Amending and supplementing the Minister of Industry and Trade’s Circular No. 21/2016/TT-BCT of September 20, 2016, on the implementation of the rules of origin of goods provided in the Free Trade Agreement between Vietnam and the Eurasian Economic Union

Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, duties, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 31/2018/ND-CP of March 8, 2018, detailing the Commercial Law regarding origin of goods;

In implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, which was concluded on May 29, 2015, between Vietnam and the Eurasian Economic Union;

At the proposal of the director of the Import-Export Department,

The Minister of Industry and Trade promulgates the Circular amending and supplementing a the Minister of Industry and Trade’s Circular No. 21/2016/TT-BCT of September 20, 2016, on the implementation of the rules of origin of goods provided in the Free Trade Agreement between Vietnam and the Eurasian Economic Union (below referred to as Circular No. 21/2016/TT-BCT), as of follows:

Article 1. To amend and supplement Article 3 of Circular No. 21/2016/TT-BCT

The procedures for grant and inspection of certificates of origin must comply with Appendix I to Circular No. 21/2016/TT-BCT; the Government’s Decree No. 31/2018/ND-CP of March 8, 2018, detailing the Commercial Law regarding origin of goods, and the Minister of Industry and Trade’s Circular No. 05/2018/TT-BCT of April 3, 2018, prescribing the origin of goods.

Article 2. To amend and supplement Appendix II to Circular No. 21/2016/TT-BCT

To replace Appendix II (Rules of specific goods) to Circular No. 21/2016/TT-BCT  by the Appendix to this Circular (not translated).

Article 3. Effect

This Circular takes effect on July 1, 2018.-
