capacity to ensure provision of payment services not through customers’ payment accounts by public postal service enterprises in accordance with law;
(ii) The Anti-Money Laundering Department shall appraise and send a document to the Payment Department assessing internal regulations on anti-money laundering, counter-terrorist financing and counter-proliferation financing of weapons of mass destruction to ensure provision of payment services not through customers’ payment accounts by public postal service enterprises in accordance with law;
c) Within 09 working days from the date of receipt of opinions from units under the State Bank, the Payment Department shall consolidate opinions from relevant units, appraise the dossier and submit it to the Governor of the State Bank for decision on extension or refusal to extend in writing the provision of payment services not through customers’ payment accounts by public postal service enterprises.”.
Article 2. Responsibility for implementation organization
Heads of units under the State Bank, payment service providers, intermediary payment service providers, and relevant organizations and individuals shall organize the implementation of this Circular.
Article 3. Implementation provisions
This Circular takes effect from May 19, 2026.
