CIRCULAR
Promulgating Regulation on continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers

Pursuant to the Education Law dated June 14, 2005; the Law on Amending and Supplementing a Number of Articles of Education Law dated November 25, 2009;
Pursuant to the Government’s Decree No. 69/2017/ND-CP dated May 25, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Education Law; the Government’s Decree No. 31/2011/ND-CP dated May 11, 2011 amending and supplementing a number of articles of the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Education Law; the Government’s Decree No. 07/2013/ND-CP dated January 9, 2013 amending Point b, Clause 13, Article 1 of the Government's Decree No. 31/2011/ND-CP dated May 11, 2011 amending and supplementing a number of articles of the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Education Law;
Pursuant to the Government’s Decree No. 101/2017/ND-CP dated September 1, 2017 on training and further training for cadres, civil servants and public employees;
At the proposal of the Director of the Department of Teachers and Education Administrators;
The Minister of Education and Training issues the Circular promulgating Regulation on continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers.
Article 1. Promulgate together with this Circular the Regulation on continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers.
Article 2. This Circular takes effect from December 28, 2019. This Circular replaces the Circular No. 26/2012/TT-BGDDT dated July 10, 2012 of the Minister of Education and Training promulgating Regulation on continuing further training for early childhood, general and continuing education teachers.
Article 3. The Chief of the Office, the Director of the Department of Teachers and Education Administrators, the heads of units under the Ministry of Education and Training, the Directors of the provincial-level Departments of Education and Training, relevant organizations and individuals shall be responsible for implementation of this Circular.

on continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers

Chapter I
GENERAL REGULATIONS
Article 1. Scope of regulation
This Regulation prescribes continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers, including: Organize the continuing further training; evaluate and recognize the results of the continuing further training for teachers, administrators of early childhood education institutions, general education institutions and teachers of continuing education centers.
Article 2. Subjects of application
This Regulation applies to:
1. Teachers who are taking care of, nurturing and educating children at early childhood schools, pre-primary schools, nursery schools, childcare groups, independent pre-primary classes (hereinafter referred to as early childhood education institutions); teachers who are teaching at primary schools, lower secondary schools, upper secondary schools, multi-level general education schools, schools for gifted students, boarding general education schools for ethnic minority students and semi-boarding general education schools for ethnic minority students (hereinafter collectively referred to as general education institutions) and teachers who are teaching at continuing education centers. Hereafter, teachers who are taking care of, nurturing and educating children at early childhood education institutions, teachers who are teaching at general education institutions and continuing education centers are collectively referred to as teachers.
2. Principals and vice principals of early childhood education institutions and general education institutions (hereinafter collectively referred to as administrators).
3. Relevant organizations and individuals.
Article 3. Purposes of continuing further training
1. Provide further training as required by the working position; annually provide further training on compulsory specialized knowledge and skills for teachers and administrators; serve as the basis for management, direction and organization of further training and self-improvement in order to improve the quality and professional capacity of teachers and administrators; raise the level of responsiveness of teachers and administrators according to working position requirements; meet the development requirements of early childhood education, general education, continuing education and meet the requirements of professional standards.
2. Develop the capacity for self-study, self-improvement, and self-assessment of the continuing further training of teachers and administrators; the capacity to organize and manage the continuing further training activities of teachers and administrators of early childhood education institutions, general education institutions, continuing education centers, District-level Departments of Education and Training, and Provincial-level Departments of Education and Training.
Article 4. Principles of continuing further training
1. Meet the requirements of the academic year's tasks, professional standards, working positions and development needs of early childhood education institutions, general education institutions, continuing education centers, the locality and the sector.
2. Ensure the promotion of self-study, continuous further training at early childhood education institutions, general education institutions and continuing education centers, the selection of further training programs according to the requirements of professional standards, working positions of teachers and administrators.
3. Implement assignment, decentralization and coordination mechanism in the continuing further training organization.
4. Ensure practicality, quality, publicity, transparency and efficiency.
Chapter II
ORGANIZATION OF CONTINUING FURTHER TRAINING
Article 5. Continuing further training program
Comply with the continuing further training programs promulgated by the Minister of Education and Training (hereinafter collectively referred to as the continuing further training program), including: continuing further training program for teachers, administrators of early childhood education institutions; continuing further training program for teachers, administrators of general education institutions; continuing further training program for teachers of continuing education centers.
Article 6. Methods and types of continuing further training organization
1. Carry out further training by promoting self-study, promoting activeness, proactivity and creative thinking of teachers and administrators; strengthen practice at early childhood education institutions, general education institutions and continuing education centers; discuss, exchange and share information, knowledge and experiences between rapporteurs and teachers and administrators, between teachers and teachers, and between administrators.
2. Types of continuing further training organization:
a) Full-time further training: Carry out full-time training; guide teachers, administrators in self-study, practice, systematize knowledge, answer questions, guide the contents of continuing further training to meet the needs of teachers and administrators in the study of continuing further training; create favorable conditions for teachers and administrators to have the opportunity to exchange, share and discuss professional competencies and practice skills.
The duration and number of teachers and administrators participating in full-time training and further training must comply with management decentralization but must meet the purposes, the requirements, the contents, the methods, the training duration specified in the continuing further training program and the provisions of this Regulation.
b) Distance further training: Carry out distance further training, enhance the application of information technology in online training and further training activities for teachers and administrators, meeting the purposes, the requirements, the contents, the methods, the training duration specified in the continuing further training program and the provisions of this Regulation;
c) Blended further training: Combine types of full-time and distance further training as prescribed at Points a and b of this Clause, ensuring efficiency and requirements on continuing further training for teachers and administrators.
Article 7. Continuing further training documents
1. Compilation of continuing further training documents:
a) The continuing further training documents are compiled in accordance with the requirements on further training for teachers and administrators according to professional standards, working positions, requirements for innovation and improvement of teaching and education quality in accordance with the further training plan and human resource development needs of the early childhood education institutions, the general education institutions, the continuing education centers, the locality and the sector;
b) The compiled documents must ensure a combination of theory and practice, knowledge and experience with practical skills;
c) The compiled documents must be consistent with the continuing further training program and the provisions of this Regulation;
d) The continuing further training documents are compiled in accordance with the type of continuing further training organization:
- Full-time continuing further training documents: Compiled and distributed in the form of a publication, in visual and audible form and other information storage devices, under the provisions of the continuing further training program and this Regulation.
- Distance continuing further training documents: Compiled in the form of learning materials (tapes recording images, sounds, short films; radio programs, television programs; printed books, teaching and learning manuals with support of computers; exercises on the Internet and discussions, teleconferences; virtual exercises, simulation exercises and practical exercises or other relevant materials), ensuring the provision and delivery of sufficient contents and requirements of the continuing further training program so that learners can self-study and self-improve in accordance with the provisions of this Regulation.
- Blended continuing further training documents: Combine full-time continuing further training documents and distance continuing further training documents.
2. The education institutions in charge of continuing further training are responsible for organizing the compilation and evaluation of continuing further training documents. The teachers and administrators use further training materials compiled by education institutions in charge of continuing further training or can exploit and use other appropriate documents.
Article 8. Continuing further training plan
1. The continuing further training plan is developed by academic year, including: continuing further training plan of teachers, administrators, of early childhood education institutions, general education institutions, continuing education centers, district-level Departments of Education and Training and provincial-level Departments of Education and Training.
2. The continuing further training plan must clearly state the objectives, the contents, the type of continuing further training organization and the outcome standards to meet the requirements of continuous professional development for teachers and administrators.
3. Development of continuing further training plan for the academic year:
a) Continuing further training plan of teachers and administrators: Under the needs of the further training module, form of further training and guidance of the educational institution where they work; teachers and administrators shall develop their personal further training plans and submit them to competent authorities for approval before every May 31;
b) Continuing further training plan of early childhood education institutions, general education institutions and continuing education centers: Under the guidance of the provincial-level Departments of Education and Training, the district-level Departments of Education and Training, according to the management decentralization, and the continuing further training plan of teachers and administrators; early childhood education institutions, general education institutions and continuing education centers shall develop continuing further training plan and report it to the higher education management agency every June;
c) Continuing further training plan of the district-level Departments of Education and Training: Under the guidance of the provincial-level Departments of Education and Training and the continuing further training plan of early childhood education institutions, primary schools and lower secondary schools under their management; the district-level Departments of Education and Training shall develop continuing further training plan and report it to the provincial-level Departments of Education and Training every June;
d) Continuing further training plan of the provincial-level Departments of Education and Training: Under the guidance of the Ministry of Education and Training, the continuing further training plan of the district-level Departments of Education and Training, the upper secondary schools, the general education institutions under their management, and the continuing education centers; the provincial-level Departments of Education and Training shall develop continuing further training plan for implementation from July every year.
Article 9. Continuing further training rapporteurs
1. Continuing further training rapporteurs: Mean key teachers of education institutions in charge of continuing further training, experts, educational administrators, teachers and administrators of early childhood education institutions, general education institutions, meeting the standards specified in Clause 2 of this Article.
2. Criteria for continuing further training rapporteurs:
a) Possess a university or higher diploma and have good professional capacity and qualities;
b) Master the continuing further training program, have the ability to delivery the content of continuing further training documents suitable to the further training subjects;
c) Have experience (3 years or more) in the continuing further training for teachers and administrators; have a sense of responsibility, the ability to collaborate with colleagues; have the ability to guide and consult teachers and administrators for self-study; master the organizational process, content, techniques, methods and forms of evaluating the continuing further training results according to regulations;
d) Have computer science qualification meeting the standards on basic information technology skills as prescribed in the Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications regulating standards on information technology skills; capable of building and developing digital learning materials to foster teachers and administrators.
3. Responsibilities of continuing further training rapporteurs: Perform tasks as assigned by the managing body, the institutions in charge of continuing further training, according to the regime of guest teaching or labor contracts.
Article 10. Education institutions in charge of continuing further training
1. Education institutions in charge of continuing further training include:
a) Education institutions providing further training for teachers: teacher training schools, education institutions with a teacher training faculty, and education institutions licensed to provide training and further training for educators;
b) Education institutions providing further training for administrators: teacher training schools, higher education institutions with an education administration faculty, and education institutions licensed to provide training and further training for education administrators.
2. The education institutions in charge of continuing further training must meet the following requirements:
a) Be an education institution specified in Clause 1 of this Article;
b) Ensure the capacity to develop continuing further training documents as prescribed in Article 7 of this Regulation;
c) Ensure that the contingent of rapporteurs meets the standards specified in Article 9 of this Regulation;
d) Have facilities, equipment, techniques and practice facilities to meet the further training requirements, including integrated information system to periodically collect and process data on rapporteurs, teachers and administrators; have system to record and process feedback from stakeholders on progress in further training in order to improve and enhance the quality of further training for teachers and administrators; ensure regular maintenance and availability of technology hardware and software systems for effective use by rapporteurs, teachers and administrators;
3. The education institutions shall perform the continuing further training according to the method of assigning the task or signing a contract.
Chapter III
ASSESSMENT AND RECOGNITION OF CONTINUING FURTHER TRAINING RESULTS
Article 11. Evaluation and grading of continuing further training results
1. Evaluate the application of continuing further training knowledge into the practice of teaching and educating children and students; practice management of early childhood education institutions, general education institutions and continuing education centers. Evaluate via system of multiple-choice questions (for theoretical content), research exercises, and assignments (for practical content) under the objectives and requirements and contents of the continuing further training program and regulations in this Regulation.
2. The theory and practice tests are graded on a 10-point scale and are satisfactory when a score of 05 or higher is achieved.
3. Classification of results:
a) Completion of the continuing further training plan: Teachers and administrators are classified as completion of the continuing further training plan when fully implementing the regulations of the further training course; fully completing the tests with satisfactory results or higher as prescribed in Clause 2 of this Article;
b) Failure to complete the continuing further training plan: Teachers and administrators fail to meet the requirements at Point a of this Clause.
4. Teachers and administrators who are classified as completion of the continuing further training plan will be granted a certificate of completion of the continuing further training plan. The results of the continuing further training assessment are kept in the records and serve as the basis for implementing the regimes and policies on professional development and further training and employing teachers and administrators.
Article 12. Grant of continuing further training certificates
The grant of continuing further training certificates shall comply with regulations on training and further training for cadres, civil servants and public employees.
Chapter IV
IMPLEMENTATION ORGANIZATION
Article 13. Mechanism of coordination between the Provincial-level Departments of Education and Training, the District-level Departments of Education and Training and education institutions in charge of continuing further training in the implementation of continuing further training
1. Under their competence, the provincial-level Departments of Education and Training, the district-level Departments of Education and Training shall assume the prime responsibility for, and coordinate with education institutions in charge of continuing further training in performing the following tasks:
a) Survey the continuing further training needs of teachers and administrators in order to develop continuing further training plan in accordance with the subjects and practical needs;
b) Organize continuing further training for teachers and administrators according to the continuing further training program and regulations in this Regulation.
2. The education institutions in charge of continuing further training shall assume the prime responsibility for, and coordinate with the provincial-level Departments of Education and Training, the district-level Departments of Education and Training in performing the following tasks:
a) Organize the compilation and appraisal of continuing further training documents under quality requirements and according to regulations;
b) Timely provide further training materials and information on the further training situation of teachers and administrators;
c) Perform continuing further training and evaluate the continuing further training results according to regulations.
Article 14. Responsibilities of units under the Ministry of Education and Training
1. Department of Teachers and Education Administrators:
a) Assume the prime responsibility for, and coordinate with functional units under the Ministry in: Promulgating guiding documents related to the continuing further training for teachers and administrators; organizing the inspection of the continuing further training for teachers and administrators nationwide; periodically organize preliminary and final reviews of the continuing further training for teachers and administrators;
b) Perform other related tasks as assigned by the Minister of Education and Training.
2. The Inspectorate of the Ministry shall assume the prime responsibility for, and coordinate with the Department of Teachers and Education Administrators and relevant functional units under the Ministry in, inspecting the continuing further training activities.
3. Other units under the Ministry: Coordinate in inspection and examination of quality assurance and efficiency of continuing further training activities.
Article 15. Responsibilities of the provincial-level Departments of Education and Training
1. Comply with the coordination mechanism specified in Article 13 of this Regulation.
2. Direct and inspect the continuing further training for teachers and administrators of the district-level Departments of Education and Training and education institutions under their management.
3. Assume the prime responsibility for, and decide on, selection of qualified education institutions in charge of continuing further training to perform the continuing further training for teachers and administrators according to their competence and according to the provisions of this Regulation.
4. Advise the provincial-level People's Committee on the funding sources for the continuing further training and related conditions to serve the continuing further training in accordance with regulations. Funding for the continuing further training is estimated in the annual recurrent expenditure budget, from the support funds of programs and projects or from other sources as prescribed by law (if any).
5. Report the continuing further training for teachers and administrators to the Ministry of Education and Training (via the Department of Teachers and Education Administrators) every June (right after the academic year ends) and upon request of the competent authority.
Article 16. Responsibilities of the district-level Departments of Education and Training
1. Comply with the coordination mechanism specified in Article 13 of this Regulation.
2. Direct and inspect the continuing further training for teachers and administrators of education institutions under their management.
3. Advise the district-level People's Committees on the funding sources for the continuing further training and related conditions to serve the continuing further training in accordance with regulations. Funding for the continuing further training is estimated in the annual recurrent expenditure budget, from the support funds of programs and projects or from other sources as prescribed by law (if any).
4. Report the continuing further training for teachers and administrators to the provincial-level Departments of Education and Training every June (right after the academic year ends) and upon request of the competent authority.
Article 17. Responsibilities of early childhood education institutions, general education institutions and continuing education centers
1. Guide teachers and administrators in developing continuing further training plan; develop continuing further training plan for teachers, administrators and organize the implementation of the continuing further training plan.
2. Summarize and report the implementation of the continuing further training plan for teachers and administrators every June (right after the academic year ends), according to management decentralization and at the request of competent authorities.
3. Implement regimes and policies for teachers and administrators participating in continuing further training according to regulations.
Article 18. Responsibilities and benefits of teachers and administrators
1. Develop and complete the personal continuing further training plan; strictly implement regulations on continuing further training according to this Regulation.
2. Be entitled to full salary and allowances (if any) and other regimes and policies as prescribed during the implementation of the continuing further training plan.
Article 19. Responsibilities of education institutions in charge of continuing further training
1. Comply with the coordination mechanism specified in Article 13 of this Regulation; publicize the list of rapporteurs; build a system of multiple-choice questions (for theoretical content), research exercises, and assignments (for practical content) to evaluate further training results under each content of the continuing further training program and send it to the Ministry of Education and Training (via the Department of Teachers and Education Administrators) before organizing the further training.
2. The education institutions in charge of continuing further training may cooperate with other educational institution providing training and further training for teachers and administrators if necessary and shall be responsible for the quality and conditions of the implementation of continuing further training and comply with the provisions of this Regulation./.
