THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS
Circular No.08/2017/TT-BLDTBXH dated March 10, 2017 of the Ministry of Labor, War Invalids and Social Affairs on standards in qualifications of vocational education teachers
Pursuant to Law on vocational education dated November 27, 2014;
Pursuant to the Government s Decree No. 14/2017/ND-CP dated February 17, 2017 defining functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to the Government s Decree No. 48/2015/ND-CP dated May 15, 2015 on guidelines for Law on vocational education;
At the request of Director General of General Department of Vocational Education;
The Minister of Labor, War Invalids and Social Affairs promulgates a Circular on standards in qualifications of vocational education teachers.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of adjustment and subject of application
1. This Circular provides for standards in qualifications of vocational education teachers and guidelines for assessing and grading vocational education teachers according to qualification standards.
2. This Circular applies to teachers educating in public, private, or foreign-invested junior colleges, post-secondary schools, vocational education centers; and higher education institutions, enterprises that have registered for vocation education operation (hereinafter referred to as vocational education institutions); other agencies, organizations and individuals.
3. Standards of teachers educating common subjects, subjects of upper secondary schools in vocational education institutions shall be consistent with Circular No. 30/2009/TT-BGDDT dated October 22, 2009 of the Ministry of Education and Training on promulgation of Standards of teachers of lower secondary schools and upper secondary schools.
4. This Circular shall not apply to pedagogical institutions and teachers of pedagogy under scope of management of the Ministry of Education and Training.
Article 2. Interpretation of terms
For the purposes of this Circular, these terms below shall be construed as follows:
1. Standards in qualifications of vocational education teachers mean a system of basic requirements for professional ability that a teacher must satisfy to achieve the vocational education targets at training levels.
2. Criteria mean specific standards which reflect teachers ability.
3. Standards mean specific requirements of criteria. A standard shall have evaluation indicators.
4. Indicator means the extent of requirement and condition for a specific aspect of a standard.
5. Evidence means documents, materials, things, phenomena, and witnesses are cited to objectively confirm the level of achievement of an indicator.
6. Integrated teaching means both theoretical teaching and practical teaching in a same lesson, unit, subject, or module.
7. Professional secondary level means a training level specified in Point c Clause 2 Article 4 of the Law on Education 2005.
8. Vocational elementary, intermediate, college level means training levels specified in Article 6 of the Law on Vocational training 2006.
9. Elementary, intermediate, college level mean training levels specified in Clause 1 Article 3 of Law on vocational education 2014.
Chapter II
STANDARDS IN QUALIFICATIONS OF VOCATIONAL EDUCATION TEACHERS
Section 1. STANDARDS IN QUALIFICATIONS OF TEACHERS OF ELEMENTARY LEVEL
Sub-Section 1. CRITERION 1 OF PROFESSIONAL ABILITY
Article 3. Standard 1 in Professional levels
1. Obtain at least a diploma of professional secondary school or vocational intermediate school in major appropriate to the vocation to be taught or obtain one of certificates of vocational skills in conformity with the vocation to be taught equivalent to elementary level as follows: at least national certificate of vocational skills level 1 or worker’s certification level 3/7, 2/6 or artisan certificate of province or central-affiliated city (hereinafter referred to as province).
2. Be familiar with knowledge of the module as assigned.
3. Have knowledge of modules relating to the vocation.
4. Have knowledge about vocation reality and be familiar with occupational safety and hygiene techniques of the vocation as assigned.
5. Demonstrate proficiency in vocational skills as established in the module as assigned.
6. Have knowledge about organizing operation of the vocation as assigned.
Article 4. Standard 2 in Foreign language levels
1. Attain at least foreign language level 1 (A1) as prescribed in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training on promulgation of 6-level Vietnam s language proficiency framework or higher.
2. Read and comprehend a number of specialized terms serving the teaching activities.
Article 5. Standard 3 in Information technology levels
1. Attain at least information technology level meeting standards for basic information technology as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on standards for information technology or higher.
2. Use specialized teaching software to design lectures.
Sub-Section 2. CRITERION 2 OF PROFESSIONAL ABILITY
Article 6. Standard 1 in Pedagogical qualification and teaching time
1. Obtain a certificate of vocational pedagogy at elementary level or certificate of pedagogy level 1 or certificate of pedagogy at elementary level or higher.
2. Have at least 6-month teaching experience.
Article 7. Standard 2 in Teaching preparation
1. Prepare a plan for module teaching as assigned on the basis of the curriculum of the entire course.
2. Prepare lesson plans as prescribed which reflect teaching and studying activities.
3. Choose teaching methods suitable for lessons of the module curriculum as assigned.
4. Ensure the availability of teaching aids, equipment, practice materials deemed necessary.
Article 8. Standard 3 in Teaching
1. Initiate the teaching in line with the vocation and learners; implement the teaching plan and curriculum completely.
2. Conduct theoretical teaching, practical teaching, and integrated teaching as prescribed.
3. Apply teaching methods that facilitate the positive and proactive learning of the learner.
4. Master teaching aids to enhance the teaching effectiveness and ensure the quality of vocational education.
Article 9. Standard 4 in Examination and evaluation of students performance
1. Choose and design tools serving the examination and evaluation of student’ performance in conformity with the module as assigned.
2. Conduct the examination and evaluation comprehensively, accurately, educationally in line with regulations; and use the results of examination and evaluation to adjust the teaching and learning activities.
Article 10. Standard 5 in Management of teaching documents
1. Comply with regulations on using forms, records, and teaching documents.
2. Store, archive, and use teaching documents as prescribed.
Article 11. Standard 6 in Formulating curricula, preparing textbooks and teaching materials
1. Understand bases, rules, requirements, and procedures for formulating curriculum of elementary level.
2. Correct and edit curriculum, textbooks, and teaching materials at elementary level.
Article 12. Standard 7 in Formulating plans and conducting educational activities
1. Educate professional ethics and attitude in conjunction with teaching the module as specified in the plan.
2. Evaluate learners’ ethic regulation as prescribed accurately, fairly and educationally.
Article 13. Standard 8 in Managing learners, creating educational environment
1. Manage information about learners.
2. Create healthy, favorable, democratic, andcooperative educational environment.
Article 14. Standard 9 in Social activities
1. Cooperate with learners’ families and the community in encouraging, supporting, and supervising the learners’ study and practice.
2. Participate in social activities inside and outside the vocational education institution.
Sub-Section 3. CRITERION 3 OF PROFESSIONAL DEVELOPMENT CAPACITY
Article 15. Standard 1 in Advanced study and training
1. Regularly self-study and improve professional qualifications, professional ethics; participate in teaching festivals.
2. Participate in advanced training courses, update knowledge, vocational skills, technology, teaching methods meeting the requirements of vocational education.
Article 16. Standard 2 in Developing learners’ vocational capacity
1. Instruct learners in probation combined with professional practice.
2. Provide best students with advanced training and workmanship practice.
Section 2. STANDARDS IN QUALIFICATIONS OF TEACHERS OF INTERMEDIATE LEVEL
Sub-Section 1. CRITERION 1 OF PROFESSIONAL ABILITY
Article 17. Standard 1 in Qualifications
1. For a theoretical teacher
a) Obtain at least a Bachelor’s Degree in specialized field or Bachelor’s in specialized pedagogy in line with the vocation as assigned;
b) Be familiar with the vocation as assigned;
c) Have knowledge of subjects, modules relating to the vocation;
d) Have knowledge about professional practice of the vocation as assigned.
2. For a practical teacher
a) Obtain one of certificates of vocational skills in line with the vocation as assigned for practical teaching at intermediate level as follows: at least a national certificate of vocational skills level 2, or a worker’s certification level 4/7, 3/6, or a certificate of meritorious artisan, meritorious artist, or meritorious doctor, or a certificate of vocational practice at vocational college level or vocational college s degree or junior college s degree or equivalent;
b) Demonstrate proficiency in the vocation as assigned;
c) Organize business operation relating to the vocation as assigned;
d) Be familiar with occupational safety and hygiene techniques of the vocation as assigned.
3. For an integrated teacher
a) Obtain at least a Bachelor’s Degree in specialized field or Bachelor’s in specialized pedagogy in line with the vocation as assigned and obtain one of certificates of vocational skills in line with the vocation for practical teaching at intermediate level as follows: at least a national certificate of vocational skills level 2, or a worker’s certification level 4/7, 3/6, or a certificate of meritorious artisan, meritorious artist, or meritorious doctor, or a certificate of vocational practice at vocational college level or vocational college s degree or junior college s degree or equivalent;
b) Be familiar with the vocation as assigned;
c) Have knowledge of subjects, modules relating to the vocation;
d) Have knowledge about vocation reality and be familiar with occupational safety and hygiene techniques of the vocation as assigned.
d) Demonstrate proficiency in the vocation as assigned;
e) Organize business operation relating to the vocation as assigned.
Article 18. Standard 2 in Foreign language levels
1. Attain foreign language level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training on promulgation of 6-level Vietnam s language proficiency framework or higher.
2. Read and comprehend specialized materials serving the teaching activities.
Article 19. Standard 3 in Information technology levels
1. Attain information technology level meeting standards for basic information technology as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on standards for information technology or higher.
2. Master specialized teaching software to design lectures.
Sub-Section 2. CRITERION 2 OF PROFESSIONAL ABILITY
Article 20. Standard 1 in Pedagogical qualification and teaching time
1. Obtain at least a certificate of vocational pedagogy at vocational intermediate level, vocational college level, or a certificate of pedagogy level 2 or a certificate of pedagogy of professional secondary school or junior college s degree in pedagogy major or a certificate of pedagogy at intermediate level.
2. Have at least 12-month teaching experience.
Article 21. Standard 2 in Teaching preparation
1. Prepare a plan for teaching of module or subject as assigned on the basis of the curriculum of the entire course.
2. Prepare lesson plans as prescribed which reflect teaching and studying activities.
3. Choose teaching methods suitable for lessons of the module or subject curriculum as assigned.
4. Ensure the availability of teaching aids, equipment, practice materials deemed necessary.
5. Self-make simple teaching aids.
6. Take charge, design, and arrange teaching aids of specialized classrooms in line with the curriculum of the vocation as assigned.
Article 22. Standard 3 in Teaching
1. Initiate the teaching in line with the vocation and learners; implement the teaching plan and curriculum completely.
2. Conduct theoretical teaching, practical teaching, and integrated teaching as prescribed.
3. Apply and combine teaching methods to promote the positive and proactive learning and self-study of learners.
4. Master teaching aids to enhance the teaching effectiveness and ensure the quality of vocational education.
Article 23. Standard 4 in Examination and evaluation of students performance
1. Choose and design tools serving the examination and evaluation of student’ performance in conformity with the subject or module as assigned.
2. Conduct the examination and evaluation comprehensively, accurately, educationally in line with regulations; and use the results of examination and evaluation to adjust the teaching and learning activities.
Article 24. Standard 5 in Management of teaching documents
1. Comply with regulations on using forms, records, and teaching documents.
2. Store, archive, and use teaching documents as prescribed.
Article 25. Standard 6 in Formulating curricula, preparing textbooks and teaching materials
1. Understand bases, rules, requirements, and procedures for formulating curriculum of intermediate level.
2. Take charge or participate in correcting and editing curriculum, textbooks, and teaching materials at intermediate level.
Article 26. Standard 7 in Formulating plans and conducting educational activities
1. Formulate plans for educating learning through teaching and other activities.
2. Educate professional ethics and attitude in conjunction with teaching the subject or module as specified in the plan.
3. Apply knowledge about psychology and education to the educational activities.
4. Evaluate learners’ ethic regulation as prescribed accurately, fairly and educationally.
Article 27. Standard 8 in Managing learners, creating educational environment
1. Manage information about learners and use them effectively in education, teaching, and management of learners.
2. Create healthy, favorable, democratic, and cooperative educational environment.
Article 28. Standard 9 in Social activities
1. Cooperate with learners’ families and the community in encouraging, supporting, and supervising the learners’ study and practice.
2. Participate in social activities inside and outside the vocational education institution, build relationship between the vocational education institution and enterprises so as to develop the vocational education institution and the community.
Sub-Section 3. CRITERION 3 OF PROFESSIONAL DEVELOPMENT CAPACITY AND RESEARCH WORK
Article 29. Standard 1 in advanced study and training
1. Regularly engage class observation and exchange teaching experience with colleagues.
2. Participate in teaching festivals.
3. Regularly self study, improve professional qualifications and professional ethics.
4. Participate in advanced training courses, update knowledge, vocational skills, technology, teaching methods meeting the requirements of vocational education.
Article 30. Standard 2 in Developing learners’ vocational capacity
1. Instruct learners in probation combined with professional practice.
2. Provide best students with advanced training and workmanship practice.
Article 31. Standard 3 in Research work
1. Have basic knowledge and skills about research work.
2. Take charge or participate in research topic at least at grassroots level.
Section 3. STANDARDS IN QUALIFICATIONS OF TEACHERS OF COLLEGE LEVEL
Sub-Section 1. CRITERION 1 OF PROFESSIONAL ABILITY
Article 32. Standard 1 in Professional qualifications
1. For a theoretical teacher
a) Obtain at least a Bachelor’s Degree in specialized field or Bachelor’s in specialized pedagogy in line with the vocation as assigned;
b) Be familiar with the vocation as assigned;
c) Have knowledge of relevant vocations;
d) Have knowledge about professional practice and technology advance and new technology of the vocation as assigned.
2. For a practical teacher
a) Obtain one of certificates of vocational skills in line with the vocation as assigned for practical teaching at college level as follows: at least a national certificate of vocational skills level 3, or a worker’s certification level 5/7, 4/6, or a certificate of people’s artisan, people’s artist, or people’s doctor, or a vocation college s degree or certificate of vocational practice at vocational college level or equivalent;
b) Demonstrate proficiency in the vocation as assigned;
c) Master the organization of business operation relating to the vocation as assigned;
d) Be familiar with occupational safety and hygiene techniques of the vocation as assigned.
3. For an integrated teacher
a) Obtain at least a Bachelor’s Degree in specialized field or Bachelor’s in specialized pedagogy in line with the vocation as assigned and obtain one of certificates of vocational skills in line with the vocation for practical teaching at college level as follows: at least a national certificate of vocational skills level 3, or a worker’s certification level 5/7, 4/6, or a certificate of people’s artisan, people’s artist, or people’s doctor, or a vocation college s degree or certificate of vocational practice at vocational college level or equivalent;
b) Be familiar with the vocation as assigned;
c) Have knowledge of relevant vocations;
d) Have knowledge about vocation reality, technology advance, and new technology and be familiar with occupational safety and hygiene techniques of the vocation as assigned;
d) Demonstrate proficiency in the vocation as assigned;
e) Master the organization of business operation relating to the vocation as assigned.
Article 33. Standard 2 in Foreign language levels
1. Attain foreign language level 2 (A2) as prescribed in Circular No. 01/2014/TT-BGDDT dated January 24, 2014 of the Ministry of Education and Training on promulgation of 6-level Vietnam s language proficiency framework or higher.
2. Read and comprehend specialized materials serving the teaching; describe basic work of the vocation as assigned.
Article 34. Standard 3 in Information technology levels
1. Attain information technology level meeting standards for basic information technology as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications on standards for information technology or higher.
2. Master specialized teaching software to design lectures and teaching materials.
Sub-Section 2. CRITERION 2 OF PROFESSIONAL ABILITY
Article 35. Standard 1 in Pedagogical qualification and teaching time
1. Obtain at least a certificate of vocational pedagogy at vocational intermediate level, vocational college level, or a certificate of pedagogy level 2 or a certificate of pedagogy for lecturers of universities, colleges or bachelor’s degree of pedagogy or a certificate of pedagogy at college level, or equivalent.
2. Have at least 12-month teaching experience.
Article 36. Standard 2 in Teaching preparation
1. Prepare a plan for teaching of module or subject as assigned on the basis of the curriculum of the entire course.
2. Prepare lesson plans as prescribed which reflect teaching and studying activities.
3. Choose teaching methods suitable for lessons of the module or subject curriculum as assigned.
4. Ensure the availability of teaching aids, equipment, practice materials deemed necessary.
5. Self-make simple teaching aids.
6. Take charge, design, and arrange teaching aids of specialized classrooms in line with the curriculum of the vocation as assigned.
Article 37. Standard 3 in Teaching
1. Initiate the teaching in line with the vocation and learners; implement the teaching plan and curriculum completely.
2. Conduct theoretical teaching, practical teaching, and integrated teaching as prescribed.
3. Apply and combine teaching methods to promote the positivity, creativity, and self-study capacity of learners.
4. Master teaching aids to enhance the teaching effectiveness and ensure the quality of vocational education.
Article 38. Standard 4 in Examination and evaluation of students performance
1. Choose and design tools serving the examination and evaluation of student’ performance in conformity with the subject or module as assigned.
2. Conduct the examination and evaluation comprehensively, accurately, educationally in line with regulations; and use the results of examination and evaluation to adjust the teaching and learning activities.
Article 39. Standard 5 in Management of teaching documents
1. Comply with regulations on using forms, records, and teaching documents.
2. Store, archive, and use teaching documents as prescribed.
Article 40. Standard 6 in Formulating curricula, preparing textbooks and teaching materials
1. Understand bases, rules, requirements, and procedures for formulating curriculum of college level.
2. Take charge or participate in correcting and editing curriculum, textbooks, and teaching materials at college level; vocational training program.
Article 41. Standard 7 in Formulating plans and conducting educational activities
1. Formulate plans for educating learning through teaching and other activities.
2. Educate professional ethics and attitude in conjunction with teaching the subject or module as specified in the plan.
3. Apply knowledge about psychology and education to the educational activities.
4. Evaluate learners’ ethic regulation as prescribed accurately, fairly and educationally.
Article 42. Standard 8 in Managing learners, creating educational environment
1. Manage information about learners and use them effectively in education, teaching, and management of learners.
2. Create healthy, favorable, democratic, and cooperative educational environment.
Article 43. Standard 9 in Social activities
1. Cooperate with learners’ families and the community to encourage, support, and supervise the study and practice of learners; contribute social resources to build and develop the vocational education institutions.
2. Participate in social activities inside and outside the vocational education institution, build relationship between the vocational education institution and enterprises so as to develop the vocational education institution and the community; create movement of vocational learning and setting up business in the society.
Sub-Section 3. CRITERION 3 OF PROFESSIONAL DEVELOPMENT CAPACITY AND RESEARCH WORK
Article 44. Standard 1 in advanced study and training
1. Regularly engage class observation, exchange teaching experience with colleagues; participate in training of colleagues required by the development of the department, faculty, or subject group.
2. Participate in teaching festivals.
3. Regularly self study, improve professional qualifications and professional ethics.
4. Participate in advanced training courses, update knowledge, vocational skills, technology, teaching methods meeting the requirements of vocational education.
Article 45. Standard 2 in Developing learners’ vocational capacity
1. Instruct learners in probation combined with professional practice.
2. Provide best students with advanced training and workmanship practice.
Article 46. Standard 3 in Research work
1. Have basic knowledge and skills about research work.
2. Take charge or participate in research topic at least at grassroots level.
Chapter III
EVALUATING AND GRADING VOCATIONAL EDUCATION TEACHERS
Article 47. Bases for evaluating and grading teachers
1. For a teacher of elementary level: 03 criteria, 14 standards, 36 indicators. These indicators are specified in Clauses of Articles 3 through 16 of this Circular.
2. For a theoretical or practical teacher at intermediate level or college level: 03 criteria, 15 standards, 42 indicators. These indicators are specified in Points of Clauses 1, 2 Article 17; Points of Clauses 1, 2 Article 32; Clauses of Articles 18 through 31; Clauses of Articles 33 through 46 of this Circular.
3. For an integrated teacher at college or intermediate level: 03 criteria, 15 standards, 44 indicators. These indicators are specified in Clause 3 Article 17; Clause 3 Article 32; Clauses of Articles 18 through 31; Clauses of Articles 33 through 46 of this Circular.
Article 48. Evaluation scores
1. Maximum evaluation score of each indicator is 2. The Principal or Director of the vocational education institution shall decide the specific score according to each indicator as follows: 0, 1, and 2.
2. Maximum evaluation score of a standard is total maximum score of indicators in such standard.
3. The total maximum score of a teacher is total maximum score of standards for him/her. The total maximum score for a teacher of elementary level is 72; for a theoretical teacher or practical teacher of intermediate or college level is 84; for an integrated teacher of intermediate or college level is 88.
4. Formula for converting evaluation score according to at the scale of 100

5. If a teacher educates multiple training levels, he/she shall be evaluated according to the standards at the highest level.
Article 49. Grading teachers
1. Non-qualified
A teacher is considered non-qualified if he/she is one of the following cases:
a) His/her converted score is under 50;
b) His/her converted score is at least 50 but the evaluation score of any of the standards accounts for under 50% of the maximum evaluation score;
c) His/her converted score is at least 50 but the evaluation score of the indicator prescribed in Clause 1 Article 3; Point a of Clauses 1, 2, 3 Article 17; Point a of Clauses 1, 2, 3 Article 32 of this Circular (hereinafter referred to as the first indicator of standard 1 criterion 1) or the indicator prescribed in Clause 1 Article 6, Clause 1 Article 20, Clause 1 Article 35 (hereinafter referred to as the first indicator of standard 1 criterion 2) does not reach the maximum evaluation score.
2. Qualified
a) Group C: The converted score is at least 50 but not exceeding 65 and the evaluation score of each standard shall account for at least 50% of the maximum evaluation score. Where, the evaluation score of the first indicator of standard 1 criterion 1 and the first indicator of standard 1 criterion 2 reaches the maximum evaluation score;
b) Group B: The converted score is at least 65 but not exceeding 80 and the evaluation score of each standard shall account for at least 50% of the maximum evaluation score. Where, the evaluation score of the first indicator of standard 1 criterion 1 and the first indicator of standard 1 criterion 2 reaches the maximum evaluation score;
c) Group A: The converted score is at least 80 to 100 and the evaluation score of each standard shall account for at least 50% of the maximum evaluation score. Where, the evaluation score of the first indicator of standard 1 criterion 1 and the first indicator of standard 1 criterion 2 reaches the maximum evaluation score.
Article 50. Procedures for evaluating and grading teachers
1. Each teacher shall make self evaluation and grading (using form No. 01 issued herewith).
2. The faculty or subject group shall conduct the evaluation and grading of teachers (using form No. 01 issued herewith); send consolidated report on the evaluation and grading of teachers to the Principal or Director of the vocational education institution (using form No. 02 issue herewith).
3. The Principal or Director of the vocational education institution shall conduct the evaluation and grading of teachers at the grassroots level (using form No. 03 issued herewith).
Chapter IV
IMPLEMENTATION
Article 51. Responsibilities of General Department of Vocational Education
1. Direct and inspect the implementation of evaluation and grading of teachers in vocational education institutions in accordance with this Circular.
2. Consolidate annual evaluation and grading of teachers, and then formulate plans for training to standardize and improve quality of the teaching staff in vocational education institutions.
Article 52. Responsibilities of Ministries, socio-political organizations, People’s Committees of provinces and central-affiliated cities
Direct and inspect the implementation of evaluation and grading of teachers prescribed in this Circular in vocational education institutions with their scope of management; send consolidated reports on evaluation and grading of teachers to the Ministry of Labor, War Invalids and Social Affairs (via General Department of Vocational Education) before every July 31(using form No. 04 issued herewith); standardize and improve the quality of teaching staff in vocational education institutions under their scope of management according to the evaluation, formulation and approval for plans for training.
Article 53. Responsibilities of Services of Labor, War Invalids and Social Affairs
1. Direct and inspect the implementation of evaluation and grading of teachers in vocational education institutions under its scope of management in accordance with this Circular.
2. Send annual consolidated reports on evaluation and grading of teachers (using form No. 04 issued herewith) to the People’s Committees of provinces and central-affiliated cities.
3. Formulate plans for training to standardize and improve the quality of teaching staff in vocational education institutions under its scope of management and submit them to the People’s Committees of provinces and central-affiliated cities for approval as prescribed.
Article 54. Responsibilities of vocational education institutions
1. Conduct annual evaluation and grading of teachers at the end of the academic year as prescribed in this Circular, ensure that such evaluation and grading is conducted in truthful, objective, comprehensive, scientific, democratic and fair manner, correctly reflect the teaching capacity of teachers in particular conditions of the vocational education institutions and localities.
2. The evaluation and grading of teachers shall be conducted in accordance with their actual performance through evidence in conformity with criteria and standards prescribed in Chapter II hereof.
3. Send reports on evaluation and grading of teachers to superior authorities (using form No. 05 issued herewith); standardize and improve the quality of teaching staff in vocational education institutions under their scope of management according to the evaluation, formulation and approval for plans for training.
4. Give incentives and encouragement for teachers attaining at least group B.
Chapter V
IMPLEMENTATION
Article 55. Transitional regulations
Any practical or integrated teacher at intermediate or college level that has not satisfied the standards for vocational skills prescribed in this Circular must complete it to comply with this Circular before December 31, 2019.
Article 56. Recognition of equivalent certificates/degrees
Certificates/degrees/certification of vocational skills or pedagogy that are recognized to be equivalent to those prescribed in this Circular shall be specified by specialized Ministries with the consent of the Ministry of Labor, War Invalids and Social Affairs.
Article 57. Effect
1. This Circular takes effect on May 1, 2017.
2. Circular No. 30/2010/TT-BLDTBXH dated September 29, 2010 of the Minister of Labor, War Invalids and Social Affairs on standards for teachers, vocational lecturers shall cease to be effective from the effective date of this Circular.
3. Chapter II of Circular No. 40/2015/TT-BLDTBXH dated October 20, 2015 of the Minister of Labor, War Invalids and Social Affairs on standards for qualifications and working regime of teachers of elementary level shall be annulled.
4. Any difficulties arising in the course of implementation of this Circular should be reported to the Ministry of Labor, War Invalids and Social Affairs for consideration./.
