Circular 12/2021/TT-BXD on construction norms

CIRCULAR

On construction norms^[1]

Pursuant to the June 18, 2014 Construction Law;

Pursuant to the June 17, 2020 Law Amending and Supplementing a Number of Articles of the Construction Law;

Pursuant to the Government’s Decree No. 81/2017/ND-CP of July 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to the Government’s Decree No. 10/2021/ND-CP of February 9, 2021, on management of construction investment costs;

At the proposal of the Director of the Construction Economics Department and the Director of the Construction Economics Institute;

The Minister of Construction promulgates the Circular on construction norms.

Article 1. To promulgate together with this Circular the following construction norms:

1. Norms of work construction survey cost estimates provided in Appendix I;

2. Norms of work construction cost estimates provided in Appendix II;

3. Norms of cost estimates of installation of works’ technical systems provided in Appendix III;

4. Norms of cost estimates of machine and technological equipment installation provided in Appendix IV;

5. Norms of cost estimates of specialized construction testing provided in Appendix V;

6. Norms of cost estimates of work construction repair and maintenance provided in Appendix VI;

7. Construction material use norms provided in Appendix VII;

8. Norms of project management and construction investment consultancy expenses provided in Appendix VIII.

Article 2. This Circular takes effect on October 15, 2021.

Article 3. The construction norms prescribed in this Circular shall replace those prescribed in the Minister of Construction’s Circular No. 10/2019/TT-BXD of December 26, 2019, on construction norms, and Circular No. 16/2019/TT-BXD of December 26, 2019, guiding the determination and management of project management and construction investment consultancy expenses, and replace Appendix II to the Minister of Construction’s Circular No. 02/2020/TT-BXD of July 20, 2020, amending and supplementing a number of articles of 4 Circulars concerning management of construction investment costs.

Article 4. Organizations and individuals related to the determination and management of construction investment costs under the Government’s Decree No. 10/2021/ND-CP of February 9, 2021, on management of construction investment costs, shall implement this Circular.-
