CIRCULAR

Promulgating the Charter of primary schools, lower secondary schools, upper secondary schools and multi-level general education schools

Pursuant to the Education Law No. 43/2019/QH14 and the Law Amending and Supplementing a Number of Articles of the Education Law No. 123/2025/QH15;

Pursuant to the Law on Teachers No. 73/2025/QH15;

Pursuant to the Government’s Decree No. 37/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the General Education Department;

The Minister of Education and Training promulgates the Circular promulgating the Charter of primary schools, lower secondary schools, upper secondary schools and multi-level general education schools.

Article 1. Promulgation together with this Circular of the Charter of primary schools, lower secondary schools, upper secondary schools and multi-level general education schools.

Article 2. This Circular takes effect from May 10, 2026.

This Circular replaces the following documents: Circular No. 28/2020/TT-BGDDT dated September 04, 2020, of the Minister of Education and Training, promulgating the Charter of primary schools; Circular No. 32/2020/TT-BGDDT dated September 15, 2020, of the Minister of Education and Training, promulgating the Charter of lower secondary schools, upper secondary schools and multi-level general education schools; Decision No. 51/2002/QD-BGDDT dated December 25, 2002, of the Minister of Education and Training, on school transfer and admission of students studying at lower secondary schools and upper secondary schools; Circular No. 50/2021/TT-BGDDT amending and supplementing a number of articles of the Regulation on school transfer and admission of students studying at lower secondary schools and upper secondary schools promulgated together with Decision No. 51/2002/QD-BGDDT dated December 25, 2002; Circular No. 31/2023/TT-BGDDT dated December 29, 2023 promulgating the Regulation on consideration for lower secondary school graduation.

Article 3. The Chief of Office; the Director of the General Education Department; heads of relevant units under the Ministry of Education and Training; Chairpersons of the People’s Committees of provinces and centrally run cities; Directors of Departments of Education and Training; and relevant organizations and individuals shall implement this Circular./.
