Circular No. 15/2017/TT-NHNN dated October 05, 2017 of the Vietnam State Bank amending, supplementing a number of articles of the Circular No. 18/2014/TT-NHNN dated August 01, 2014 of the State Bank on guiding import of goods subject to the State Bank’s specialized management

Pursuant to the Law on State Bank No. 46/2010/QH12 dated June 16, 2010;

Pursuant to the Decree No. 187/2013/ND-CP dated November 20, 2013 of the Government regulating the implementation of Commerce Law on trading international goods and agencies’ activities as buying, selling, crafting and transiting goods with foreign countries (hereinafter referred to as the Decree No. 187/2013/ND-CP) ;

Pursuant to theDecree No.16/2017/ND-CP dated February 17, 2017 of the Government defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;

At the proposal of Director of the Issuance and Vault Department,

The Governor of the State Bank promulgates the Circular amending, supplementing a number of articles of the Circular No. 18/2014/TT-NHNN dated August 01, 2014 of the State Bank on guiding import of goods subject to the State Bank’s specialized management

Article 1.To amend, supplement a number of articles of the Circular No. 18/2014/TT-NHNN dated August 01, 2014 of the State Bank on guiding import of goods subject to the State Bank’s specialized management

1. To amend, supplement Clause 2 Article 8 as follows:

“2.The State Bank shall decide on permitting printing establishments to import goods as stipulated under Clause 1 Article 8 of this Circular.”

2. To amend, supplement Article 9 as follows:

“Article 9.Bases and procedures for import

1. Based on the documents assigning and permitting printing establishments to import goods to serve for printing money as stipulated under Clause 2 Article 8 of this Article and printing contract between printing establishments and the State Bank, printing establishments shall import goods to serve for printing.

2. Based on purchasing contract to serve for printing or other documents  on import of goods to serve for printing money, the State Bank of Governor shall authorize the Director ofthe Issuance and Vault Department to certify on importing goods of printing establishments to send to the Customs Department to process customs procedures.”

Article 2. Implementation responsibility

The Chief of Office, Director of the Issuance and Vault Department, heads of units within the State Bank, Chairmen of Boards of Management and Chairmen of Boards of Members, Directors General (Directors) of money-printing establishments shall implement this Circular.

Article 3.Implementation provisions

This Circular takes effect on November 20, 2017.
