Promulgating the Regulation on diplomas and certificates
of the national education system
Pursuant to the Law on Education No. 43/2019/QH14, which was amended and supplemented by the Law Amending and Supplementing a Number of Articles of the Law on Education No. 123/2025/QH15;
Pursuant to the Law on Vocational Education No. 124/2025/QH15;
Pursuant to the Law on Higher Education No. 125/2025/QH15;
Pursuant to the Government’s Decree No. 37/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to the Government’s Decree No. 23/2015/ND-CP dated February 16, 2015, on grant of duplicates from master registers, certification of copies from originals, certification of signatures and certification of contracts and transactions, which was amended and supplemented by Decree No. 07/2025/ND-CP and Decree No. 280/2025/ND-CP;
At the proposal of the Director of the Quality Control Department;
The Minister of Education and Training promulgates the Circular promulgating the Regulation on diplomas and certificates of the national education system.
Article 1. To promulgate together with this Circular the Regulation on diplomas and certificates of the national education system.
Article 2. This Circular takes effect on April 15, 2026.
1. This Circular replaces: Circular No. 21/2019/TT-BGDDT dated November 29, 2019, of the Minister of Education and Training promulgating the Regulation on management of lower secondary education diplomas, upper secondary education diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, higher education diplomas and certificates of the national education system; Circular No. 27/2019/TT-BGDDT dated December 30, 2019, of the Minister of Education and Training prescribing major contents to be inscribed in higher education diplomas and diploma supplements; Decision No. 17/2008/QD-BGDDT dated April 17, 2008, of the Minister of Education and Training promulgating the form of lower secondary education diploma and the form of duplicates from the master register of lower secondary education diplomas; Decision No. 25/2008/QD-BGDDT dated May 5, 2008, of the Minister of Education and Training promulgating the form of upper secondary education diploma and the form of duplicates from the master register of upper secondary education diplomas; Circular No. 16/2020/TT-BGDDT dated June 5, 2020, of the Minister of Education and Training prescribing the form of intermediate pedagogical diplomas and the form of college pedagogical diplomas; Decision No. 34/2008/QD-BGDDT dated July 10, 2008, of the Minister of Education and Training promulgating forms of certificates of the national education system.
2. Regulations on forms of certificates of the national education system provided in documents promulgated prior to the effective date of this Circular shall cease to be effective from the effective date of this Circular.
3. Regulations on diplomas and certificates provided in Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017, of the Minister of Labor, Invalids and Social Affairs prescribing forms of intermediate and college diplomas; printing, management, grant, revocation and cancellation of intermediate and college diplomas, and Circular No. 24/2020/TT-BLDTBXH dated December 30, 2020, of the Minister of Labor, Invalids and Social Affairs amending and supplementing a number of articles of Circular No. 10/2017/TT-BLDTBXH dated March 13, 2017, of the Minister of Labor, Invalids and Social Affairs prescribing forms of intermediate and college diplomas; printing, management, grant, revocation and cancellation of intermediate and college diplomas; Circular No. 15/2022/TT-BLDTBXH dated August 30, 2022, of the Minister of Labor, Invalids and Social Affairs promulgating the Regulation on management and grant of certificates of national defense and security education for students of colleges shall cease to be effective from the effective date of this Circular.
Article 3. The Chief of the Office, the Director of the Quality Control Department, heads of units concerned under the Ministry of Education and Training; Directors of provincial-level Departments of Education and Training; directors of general universities and academies; rectors of universities; rectors of colleges; rectors of intermediate schools; rectors of vocational secondary schools; heads of education institutions; and related individuals and organizations shall be responsible for implementing this Circular./.

REGULATION
On diplomas and certificates of the national education system
(Promulgated together with Circular No. 10/2026/TT-BGDDT)
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation and subjects of application
1. This Regulation provides for the management of diplomas and certificates of the national education system (hereinafter referred to as diplomas and certificates), including: principles of management and grant of diplomas and certificates; rights and responsibilities of grantees of diplomas and certificates, persons competent to grant diplomas and certificates and diploma- and certificate-granting agencies; contents and language to be inscribed in diplomas, certificates and diploma supplements; grant, re-grant, correction, revocation and cancellation of diplomas and certificates; grant of duplicates of diplomas and certificates from master registers; establishment and storage of dossiers for management of diplomas and certificates.
2. This Regulation applies to provincial-level Departments of Education and Training, education institutions of the national education system, People’s Committees of communes, wards and special administrative units under provinces, and related organizations and individuals.
Article 2. Diplomas and certificates of the national education system
1. Diplomas of the national education system are documents in paper or digital form granted to learners upon graduation from upper secondary education; or upon completion of an educational program or training program and attainment of the outcome standards of the corresponding level in vocational education or higher education in accordance with the Law on Education No. 43/2019/QH14, which was amended and supplemented by the Law Amending and Supplementing a Number of Articles of the Law on Education No. 123/2025/QH15, the Law on Vocational Education No. 124/2025/QH15, and the Law on Higher Education No. 125/2025/QH15.
Diplomas of the national education system include upper secondary education diplomas, vocational secondary diplomas, intermediate diplomas, college diplomas; bachelor’s diplomas, master’s diplomas, doctor’s diplomas, and diplomas of specialized training programs in a number of specific disciplines and fields. Diplomas of specialized training programs include: engineer’s diplomas and architect’s diplomas for engineering disciplines; medical doctor’s diplomas and pharmacist’s diplomas for the health sector; and a number of other diplomas as prescribed by the Minister of Education and Training granted to graduates of specialized training programs in a number of specific disciplines and fields.
2. Certificates of the national education system are documents in paper or digital form granted to learners in accordance with Law No. 43/2019/QH14, which was amended and supplemented by Law No. 123/2025/QH15, Law No. 124/2025/QH15, and Law No. 125/2025/QH15, to certify learning outcomes after being trained or further trained to improve educational or professional qualifications or granted to learners taking examinations for certificates in accordance with regulations.
3. Paper diplomas and certificates; digital diplomas and certificates
a) Paper diplomas and paper certificates (hereinafter collectively referred to as paper diplomas and certificates) are diplomas and certificates granted in paper form;
b) Digital diplomas and digital certificates (hereinafter collectively referred to as digital diplomas and certificates) are diplomas and certificates granted in digital form from the database on diplomas and certificates of the Ministry of Education and Training or of diploma- and certificate-granting agencies if decentralized (hereinafter collectively referred to as the database on diplomas and certificates);
c) Paper diplomas and certificates and digital diplomas and certificates have the same legal value.
4. The signing, grant and use of digital diplomas and certificates and the updating and exploitation of the database on diplomas and certificates shall be implemented according to the digital transformation roadmap prescribed by the Minister of Education and Training.
5. The re-grant, correction, revocation and cancellation of digital diplomas and certificates shall be implemented as for paper diplomas and certificates.
6. Information extracted from the database on diplomas and certificates prescribed at Point b, Clause 3 of this Article has the same legal value as information in the master register of diploma and certificate grant and has value for verification of diplomas and certificates.
Article 3. Principles for management and grant of diplomas and certificates
1. Diplomas and certificates must bear serial numbers for management and identification codes for security and anti-counterfeiting purposes. The serial number inscribed in diplomas and certificates is composed of a group of letters, the code of the diploma- and certificate-granting unit, and a group of digits in consecutive order according to natural numbers from small to large. The serial number must ensure distinction among types of diplomas and certificates, year of grant and granting agency. Each serial number shall be inscribed on only one diploma or certificate.
2. Diplomas and certificates shall be granted once, except for cases of re-grant due to faults of diploma- and certificate-granting agencies as prescribed in this Regulation.
3. The grant of diplomas and certificates must ensure publicity and transparency.
4. All acts of fraud in the grant and use of diplomas and certificates are strictly prohibited.
5. The grant, re-grant, grant of duplicates, correction, revocation and cancellation of diplomas and certificates must be immediately updated in the database on diplomas and certificates and dossiers must be established for management. Dossiers for management of diplomas and certificates include:
a) Regulations on diplomas and certificates of diploma- and certificate-granting agencies;
b) Decisions recognizing graduation or decisions on grant of diplomas and certificates;
c) Master registers and appendices to master registers of diploma and certificate grant;
d) Registers of grant of duplicates of diplomas and certificates from master registers;
dd) Forms of diplomas and certificates; forms of duplicates of diplomas and certificates from master registers;
e) Decisions on re-grant, correction, revocation and cancellation of diplomas and certificates;
g) Records of handover, revocation and cancellation of documents;
h) Other documents and materials in the management of printing, handover, storage and grant of diplomas and certificates.
Article 4. Competence to grant diplomas and certificates
1. Competence to grant diplomas shall be implemented in accordance with Law No. 43/2019/QH14, which was amended and supplemented by Law No. 123/2025/QH15, Law No. 124/2025/QH15, and Law No. 125/2025/QH15.
2. Competence to grant certificates of the national education system shall be implemented in accordance with Law No. 43/2019/QH14, which was amended and supplemented by Law No. 123/2025/QH15, Law No. 124/2025/QH15, and Law No. 125/2025/QH15, and regulations of the Minister of Education and Training on training or further training programs or examinations for grant of certificates.
3. For training or further training programs not providing for the grant of certificates of the national education system, Directors of provincial-level Departments of Education and Training, heads of education institutions, and heads of vocational education institutions shall decide on certification of completion of training or further training programs for learners.
Article 5. Competence and responsibilities in the management of diplomas and certificates
1. The Ministry of Education and Training shall uniformly manage diplomas and certificates, including: prescribing major contents to be inscribed in diplomas and diploma supplements of higher education; prescribing major contents to be inscribed in college diplomas, intermediate diplomas, vocational secondary diplomas, and certificates of the national education system; prescribing the form of upper secondary education diplomas; prescribing the management, grant, re-grant, revocation and cancellation of diplomas and certificates; prescribing the establishment and storage of dossiers for management of diplomas and certificates; prescribing the database on diplomas and certificates.
2. Provincial-level Departments of Education and Training shall be responsible for managing the grant of diplomas and certificates for education institutions and vocational education institutions under their management and within their localities.
3. Higher education institutions, colleges, intermediate schools, and vocational secondary schools shall be responsible for managing the grant of diplomas and certificates for their affiliated education institutions and centers.
4. Diploma- and certificate-granting agencies are organizations, units, education institutions or vocational education institutions where persons competent to grant diplomas and certificates are working. Diploma- and certificate-granting agencies shall be responsible for managing and organizing the grant, re-grant, grant of duplicates from master registers, revocation and cancellation of diplomas and certificates, and the establishment and storage of dossiers for management of diplomas and certificates.
5. Agencies and organizations specified in Clauses 2, 3 and 4 of this Article shall be responsible for preparing data for grant of digital diplomas and certificates in the database on diplomas and certificates; ensuring full and accurate updating of information on the grant of diplomas and certificates in the master register of diploma and certificate grant prescribed in Article 13 of this Regulation. The list of principal data fields to be updated in the database on diplomas and certificates is provided in Appendix V issued together with this Circular.
Article 6. Rights and obligations of grantees of diplomas and certificates
1. Grantees of diplomas and certificates have the following rights:
a) To be granted diplomas and certificates by competent persons within the prescribed time limit; to have information in diplomas and certificates accurately and fully inscribed by competent persons; to have diplomas and certificates re-granted or corrected by competent persons in accordance with this Regulation;
b) To be granted duplicates of diplomas and certificates from master registers by competent agencies;
c) To look up diplomas and certificates that have been granted in the database on diplomas and certificates.
2. Grantees of diplomas and certificates have the following obligations:
a) To provide accurate and complete basic personal data necessary for diploma- and certificate-granting agencies to inscribe contents in diplomas and certificates and update them in the database on diplomas and certificates;
b) To check the accuracy of information inscribed in diplomas and certificates before signing for receipt of paper diplomas and certificates or upon receipt of digital diplomas and certificates;
c) To have a power of attorney in accordance with law for persons receiving diplomas and certificates when not directly receiving diplomas and certificates;
d) To preserve and keep diplomas and certificates; not to erase or alter contents in diplomas and certificates; not to allow others to use diplomas and certificates;
dd) To use decisions on correction of diplomas and certificates together with diplomas and certificates after correction of diplomas and certificates;
e) To report to diploma- and certificate-granting agencies and the nearest police agency when diplomas and certificates are lost;
g) To return diplomas and certificates to agencies competent to revoke diplomas and certificates within 30 days from the date of receipt of decisions on revocation of diplomas and certificates. In the case where diplomas and certificates subject to revocation decisions are lost, grantees shall make written commitments on the loss of diplomas and certificates and bear responsibility before the law for the contents of such commitments.
3. The provisions at Point b, Clause 1 and Points c, e and g, Clause 2 of this Article shall apply only to paper diplomas and certificates.
Article 7. Responsibilities of persons competent to grant diplomas and certificates and diploma- and certificate-granting agencies
1. To promulgate regulations on diplomas and certificates of diploma- and certificate-granting agencies. Such regulations must specifically provide for the following contents:
a) The establishment of serial numbers and the method of prescribing identification codes of diplomas and certificates for security, identification and anti-counterfeiting purposes;
b) Forms of diplomas and certificates within competence, forms of diploma supplements for higher education diplomas, and forms of dossiers for management of diplomas and certificates prescribed at Points c, d, dd, e and g, Clause 5, Article 3 of this Regulation;
c) Methods of implementation, responsibilities of each unit and individual, and sanctions for handling errors and violations in the printing, grant, re-grant, grant of duplicates from master registers, correction, revocation and cancellation of diplomas and certificates and in the establishment and storage of dossiers for management of diplomas and certificates and updating of the database on diplomas and certificates.
2. To examine, compare and inscribe accurate and complete information in diplomas and certificates. To require grantees of diplomas and certificates to confirm that they have checked the information to be inscribed in diplomas and certificates; to confirm requests for correction of information and provide grounds for such requests. The basis for determining learner information to be inscribed in diplomas and certificates or for settlement of matters related to diplomas and certificates is information extracted and shared from the National Population Database. In the case where sufficient necessary information is unavailable in the National Population Database or the National Population Database cannot be accessed, the information inscribed in birth certificates, citizen identity cards or identity cards shall be used. In the case where learners present multiple identity documents containing different information, the information extracted from the National Population Database or the latest valid identity document shall be used.
3. To organize the printing of diplomas and certificates (in case of grant of paper diplomas and certificates) after approval and reporting of forms of diplomas and certificates in accordance with regulations.
4. To fully establish dossiers for management of diplomas and certificates and store such dossiers in accordance with this Regulation.
5. To ensure accuracy of, and take responsibility for, information in master registers of diploma and certificate grant and in other dossiers related to management of diplomas and certificates.
6. To re-grant, grant duplicates from master registers; correct contents; revoke and cancel diplomas and certificates; grant diploma supplements together with higher education diplomas; and update and exploit the database on diplomas and certificates in accordance with this Regulation. The re-grant, grant of duplicates from master registers, correction of contents, revocation and cancellation of diplomas and certificates and the updating and exploitation of the database on diplomas and certificates shall apply to diplomas and certificates granted before the effective date of this Circular.
7. To verify the authenticity of diplomas and certificates which have not yet been updated in the database on diplomas and certificates; to settle complaints, feedback and petitions of agencies, organizations and individuals related to diplomas and certificates.
8. To coordinate with public security agencies of localities where their head offices are located in the management of diplomas and certificates.
9. Persons competent to grant diplomas and certificates shall sign diplomas and certificates; and decide on the assignment of their deputies to perform the following tasks: signing of diplomas and certificates, re-grant, grant of duplicates from master registers, correction, revocation and cancellation of diplomas and certificates. Such assignment must be made in writing, clearly specifying the scope and duration of assignment, ensuring systematic organization and facilitating management. When assigned, deputies shall sign diplomas and certificates in accordance with Article 12 of this Regulation.
In the case where persons competent to grant diplomas and certificates have not yet been appointed or recognized by competent agencies, deputies assigned by competent agencies to take charge of diploma- and certificate-granting agencies shall be persons competent to grant diplomas and certificates.
10. Persons competent to grant diplomas and certificates shall be responsible for directing and inspecting the printing, grant and distribution of diplomas and certificates and the management of diplomas and certificates for units under their management; and shall bear personal responsibility before superior managing agencies and before the law for the management and grant of diplomas and certificates.
11. In the case where diploma- and certificate-granting agencies are dissolved, merged, divided or have changes in competence to grant diplomas and certificates in accordance with law, agencies assigned to manage master registers of diploma and certificate grant or dossiers or data in the database on diplomas and certificates (hereinafter collectively referred to as master register-managing agencies) shall perform the responsibilities prescribed in Clauses 6 and 7 of this Article.
The Minister of Education and Training shall decide on the implementation of the responsibilities prescribed in Clauses 6 and 7 of this Article in other cases.
Article 8. Grant of diplomas and certificates by foreign-invested education institutions and Vietnamese education institutions in joint training with foreign education institutions
Foreign-invested education institutions and Vietnamese education institutions conducting joint training with foreign education institutions shall be responsible for implementing the provisions of this Regulation if they grant diplomas and certificates of the national education system prescribed in Article 2 of this Regulation.
Article 9. Contents and language to be inscribed in diplomas and certificates and diploma supplements
1. Contents to be inscribed in higher education diplomas and diploma supplements are provided in Appendix I issued together with this Circular.
2. Contents to be inscribed in college diplomas, intermediate diplomas and vocational secondary diplomas are provided in Appendix II issued together with this Circular.
3. The form of upper secondary education diplomas is provided in Appendix III issued together with this Circular.
4. Contents to be inscribed in certificates of the national education system are provided in Appendix IV issued together with this Circular.
5. The language to be inscribed in diplomas and certificates is Vietnamese. For diplomas and certificates with additional foreign languages, such foreign languages must be inscribed accurately and in conformity with the Vietnamese contents; the font size of foreign languages must not be larger than that of Vietnamese.
Article 10. Printing of diplomas and certificates
1. Provincial-level Departments of Education and Training shall be responsible for guiding the printing of, and managing and assigning serial numbers of, upper secondary education diplomas and certificates of the national education system to education institutions, vocational education institutions and diploma- and certificate-granting agencies under their management; managing the design and approval of forms of elementary-level certificates for institutions participating in vocational education activities as prescribed at Point a, Clause 3, Article 7 of Law No. 124/2025/QH15 under their management.
2. Heads of higher education institutions, colleges, intermediate schools and vocational secondary schools shall design forms of diplomas and diploma supplements (if any) and forms of certificates, and send specimen diplomas and certificates (with full hypothetical information inscribed) to the Ministry of Education and Training, their direct managing agencies and the public security agencies of provinces or centrally run cities where their head offices are located 10 days before approving and using such forms of diplomas and certificates for grant to learners. Higher education institutions, colleges, intermediate schools and vocational secondary schools shall publicly disclose forms of diplomas and certificates on their websites or portals (hereinafter collectively referred to as portals) and shall be responsible for the forms and contents inscribed in diplomas and certificates.
For education institutions under the public security or military sectors, forms of diplomas, diploma supplements and certificates shall be approved by their direct managing agencies.
Chapter II
GRANT, RE-GRANT, CORRECTION, REVOCATION AND CANCELLATION OF DIPLOMAS AND CERTIFICATES
Article 11. Time limits for grant of diplomas and certificates
1. Persons competent to grant diplomas and certificates shall be responsible for granting diplomas and certificates to learners within the following time limits:
a) 05 working days from the date of issuance of decisions recognizing graduation or granting certificates, for digital diplomas and certificates;
b) 30 days from the date of issuance of decisions recognizing graduation from upper secondary education, vocational secondary education, intermediate level, college level or university level; decisions recognizing graduation and granting master’s diplomas or decisions recognizing doctoral degrees and granting doctor’s diplomas (for paper diplomas);
c) 15 days from the date of completion of training or further training courses for improvement of educational or professional qualifications or taking examinations for certificates (for paper certificates).
2. During the time pending grant of diplomas for cases prescribed at Point b, Clause 1 of this Article, learners who satisfy conditions for grant of graduation diplomas shall be granted provisional certificates of graduation by the education institutions where they have studied upon request.
Forms of provisional certificates of graduation for persons eligible for grant of upper secondary education diplomas shall be prescribed by provincial-level Directors of Departments of Education and Training. Forms of provisional certificates of graduation for persons eligible for grant of higher education diplomas, college diplomas, intermediate diplomas and vocational secondary diplomas shall be prescribed by heads of education institutions.
Article 12. Signing and affixing seals on diplomas and certificates
1. The signing and affixing of seals on diplomas and certificates shall comply with the law on clerical work. Digital signing of digital diplomas and certificates shall comply with the law on electronic transactions.
2. In the case where deputies sign diplomas and certificates, duplicates from master registers of diploma and certificate grant and related documents, such signing shall be performed in the same manner as deputies signing on behalf of heads.
Article 13. Master register of diploma and certificate grant
1. The master register of diploma and certificate grant is a document established by diploma- and certificate-granting agencies when granting original diplomas and certificates. The master register of diploma and certificate grant must contain the following information fully, clearly and accurately:
a) General information on the course or examination: number and date of the decision recognizing graduation; year of graduation; form of study or training (if any); examination, examination session, examination scores, school of the student (for upper secondary education diplomas); decision on establishment of the thesis or dissertation evaluation council, date of defense (for master’s and doctor’s diplomas); name of training discipline and sub-discipline (if any);
b) Identification information of diplomas and certificates: serial number, reference number in the master register, date of grant. The reference number in the master register of diploma and certificate grant shall be specifically prescribed by persons competent to grant diplomas and certificates, ensuring distinction among reference numbers of each type of diploma and certificate, granting agency, year of grant and ordinal number of diplomas and certificates granted in the year; each reference number in the master register shall be inscribed on only one diploma or certificate;
c) Information on grantees of diplomas and certificates: personal identification number, full name, date of birth, place of birth, gender, ethnicity; nationality (for foreigners); signature and full name of the person receiving the diploma or certificate;
d) Graduation classification or ranking or examination results (if any);
dd) Remarks column for recording information on re-grant, correction, or revocation and cancellation (if any);
e) Signature for approval, full name of the approving person and seal of the diploma- and certificate-granting agency.
2. In the case where diplomas and certificates are corrected, re-granted, or revoked and cancelled, appendices to the master register must be established or updated and notes on re-grant, correction, or revocation and cancellation must be recorded in the remarks column of the master register. Appendices to the master register form an integral part of the master register of diploma and certificate grant. Appendices to the master register of diploma and certificate grant must contain the following information fully, clearly and accurately:
a) Information inscribed in granted diplomas and certificates, including: serial number, reference number in the master register, date of grant; personal identification number (if any), full name, date of birth of the grantee;
b) Information on corrected contents; reasons for correction or re-grant, revocation and cancellation;
c) Serial number, reference number in the master register, date of grant of the new diploma or certificate in case of re-grant;
d) Number and date of issuance of decisions on correction, re-grant, revocation and cancellation;
dd) Signature and full name of the person receiving the corrected, re-granted, or revoked and cancelled diploma or certificate (for re-grant or correction of diplomas and certificates in paper form).
3. In addition to the information prescribed in Clauses 1 and 2 of this Article, diploma- and certificate-granting agencies may add other information for management purposes provided that it is not contrary to the provisions of law.
4. The master register and appendices to the master register of diploma and certificate grant must be paginated, sealed across pages, must not be erased, and must be strictly managed and permanently archived.
5. In the case where the master register is damaged, torn or unavailable, diploma- and certificate-granting agencies or master register-managing agencies shall be responsible for establishing a list of documents containing sufficient information on diploma and certificate grant and graduation information to be used in place of the master register to ensure the rights and interests of grantees of diplomas and certificates. Such list must clearly describe the quantity, specifications and condition of each document and the number of grantees of diplomas and certificates corresponding to each document.
6. In case of grant of digital diplomas and certificates, diploma- and certificate-granting agencies must establish the master register and appendices to the master register in digital form and concurrently print one paper copy, sign and affix seals directly for archival. In the case where information in the database on diplomas and certificates is lost or incidents occur, diploma- and certificate-granting agencies must update the data from the paper master register; in the case where the paper master register is lost or damaged and unusable, one paper copy must be printed from the database on diplomas and certificates, signed and sealed directly for archival, and detailed records must be made on the updating of the database on diplomas and certificates and backup of the master register.
7. Upon grant of paper diplomas and certificates, information recorded in the master register and appendices to the master register of diploma and certificate grant prescribed in Clauses 1 and 2 of this Article must be updated in the database on diplomas and certificates immediately after establishment of the register and records of inspection and review must be made to ensure full and accurate updating. Such records of inspection and review of the updating of the database on diplomas and certificates must be attached to the master register of diploma and certificate grant. Heads of diploma- and certificate-granting agencies shall specifically prescribe the backup of data on diplomas and certificates.
Article 14. Re-grant of diplomas and certificates
1. In the case where diplomas and certificates that have been granted are found to contain errors due to faults of diploma- and certificate-granting agencies, heads of agencies that have granted such diplomas and certificates or agencies managing master registers shall have the competence and responsibility to re-grant diplomas and certificates.
2. Procedures for re-grant of diplomas and certificates are as follows:
a) Persons requesting re-grant of diplomas and certificates shall provide information on requested corrections on the online public service portal. In the case where it is not possible to carry out procedures via the online public service portal, dossiers may be submitted directly or via postal services to agencies competent to re-grant diplomas and certificates, including: written request (according to the form provided in Appendix VI issued together with this Circular); documents proving that diploma- and certificate-granting agencies have made errors in diplomas and certificates or links to databases from which documents proving such errors are extracted;
b) Within 03 working days from the date of receipt of complete and valid dossiers, agencies prescribed in Clause 1 of this Article shall consider and decide on re-grant of diplomas and certificates; in case of refusal to re-grant, written replies clearly stating reasons must be provided;
c) Agencies re-granting diplomas and certificates shall use current forms of diplomas and certificates for re-grant of diplomas and certificates (in case of re-grant in paper form).
3. Decisions on re-grant of diplomas and certificates
A decision on re-grant of diplomas and certificates include the following principal contents:
a) Full name; date of birth (as inscribed in re-granted diplomas and certificates) and personal identification number of the holder of diplomas and certificates;
b) Reasons for re-grant;
c) Name, serial number, reference number in the master register, date of grant, and full name of the grantee inscribed in the granted diplomas and certificates containing errors subject to revocation and cancellation;
d) Effect and responsibilities for implementation of the decision;
dd) Information guiding the lookup of re-granted diplomas and certificates.
4. Re-granted diplomas and certificates must bear the words “RE-GRANTED” printed immediately below the name of diplomas and certificates. The date of signature in diplomas and certificates is the date of re-grant.
5. Updating the database on diplomas and certificates in case of re-grant
Upon re-grant of diplomas and certificates, agencies re-granting diplomas and certificates must establish or update appendices to the master register of diploma and certificate grant in accordance with Clause 2, Article 13 of this Regulation; update information on re-granted diplomas and certificates in the database on diplomas and certificates, and concurrently update the status of revocation and cancellation of diplomas and certificates containing errors.
Article 15. Correction of diplomas and certificates
1. Cases of correction of diplomas and certificates
Grantees of diplomas and certificates have the right to request correction of contents inscribed in diplomas and certificates in the following cases:
a) Where competent authorities have issued decisions on change or correction of civil status;
b) Where ethnicity or gender has been re-determined;
c) Where civil status has been supplemented or adjusted;
d) Where birth has been subject to late registration or re-registration;
dd) Where information inscribed in diplomas and certificates is incorrect due to information provided by learners and not due to faults of persons competent to grant diplomas and certificates.
2. Competence to decide on correction of contents inscribed in diplomas and certificates
Persons having responsibility and competence to decide on correction of contents inscribed in diplomas and certificates are the heads of master register-managing agencies of diploma and certificate grant.
3. Dossiers for request for correction of contents of diplomas and certificates shall comprise:
a) Written request for correction of contents of diplomas and certificates (according to the form provided in Appendix VI issued together with this Circular);
b) Diplomas and certificates requested for correction;
c) Extracts or decisions on change or correction of civil status, re-determination of ethnicity or re-determination of gender, for cases of correction of diplomas and certificates due to change or correction of civil status, re-determination of ethnicity or re-determination of gender;
d) Birth certificates, for cases of correction of contents of diplomas and certificates due to supplementation or adjustment of civil status, re-registration of birth or late birth registration;
dd) Documents in dossiers for request for correction of contents of diplomas and certificates prescribed at Points b, c and d of this Clause are copies from master registers or certified copies from originals or links for extraction of information from databases of competent agencies. In the case where such documents are copies without certification, persons requesting correction of diplomas and certificates must present originals for comparison by dossier-receiving persons; dossier-receiving persons must sign for certification, clearly state their full names on copies and take responsibility for the accuracy of copies compared with originals.
4. Procedures for correction of contents of diplomas and certificates are as follows:
a) Persons requesting correction of contents of diplomas and certificates shall provide information on the online public service portal or submit directly or via postal services one (01) dossier prescribed in Clause 3 of this Article to agencies competent to correct contents of diplomas and certificates;
b) Within 03 working days from the date of receipt of a complete and valid dossier, heads of agencies competent to correct contents of diplomas and certificates shall consider and decide on correction; in case of refusal to correct, written replies clearly stating reasons must be provided;
c) Correction of contents of diplomas and certificates shall be carried out by decisions on correction; no direct correction shall be made in diplomas and certificates. Decisions on correction must be stored in dossiers for grant of diplomas and certificates;
d) Based on decisions on correction, agencies correcting diplomas and certificates must establish or update appendices to the master register of diploma and certificate grant in accordance with Clause 2, Article 13 of this Regulation; update information on corrected diplomas and certificates in the database on diplomas and certificates, and concurrently update the status of correction of diplomas and certificates.
5. Decisions on correction of contents inscribed in diplomas and certificates include the following principal contents:
a) Full name; date of birth of the holder of diplomas and certificates (as inscribed in granted diplomas and certificates); personal identification number of the holder of diplomas and certificates;
b) Name, serial number, date of grant of diplomas and certificates;
c) Contents to be corrected;
d) Reasons for correction;
dd) Effect and responsibilities for implementation of decisions;
e) Information guiding the lookup of corrected diplomas and certificates.
Article 16. Revocation and cancellation of diplomas and certificates
1. Diplomas and certificates shall be revoked and cancelled in the following cases:
a) Acts of fraud in admission, learning, examinations, defense of graduation projects, theses or dissertations, or fraud in the preparation of dossiers for grant of diplomas and certificates;
b) Granted to persons not meeting conditions;
c) Granted by persons without competence;
d) Erased or altered;
dd) Used by other persons;
e) Due to faults of diploma- and certificate-granting agencies.
2. The head of the master register-managing agency of diploma and certificate grant shall have the competence and responsibility to revoke and cancel diplomas and certificates.
3. Persons competent to revoke and cancel diplomas and certificates shall issue decisions on revocation and cancellation of diplomas and certificates. Based on such decisions, the master register-managing agency of diploma and certificate grant must establish or update appendices to the master register of diploma and certificate grant in accordance with Clause 2, Article 13 of this Regulation and update the status of revocation and cancellation in the database on diplomas and certificates. Decisions on revocation and cancellation of diplomas and certificates include the following principal contents:
a) Full name; date of birth of the holder of diplomas and certificates (as inscribed in granted diplomas and certificates); personal identification number of the holder of diplomas and certificates;
b) Name, serial number, date of grant of diplomas and certificates;
c) Reasons for revocation and cancellation;
d) Effect and responsibilities for implementation of decisions;
dd) Information guiding the lookup of revoked and cancelled diplomas and certificates.
4. Decisions on revocation and cancellation of diplomas and certificates must be published on the portal of the agency competent to revoke and cancel diplomas and certificates; sent to persons whose diplomas and certificates are revoked and cancelled, agencies detecting violations (if any), agencies where such persons are working (if any), and related agencies and organizations.
Article 17. Grant of duplicates of diplomas and certificates from master registers
1. Grant of duplicates of diplomas and certificates from master registers
a) The grant of duplicates of diplomas and certificates from master registers means that master register-managing agencies of diploma and certificate grant, based on master registers or data on diplomas and certificates in the database on diplomas and certificates, grant duplicates. Duplicates of diplomas and certificates from master registers may be granted in paper or electronic form;
b) Contents inscribed in duplicates of diplomas and certificates from master registers must be accurate as compared with the master register or the database on diplomas and certificates.
2. Competence and responsibility for grant of duplicates of diplomas and certificates from master registers
Master register-managing agencies of diploma and certificate grant shall have the competence and responsibility to grant duplicates of diplomas and certificates from master registers.
3. Persons having the right to request grant of duplicates of diplomas and certificates from master registers
The following persons have the right to request grant of duplicates of diplomas and certificates from master registers:
a) Persons granted originals of diplomas and certificates;
b) Legal representatives or authorized representatives of persons granted originals of diplomas and certificates;
c) In the case where persons granted diplomas and certificates have died or lost civil act capacity, the following persons have the right to request grant of duplicates of diplomas and certificates from master registers: father, mother, children; spouse; siblings; other heirs of persons granted originals of diplomas and certificates.
4. Dossiers for request for grant of duplicates of diplomas and certificates from master registers shall comprise:
a) Written request for grant of duplicates from master registers (according to the form provided in Appendix VI issued together with this Circular);
b) In the case where persons requesting grant of duplicates of diplomas and certificates from master registers are those prescribed at Point b, Clause 3 of this Article, a power of attorney must be provided (for authorized persons); if they are those prescribed at Point c, Clause 3 of this Article, documents or links for extraction of information from databases of competent agencies proving their relationship with persons granted originals of diplomas and certificates must be provided.
5. Procedures for grant of duplicates of diplomas and certificates from master registers are as follows:
a) Persons requesting grant of duplicates of diplomas and certificates shall provide information on the online public service portal or submit directly or via postal services one (01) dossier prescribed in Clause 4 of this Article to agencies competent to grant duplicates of diplomas and certificates from master registers;
b) On the day of receipt of requests for grant of duplicates or on the next working day if requests are received after 3:00 p.m., agencies competent to grant duplicates of diplomas and certificates from master registers must grant duplicates to requesting persons. In the case where requests are sent via postal services, the time limit shall be calculated from the time when agencies receive complete and valid dossiers according to the incoming postal stamp;
c) In the case where requests are made simultaneously for duplicates from multiple master registers, for a large number of duplicates, or where contents of diplomas and certificates are complex and difficult to verify and compare and agencies receiving requests cannot meet the time limit prescribed at Point b of this Clause, the time limit for grant of duplicates may be extended by not more than 02 working days or longer as agreed in writing with requesting persons.
6. In the case where master registers are no longer available or the master registers do not contain information on requested contents or for other reasons where duplicates cannot be granted, agencies receiving requests for grant of duplicates shall be responsible for replying in writing to requesting persons, clearly stating reasons within the time limit prescribed at Point b, Clause 5 of this Article.
7. Immediately after granting duplicates from master registers, if information on diplomas and certificates has not yet been included in the database on diplomas and certificates, master register-managing agencies must promptly update such information in the database on diplomas and certificates.
Article 18. Register of grant of duplicates and management of grant of duplicates of diplomas and certificates from master registers
1. The register of grant of duplicates of diplomas and certificates from master registers is a document established by agencies competent to grant duplicates from master registers when granting duplicates of diplomas and certificates from master registers, in which all contents of the duplicates granted by such agencies are fully recorded.
The register of grant of duplicates of diplomas and certificates from master registers must be accurately recorded, paginated, sealed across pages, must not be erased, and must ensure strict management and permanent archival.
2. Each time granting duplicates of diplomas and certificates from master registers, agencies competent to grant duplicates from master registers must record such grant in the register of grant of duplicates of diplomas and certificates from master registers; must assign a reference number in the register of grant of duplicates, ensuring that each reference number is inscribed on only one duplicate of a diploma or certificate, and concurrently establish a database on duplicates from master registers.
Reference numbers in the register of grant of duplicates of diplomas and certificates from master registers shall be assigned consecutively in ascending order according to natural numbers by year from January 1 to December 31; ensuring distinction among reference numbers of each type of diploma or certificate and the year of grant of duplicates of diplomas and certificates from master registers.
Article 19. Database on diplomas and certificates
1. The Ministry of Education and Training shall develop the database on diplomas and certificates for nationwide use. The database on diplomas and certificates serves the grant of digital diplomas and certificates; storage of data on diplomas and certificates granted to learners; and disclosure of information on grant of diplomas and certificates. The database on diplomas and certificates must contain all information fields prescribed in Clause 5, Article 5 of this Regulation. The database on diplomas and certificates must be capable of connecting with the National Population Database and sectoral databases to settle administrative procedures for grantees of diplomas and certificates.
2. The updating of the database on diplomas and certificates and the public disclosure of information on grant, correction, revocation and cancellation of diplomas and certificates on portals shall be implemented for diplomas and certificates granted before the effective date of this Circular.
Article 20. Re-grant, correction, revocation and cancellation of diplomas and certificates in the database on diplomas and certificates
1. The re-grant, correction, revocation and cancellation of diplomas and certificates in the database on diplomas and certificates shall be carried out on the online public service portal. Persons having demand for re-grant or correction of diplomas and certificates shall provide information according to forms on the online public service portal, including information (as in the request form provided in Appendix VI issued together with this Circular).
2. Procedures for re-grant, correction, revocation and cancellation of diplomas and certificates in the database on diplomas and certificates; issuance of decisions on re-grant, correction, revocation and cancellation; and establishment of appendices to the master register shall be carried out as for paper diplomas and certificates.
Article 21. Public disclosure of information on grant of diplomas and certificates on portals
1. Diploma- and certificate-granting agencies shall publicly disclose on portals: forms of diplomas and certificates; annual lists of grant of diplomas and certificates to learners, including information on full names of learners and dates of grant of diplomas and certificates; and addresses of websites for lookup and verification of diplomas and certificates.
Public disclosure of information on grant of diplomas and certificates on portals shall not apply to education and training programs of the public security and military sectors included in the list of state secrets and to a number of other cases as prescribed by competent agencies.
2. Public disclosure of information on grant of diplomas and certificates serves verification of diplomas and certificates and ensures transparency in the grant of diplomas and certificates.
3. Information retrieved from the database on diplomas and certificates or displayed on the VNeID application shall be used in place of duplicates of diplomas and certificates from master registers and has value for verification of diplomas and certificates in place of written verification by master register-managing agencies. The use of information on diplomas and certificates must ensure proper purposes, serving professional activities in accordance with the functions and tasks of information users; and must comply with the law on protection of personal data.
Chapter III
IMPLEMENTATION PROVISIONS
Article 22. Responsibilities for implementation
1. State management agencies in education at all levels shall organize the provision of guidance and inspection of the management of diplomas and certificates in accordance with the decentralization of state management in education and the provisions of this Circular.
2. The Ministry of Education and Training shall inspect the printing, management, grant and use of diplomas and certificates of the national education system.
3. Provincial-level Departments of Education and Training shall be responsible for managing, guiding and inspecting the printing, grant and use of diplomas and certificates of the national education system for education institutions and vocational education institutions under the management of People’s Committees of provinces and centrally run cities.
4. Higher education institutions, colleges, intermediate schools and vocational secondary schools shall be responsible for managing, guiding and inspecting the printing, grant and use of diplomas and certificates of the national education system for their subordinate and affiliated units.
5. The Ministry of National Defense and the Ministry of Public Security shall be responsible for managing, guiding and inspecting the printing, grant and use of diplomas and certificates of the national education system for education institutions under their management.
6. People’s Committees of communes, wards and special administrative units under provinces shall hand over master registers of grant of lower secondary education diplomas and documents related to the grant of diplomas to provincial-level Departments of Education and Training for management before May 31, 2026. Provincial-level Departments of Education and Training shall be responsible for re-grant, correction, revocation and cancellation, and grant of duplicates from master registers of graduation diplomas at all levels of general education granted before the effective date of this Circular; and for granting lower secondary education diplomas for cases not yet granted in 2025.
7. Agencies, organizations and individuals responsible for printing, management, grant or use of diplomas and certificates shall be responsible for coordinating and facilitating inspection and examination of the implementation of the law on diplomas and certificates.
Article 23. Transitional provision
Forms of diplomas and certificates and duplicates of diplomas and certificates from master registers promulgated or approved before the effective date of this Circular may continue to be used until August 31, 2026./.
