CIRCULAR

Repealing partially Clause 2 Article 1 of Circular No. 18/2025/TT-BCT dated March 13, 2025 of the Minister of Industry and Trade, amending, supplementing and repealing a number of regulations in Circulars on petrol and oil trading

Pursuant to the Law No. 64/2025/QH15 on Promulgation of Legal Documents, which was amended and supplemented by the Law No. 87/2025/QH15;

Pursuant to the Government’s Decree No. 40/2025/ND-CP, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, which was amended and supplemented by the Decree No. 109/2025/ND-CP and Decree No. 193/2025/ND-CP;

Pursuant to the Government’s Decree No. 83/2014/ND-CP on petrol and oil trading, which was amended and supplemented by the Decree No. 95/2021/ND-CP and Decree No. 80/2023/ND-CP;

Implementing Conclusion No. 14-KL/TW dated March 20, 2026, of the Political Bureau on ensuring fuel supply and stabilizing fuel prices;

At the proposal of the Director of the Agency for Domestic Market Surveillance and Development;

The Minister of Industry and Trade promulgates Circular repealing partially Clause 2 Article 1 of Circular No. 18/2025/TT-BCT dated March 13, 2025 of the Minister of Industry and Trade, amending, supplementing and repealing a number of regulations in Circulars on petrol and oil trading.

Article 1. Repealing partially Clause 2 Article 1 of Circular No. 18/2025/TT-BCT dated March 13, 2025 of the Minister of Industry and Trade, amending, supplementing and repealing a number of regulations in Circulars on petrol and oil trading

To repeal the phrase “kerosene” in Clause 2, Article 1 of Circular No. 18/2025/TT-BCT.

Article 2. Implementation provisions

1. This Circular takes effect on April 29, 2026.

2. Any problems arising in the course of implementation of this Circular should be promptly reported to the Ministry of Industry and Trade (the Agency for Domestic Market Surveillance and Development) for consideration and handling./.
