CIRCULAR

Guiding methods of determination of techno-economic norms and takeoff of quantities of works^[1]

Pursuant to the June 18, 2014 Construction Law; and the June 17, 2020 Law Amending and Supplementing a Number of Articles of the Construction Law;

Pursuant to the Government’s Decree No. 81/2017/ND-CP of July 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to the Government’s Decree No. 10/2021/ND-CP of February 9, 2021, on the management of construction investment costs;

At the proposal of the Director of the State Authority of Construction Economics and the Director of the Institute of Construction Economics;

The Minister of Construction promulgates the Circular guiding methods of determination of techno-economic norms and takeoff of quantities of works.

Article 1. To promulgate together with this Circular the following methods of determination of techno-economic norms and takeoff of quantities of works:

1. Methods of determination of construction investment unit costs provided in Appendix I;

2. Methods of determination of construction price indexes provided in Appendix II;

3. Methods of determination of new cost estimate norms and adjustment of existing cost estimate norms, and review and updating of construction norms provided in Appendix III;

4. Methods of determination of unit labor costs provided in Appendix IV;

5. Methods of determination of prices of construction machine shifts and construction equipment provided in Appendix V;

6. Methods of takeoff of quantities of works provided in Appendix VI.

Article 2. This Circular takes effect on October 15, 2021.

Article 3. Methods of determination of techno-economic criteria and takeoff of quantities of works prescribed in this Circular shall replace those prescribed in Section 1, Appendix 5, and Appendices 6 and 7 of the Minister of Construction’s Circular No. 09/2019/TT-BXD of December 26, 2019, guiding the determination and management of construction investment costs; Circular No. 11/2019/TT-BXD of December 26, 2019, guiding the determination of prices of construction machine shifts and construction equipment; Circular No. 14/2019/TT-BXD of December 26, 2019, guiding the determination and management of construction price indexes; Circular No. 15/2019/TT-BXD of December 26, 2019, guiding the determination of unit labor costs; and Circular No. 17/2019/TT-BXD of December 26, 2019, guiding the takeoff of quantities of works.

Article 4. Organizations and individuals involved in the determination and management of costs of construction investment projects under the Government’s Decree No. 10/2021/ND-CP of February 9, 2021, on management of construction investment costs, shall implement this Circular.-
