Circular 121/2026/TT-BTC amend Circular 68/2025/TT-BTC on forms for enterprise and business household registration

CIRCULAR

Amending and supplementing a number of articles of the Ministry of Finance’s Circular No. 68/2025/TT-BTC dated July 01, 2025, promulgating forms to be used in registration of enterprises and registration of business households

Pursuant to the Law on Enterprises No. 59/2020/QH14, which was amended and supplemented by Law No. 03/2022/QH15 and Law No. 76/2025/QH15;

Pursuant to the Government’s Decree No. 168/2025/ND-CP dated June 30, 2025, on enterprise registration, which was amended and supplemented by the Decree No. 296/2026/ND-CP;

Pursuant to the Government’s Decree No. 29/2025/ND-CP dated February 24, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Finance, which was amended and supplemented by the Decree No. 166/2025/ND-CP;

At the proposal of the Director of the Private Enterprise and Collective Economy Development Agency;

The Minister of Finance hereby promulgates the Circular amending and supplementing a number of articles of the Ministry of Finance’s Circular No. 68/2025/TT-BTC dated July 01, 2025, promulgating forms to be used in registration of enterprises and registration of business households.

Article 1. Amending, supplementing and repealing a number of forms in the Appendix I issued together with Circular No. 68/2025/TT-BTC

1. To replace a number of forms as follows:

a) To replace Form No. 1 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 1 of the Appendix issued together with this Circular;

b) To replace Form No. 2 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 2 of the Appendix issued together with this Circular;

c) To replace Form No. 3 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 3 of the Appendix issued together with this Circular;

d) To replace Form No. 4 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 4 of the Appendix issued together with this Circular;

dd) To replace Form No. 5 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 5 of the Appendix issued together with this Circular;

e) To replace Form No. 10 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 10 of the Appendix issued together with this Circular;

g) To replace Form No. 12 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 12 of the Appendix issued together with this Circular;

h) To replace Form No. 27 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 27 of the Appendix issued together with this Circular;

i) To replace Form No. 30 of Appendix I issued together with Circular No. 68/2025/TT-BTC with Form No. 30 of the Appendix issued together with this Circular;

2. To repeal Form No. 11 of Appendix I issued together with Circular No. 68/2025/TT-BTC.

Article 2. Transitional provision

Dossiers that have been received and not yet approved by provincial-level business registration agencies before the effective date of this Circular, but satisfy the Decree No. 168/2025/ND-CP, Decree No. 296/2026/ND-CP and Circular No. 68/2025/TT-BTC, shall continue to be processed in accordance with these documents.

Article 3. Implementation provisions

1. This Circular takes effect on August 21, 2026.

2. Any problem arising in the course of implementation should be promptly reported to the Ministry of Finance for research, amendment and supplementation.
