Circular No. 07/2013/TT-BTTTT of March 18, 2013, stipulating the time to integrate the digital terrestrial television recording function in televisions manufactured and imported for use in Vietnam

Pursuant to the November 23, 2009 Law on Radio Frequencies;

Pursuant to the November 23, 2009 Law on Telecommunications;

Pursuant to the Government’s Decree No. 187/2007/ND-CP of December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications, and Decree No. 50/2011/ND-CP of June 24, 2011, amending Decree No. 187/2007/ND-CP;

In furtherance of the Prime Minister’s Decision No. 1671/QD-TTg of November 8, 2012, amending and supplementing the Prime Minister’s Decision No. 2451/QD-TTg of December 27, 2011, approving the Scheme on digitalization of radio and terrestrial television transmission and broadcasting through 2020;

At the proposal of the director of the Science and Technology Department and the director of the Authority of Radio Frequency Management, the Minister of Information and Communications promulgates the Circular stipulating the time to integrate the digital terrestrial television recording function in televisions manufactured and imported for use in Vietnam.

Article 1. Scope of regulation and subjects of application

1. This Circular provides the specific time to integrate the digital terrestrial television recording function in televisions manufactured and imported for use in Vietnam.

2. This Circular applies to enterprises manufacturing and importing televisions for use in Vietnam and related organizations and individuals.

Article 2. Time to integrate the digital terrestrial television recording function

1. All types of televisions using LCD, PDP, LED and OLED display technologies and next-generation display technologies that are manufactured and imported for use in Vietnam must be integrated with the digital terrestrial television recording function of standard DVB-T2 and image and sound signal codification standard MPEG-4 in conformity with national technical regulation QCVN 63:2012/BTTTT according to the following specific time:

a/ From April 1, 2014, for all televisions with screen sizes of above 32 inches;

b/ From April 1, 2015, for all televisions with screen sizes of 32 inches or below;

2. Integrating the digital terrestrial television recording function is not compulsory for televisions using CRT display technology manufactured and imported for use in Vietnam.

Article 3. Organization of implementation

1. This Circular takes effect on April 1, 2013.

2. The chief of the Office, the director of the Science and Technology Department, the director of the Authority of Radio Frequency Management, heads of agencies and units under the Ministry, of Information and Communications directors of provincial-level Departments of Information and Communications, directors general or directors of enterprises manufacturing and importing televisions for use in Vietnam and related organizations and individuals shall implement this Circular.

3. Any problems arising in the course of implementation should be reported to the Ministry of Information and Communications for consideration and settlement.-
