CIRCULAR
On amending and supplementing a number of Articles of the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance on prescribing prices of services in the field of securities applicable to the Stock Exchanges and Vietnam Securities Depository to support relevant organizations and individuals affected by the Covid-19 epidemic

Pursuant to the Law on Securities dated June 29, 2006 and the Law on amending and supplementing a number of Articles of the Law on Securities dated November 24, 2010;
Pursuant to the Law on Charges and Fees dated November 25, 2015;
Pursuant to the Law on Prices dated June 20, 2012;
Pursuant to the Law on Public Debt Management dated November 23, 2017;
Pursuant to the Government s Decree No. 177/2013/ND-CP dated November 14, 2013 and the Government s Decree No. 149/2016/ND-CP dated November 11, 2016 on amending and supplementing a number of Articles of the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on detailing and guiding a number of Articles of the Law on Prices;
Pursuant to the Government s Decree No. 58/2012/ND-CP dated July 20, 2013 and the Government s Decree No. 60/2015/ND-CP dated June 26, 2016 on amending and supplementing a number of Articles of the Government’s Decree No. 58/2012/ND-CP dated July 20, 2013 on detailing and guiding a number of Articles of the Law on Securities;
Pursuant to the Government’s Decree No. 86/2016/ND-CP dated July 01, 2016 on prescribing the securities investment and trading conditions and the Government s Decree No. 151/2018/ND-CP dated November 07, 2018 on amending and supplementing a number of Decrees on prescribing the investment and trading conditions under the State management of the Ministry of Finance;
Pursuant to the Government s Decree No. 42/2011/ND-CP dated May 05, 2011 on derivatives and the derivatives market;
Pursuant to the Government’s Decree No. 91/2018/ND-CP dated June 26, 2010 on Government guarantee issuance and management;
Pursuant to the Government s Decree No. 93/2018/ND-CP dated June 30, 2018 on prescribing the management of local administrations’ debts;
Pursuant to the Government s Decree No. 95/2018/ND-CP dated June 30, 2018 on prescribing the issuance, registration, depositing, listing and trading of the Government’s debt instruments on the securities market;
Pursuant to the Government’s Decree No. 87/2017/ND-CP of July 26, 2017 on defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
At the proposal of the Director-General of the Department of Price Administration and the Chairperson of the State Securities Commission;
The Minister of Finance hereby promulgates the Circular on amending and supplementing a number of Articles of the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance on prescribing prices of services in the field of securities applicable to the Stock Exchanges and Vietnam Securities Depository to support relevant organizations and individuals affected by the Covid-19 epidemic.
Article 1. To amend the prices of services specified in Points 2, 3.4, 4, 5.1, 7, 12, 13, 14, 15 and 18, Part A; Points 1, 3, 4, 6 and 7, Part B of the Schedule of prices of services in the field of securities applicable to stock exchanges and Vietnam securities depository attached to the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance as follows:

Article 2. Implementation provisions
1. This Circular takes effect from March 19, 2020 until August 31, 2020. After August 31, 2020, the prices of services in the securities sector rendered by the Stock Exchanges and Vietnam Securities Depository shall comply with the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance. Based on the development of the Covid-19 epidemic, the Minister of Finance shall consider and decide to extend the application of this Circular in case of necessity.
2. Based on the service prices as prescribed in Article 1 of this Circular, organizations providing services in the securities sector specified in Article 2 of the Circular No. 128/2018/TT-BTC dated December 27, 2018 of the Minister of Finance shall stipulate the prices of services in the field of securities applicable to securities trading organizations and commercial banks participating in the Vietnam’ securities market to reduce the service prices to support organizations and individuals using such services affected by the Covid-19 epidemic in accordance with the actual provision of services and regulations of law on price and relevant laws.
3. Other contents that are not mentioned in this Circular shall continue complying with regulations of the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance on prescribing prices of services in the field of securities applicable to the Stock Exchanges and Vietnam Securities Depository.
4. Any difficulties arising in the course of implementation of this Circular should be promptly reported to the Ministry of Finance for studying and guidance./.
