CIRCULAR

Promulgating the Regulation on admission to undergraduate training disciplines and to the college-level discipline of early childhood education

 

Pursuant to the Law on Education No. 43/2019/QH14, as amended by the Law on Education No. 123/2025/QH15;

Pursuant to the Law on Higher Education No. 125/2025/QH15;

Pursuant to the Law on Vocational Education No. 124/2025/QH15;

Pursuant to the Government’s Decree No. 37/2025/ND-CP dated February 26, 2025 defining the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director General of the Department of Higher Education,

The Minister of Education and Training promulgates the Regulation on admission to undergraduate training disciplines and to the college-level discipline of early childhood education.

Article 1. Promulgation together with this Circular of the Regulation on admission to undergraduate training disciplines and to the college-level discipline of early childhood education.

Article 2. This Circular takes effect from February 15, 2026 and replaces Circular No. 08/2022/TT-BGDDT dated June 06, 2022 promulgating together with the Regulation on admission to undergraduate education and to college-level education in early childhood discipline, and Circular No. 06/2025/TT-BGDDT dated March 19, 2025 amending and supplementing Circular No.08/2022/TT-BGDDT promulgating together with the Regulation on admission to undergraduate education and to college-level education in early childhood education issued by the Minister of Education and Training.

Article 3. The Chief of the Office, the Director General of the Department of Higher Education, Heads of relevant units under the Ministry of Education and Training; Chairpersons of the People’s Committees of provinces and centrally-run cities; Directors of departments of education and training; Presidents of universities and academies; Rectors of universities; Rectors of colleges admitting students to the discipline in early childhood education shall be responsible for the implementation of this Circular.

REGULATION

On admission to undergraduate training disciplines and to the college-level discipline of early childhood education

(Promulgated together with Circular No. 06/2026/TT-BGDDT

dated February 15, 2026 of the Minister of Education and Training)

 

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation and subjects of application

1. The Regulation on admission to undergraduate training disciplines and to the college-level discipline of early childhood education (hereinafter referred to as the “Regulation”) prescribes sources of applicants, priority policies, minimum threshold for assuring input quality, methods of admission; procedures, principles, and requirements; registration for admission consideration, admission consideration, and supplementary admission consideration; admission decisions, confirmation of enrolment, and deferral of admission results; and the powers and responsibilities of relevant parties in undergraduate admissions and in admissions to the college-level discipline of early childhood education under the full-time mode of training, the continuing education mode of training.

2. This Regulation applies to higher education institutions, other educational institutions conducting higher education activities and permitted to provide undergraduate training, colleges admitting students to the discipline of early childhood education (hereinafter collectively referred to as “training institutions”), departments of education and training, organizations and individuals involved in admission activities.

Article 2. Definition of Terms

In this Regulation, the following terms shall be construed as follows:

1. Scope of admission means the programs, disciplines, or groups of disciplines (hereinafter collectively referred to as “training program”) and the modes of training for which admission is organized in an admission round or according to a specific admission method.

2. Admission Information Portal of the Ministry of Education and Training (MOET) means the electronic web interface (website) of the Common Admission Support System, which constitutes a component of the sectoral database on higher education.

3. Common Admission Support System of the MOET means the software system that supports the registration of admission preferences, the exchange of admission data, the processing of admission preferences, and the management of data on admission results and enrolment confirmation of training institutions.

4. Institution code in admission means a standardized code consisting of 03 alphabetic or numeric characters used nationwide to identify a training institution for admission purposes; branch campuses or training units belonging to or directly affiliated with a training institution that have management apparatus shall be assigned separate admission codes.

5. Admission code means a standardized identification code of a program (or a discipline, or a group of disciplines, or a field, or a training institution) used uniformly within a training institution, branch campus, or a training unit belonging to or directly affiliated with training institution. The admission code shall be determined by the training institution and shall not exceed 09 characters, including alphabetic and numeric characters.

6. High school graduation examination means the examination organized annually in accordance with the Regulation on the high school graduation examination.

7. Admission examination means an examination organized in association with the admission consideration process, the results of which serve as the sole basis or are used in combination with other criteria for admission consideration.

8. Independent examination means an examination designed and organized independently of the admission consideration process, the results of which may be used as an independent basis for admission consideration, for combined admission consideration, or as a condition for admission consideration.

9. Supplementary examination means an examination organized to supplement an admission method (aptitude tests, talent tests, interviews) to obtain results serving as one of the bases or criteria for admission consideration; may be organized in either in-person or online form; the training institution organizing the examination shall prescribe the examination procedures, examination questions, examination regulations, the examination organization scheme, and other relevant conditions.

10. In-person examination means a form of examination organization in which invigilators are physically present at the examination venue; candidates complete tests on paper or on computers or network-connected devices, or respond to interviews before an examination panel.

11. Online examination means a form of examination organization in which invigilators supervise the examination online and monitoring is conducted by technological means; candidates complete tests on computers or network-connected devices, or respond to interviews via the internet.

12. Admission method means the use by a training institution, either independently or in combination, of the following results: high school academic results, results of the high school graduation examination, results of independent examinations, results of supplementary examinations, international certificates, or foreign language certificates used in lieu of foreign language examination scores, for the purpose of considering admission of candidates to a training program.

13. Equivalent conversion means the conversion of the minimum threshold for assuring input quality and admission scores among different admission methods and admission subject combinations under a given admission code according to a rule prescribed by the training institution, ensuring equivalence in the level of satisfaction of the entry requirements of the corresponding training program (hereinafter referred to as the score differential).

14. Assessment criteria means the use of examination or testing results to assess the competence of candidates to classify them according to the level at which they satisfy the entry requirements of a training program.

15. Admission criteria means the criteria used to determine the conditions for a candidate’s admission based on academic results, examination results, or both academic and examination results, and other assessment criteria; are converted into scores for admission consideration (admission score), which include priority points and bonus points (if any).

16. The weight in the calculation of the admission score of 01 subject in an admission subject combination means the contribution of that subject within the admission subject combination. For a combination consisting of 03 subjects (without applying coefficients), the weight in the calculation of the admission score of any one subject in the admission subject combination shall be one-third (1/3).

17. Application for admission means the participation by a candidate in the admission process for a training program of a training institution through the registration of admission preferences on the Common Admission Support System and the registration for examinations or for admission consideration in accordance with the regulations of the training institution (if any).

18. Minimum threshold for assuring input quality (hereinafter referred to as the input threshold) means the minimum requirement regarding academic competence, as reflected in academic results, examination results, or assessments, that enables candidates to pursue and complete the training program.

19. Priority points means the score granted to candidates according to geographical areas or priority categories as prescribed in this Regulation.

20. Bonus points shall be determined and announced by training institutions based on achievement-related criteria relevant to the entry requirements of the training program, including:

a) Reward points granted to candidates eligible for direct admission but who do not exercise the right to direct admission as prescribed in Clause 2, Article 8 of this Regulation; the reward points shall range from 0 to 3.00 points on a 30-point scale;

b) Merit bonus points granted to candidates with outstanding achievements or special talents; the merit bonus points shall range from 0 to 1.50 points on a 30-point scale;

c) Encouragement points granted to candidates holding foreign language certificates or international certificates; the encouragement points shall range from 0 to 1.50 points on a 30-point scale.

21. Direct admission means the implementation of the process of reviewing candidate dossiers and recognizing admission for candidates eligible for direct admission as prescribed in this Regulation.

22. Admission consideration means the process carried out individually by each training institution or jointly by a group of training institutions to determine the admission eligibility conditions and to establish a list of candidates eligible for admission to a training program according to the admission criteria determined by the training institution in accordance with the provisions of this Regulation.

23. Preference processing means the process conducted on the Common Admission Support System to determine the highest preference among the preferences for which a candidate satisfies the admission eligibility conditions, based on which the list of admitted candidates is established.

24. Admission score of a training program means the score threshold at which candidates (who have registered a preference for that training program) whose admission score is equal to or higher than threshold shall be eligible for admission, and score shall be rounded to two decimal places. The rounding of scores shall be carried out according to the mathematical rounding rule to two decimal places after fully adding priority points and bonus points (if any).

Article 3. Fundamental principles in admission

1. Fairness for candidates

a) In terms of information provision: candidates shall be provided with information that is complete, clear, reliable, consistent, and timely to enable them to make appropriate decisions and to prepare in the best manner for participation in the admission process;

b) In terms of opportunities to apply: no candidate shall lose the opportunity to apply for admission due to regulations unrelated to academic level or competence (except for specific regulations of the Ministry of National Defence and the Ministry of Public Security in the fields of national defence and security) or due to admission procedures that cause inconvenience or unnecessary expense;

c) In terms of competence assessment: candidates should be assessed objectively, fairly, and reliably with respect to academic ability, prospects of success, and capacity to meet the requirements of the training program;

d) In terms of admission opportunities: candidates shall be given the highest possible opportunity for admission and the right to determine priority preference for a training program for which they have registered and satisfy the admission eligibility conditions;

dd) In terms of fulfilment of commitments: training institutions shall fully implement the commitments announced to candidates; provide counselling and support; handle complaints, protect the legitimate rights and interests of candidates in cases involving risks.

2. Equality among training institutions

a) In terms of cooperation: training institutions shall cooperate on an equal basis to enhance the quality and effectiveness of admission, ensure the maximum rights and interests of candidates;

b) In terms of competition: training institutions shall compete in a healthy and fair manner in admission activities.

3. Transparency to society

a) In terms of information transparency: training institutions shall be responsible for publicly disclosing admission information fully, clearly, and in a timely manner through appropriate communication channels;

b) In terms of accountability: training institutions shall be responsible for reporting as required by competent state management authorities and for providing explanations to relevant parties, through appropriate forms, regarding admission activities.

Article 4. General requirements in admission

1. Training institutions shall exercise autonomy and assume responsibility associated with accountability for admission activities; shall ensure the principles of fairness, objectivity, openness, and transparency

2. Training institutions shall implement all measures to create favorable conditions and equal opportunities for all candidates; select candidates whose aspirations and abilities are appropriate to the requirements of the training program; organize admission consideration for all valid preferences of candidates who have registered for admission consideration to the training institution on the Common Admission Support System.

3. Training institutions shall closely coordinate with one another to ensure consistency, synchronization, and interoperability within the system, helping to improve the quality of input, the effectiveness of admission at each training institution and across the entire system, while also exerting a positive impact on teaching and learning in general education.

Article 5. Applicants and conditions for application

1. Applicants shall be determined at the time of admission consideration prior to the announcement of official admission results and shall include:

a) Persons who have been recognized as having graduated from high school or vocational secondary school of Viet Nam, or from a foreign educational institution whose qualification is recognized as equivalent to the high school or vocational secondary school level of Viet Nam as determined by competent functional units;

b) Persons holding a diploma of intermediate vocational education in an occupation within the same group of disciplines as the intended field of application and who have completed the required volume of high school-level general knowledge in accordance with the provisions of law.

2. Applicants specified in Clause 1 of this Article must satisfy the following conditions:

a) Achieve the input threshold prescribed in Article 9 of this Regulation for the training program to which they apply, except for the persons specified in Clause 1, Clause 2 (Points a, c, d and dd), Clause 3, and Clause 4 of Article 8 of this Regulation;

b) Possess sufficient health conditions for study in accordance with the applicable regulations;

c) Provide adequate personal information and application dossiers in accordance with the regulations of the training institution.

3. Training institutions may supplement specific provisions regarding eligible applicants, application dossiers, procedures, and conditions for application for each admission method, provided that they comply with the principle prescribed in Point b, Clause 1, Article 3 of this Regulation.

4. For applicants who are persons with disabilities affecting ability to study, training institutions shall implement necessary measures and create the most favorable conditions for candidates who wish to apply for admission to training programs that are appropriate to abilities and health conditions.

Article 6. Admission methods and sources of applicants

1. A training institution may use no more than 05 admission methods, excluding direct admission, admission of candidates nominated under the cu tuyen policy (state-sponsored admission for ethnic minority students), and admission of candidates from preparatory university programs.

2. Each admission method must clearly prescribe the assessment criteria, admission criteria, method of calculating the admission score, and admission conditions, in which:

a) The criteria used for assessment and admission must be based on the requirements concerning the foundational knowledge and core competencies that candidates must possess to pursue the training program;

b) Where an admission method does not demonstrate the requirements specified in Point a of this Clause, applicants must have academic results of at least 02 semesters of Grade 12 or must have results of the high school graduation examination in subjects appropriate to the entry requirements of the training program, except for admission to language or foreign language teacher training disciplines;

c) The total bonus points, including reward points, merit bonus points, and encouragement points, must not exceed 10% of the maximum score of the admission scoring scale;

d) Each candidate must have the opportunity to obtain the maximum score according to the 30-point admission scoring scale for a subject combination consisting of 03 subjects, and it must be ensured that no candidate has an admission score exceeding 30 points (including bonus points and priority points prescribed in Article 7 of this Regulation).

3. The source of applicants for admission to undergraduate training programs shall be candidates whose total score of 03 subjects in the high school graduation examination (or the vocational secondary school examination for vocational secondary school candidates) taken in any year, according to the admission subject combination (or using the scores of Mathematics, Literature, and another examination subject), is at least 15.00 points on a 30-point scale, applicable to candidates graduating from 2026 onwards;

This provision shall not apply to candidates granted exemption from the high school graduation examination and candidates specified in Clause 1, Clause 2 (Points a, c, d and dd); Clause 3, and Clause 4 of Article 8 of this Regulation.

4. Where candidates use foreign language certificates (for exemption from the foreign language examination in the high school graduation examination) to apply for admission to undergraduate programs, training institutions shall develop and publish a conversion table between the results of foreign language certificates and the score used for the foreign language subject:

a) The conversion table between English language certificate results and the foreign language subject score must contain at least 05 score intervals corresponding to the score scale of the certificate used;

b) The conversion table for other foreign language certificates and the corresponding foreign language subject score shall be prescribed by the Rector of the training institution;

c) The conversion table for foreign language certificates shall be reviewed and adjusted at least once every 02 years based on benchmarking against the actual academic performance of admitted students, applicable from 2026;

d) Foreign language certificates may only be used for the conversion of the foreign language subject score within the admission subject combination or for encouragement points.

5. Admission methods based on high school academic results must include Mathematics or Literature as a compulsory subject, with the weight in the calculation of the admission score of Mathematics or Literature being at least one-third (1/3), and must satisfy one of the following requirements:

a) The admission subject combination uses the overall average academic results of Grades 10, 11, and 12 for at least 03 subjects according to the 30-point scale;

b) The admission subject combination uses the overall average academic results of Grades 10, 11, and 12 for at least 02 subjects (in which Mathematics or Literature must be included) and uses a foreign language certificate (a certificate used for exemption from the high school graduation examination in accordance with the current Regulation on the high school graduation examination), the training institution shall convert the foreign language certificate result into a foreign language subject score on a 10-point scale to be included in the admission subject combination in place of the foreign language subject;

c) Where a subject in the admission subject combination has not been studied for all 06 semesters at the high school level due to changes in subject selection, the academic results of another subject in a closely related field shall be used as a substitute.

6. Admission methods based on results of the high school graduation examination must include Mathematics or Literature as a compulsory subject, with the weight in the calculation of the admission score of Mathematics or Literature being at least one-third (1/3), and must satisfy one of the following requirements:

a) The admission subject combination using results of high school graduation examination subjects for admission consideration must include at least three 03 subjects appropriate to the characteristics and entry requirements of the training program;

b) In term of the admission subject combination using results of the high school graduation examination together with a foreign language certificate (a certificate used for exemption from the foreign language examination in accordance with the current Regulation on the high school graduation examination) the training institution shall convert the foreign language certificate result into a foreign language subject score on a 10-point scale to be included in the admission subject combination in place of the foreign language subject.

7. For a training program that uses multiple admission methods, a combination of admission methods, results of an admission examination, results of an independent examination, or different admission subject combinations:

a) The training institution shall determine the score differential in accordance with unified guidance of the MOET; ensure the selection of candidates who satisfy the entry requirements of the training program;

b) Separate admission codes or separate admission quotas for each admission method or admission subject combination shall not be prescribed, except for the specification of quotas for direct admission as provided in Article 8 of this Regulation.

8. Training institutions shall assume full responsibility and accountability for the basis used in determining admission methods, admission subject combinations, conversion of foreign language certificates into foreign language subject scores, and score differentials based on analytical data, evaluation, and benchmarking against the academic performance of admitted students in previous years; and shall be responsible for handling situations and incidents affecting examination results or admission results to ensure the rights and interests of candidates.

9. Admission to special training programs or training programs commissioned under schemes or tasks approved by the Government or the Prime Minister shall be conducted in accordance with the relevant approved schemes.

Article 7. Priority policies in admission

1. Priority by geographical area shall be implemented according to administrative units as prescribed by competent authorities in Appendix I of this Regulation:

a) The priority points applied to Area 1 (KV1) shall be 0.75 points; Area 2 – Rural (KV2-NT) shall be 0.50 points; Area 2 (KV2) shall be 0.25 points; and Area 3 (KV3) shall not receive priority points;

b) The admission area of each candidate shall be determined according to the location of the school at which the candidate studied for the longest period during high school education (or intermediate-level education or vocational secondary school education); where the longest period of study in different areas is equal, the admission area shall be determined according to the area of the school most recently attended by the candidate;

c) Candidates shall be entitled to area-based priority policies in the year of graduation from high school (or intermediate-level education or vocational secondary school education) and in the following year.

2. Priority by policy beneficiary categories shall be implemented as prescribed in Appendix II of this Regulation:

a) The priority points applied to beneficiary group UT1 (including subjects 01 to 03) shall be 2.00 points, and to beneficiary group UT2 (including subjects 04 to 06) shall be 1.00 point;

b) Priority points for other policy beneficiary categories shall be prescribed in applicable legal documents and decided by the MOET;

c) Candidates belonging to multiple policy beneficiary categories specified in Points a and b of this Clause shall only be entitled to the highest priority point level.

3. The priority point levels prescribed in this Article correspond to the total score of 03 subjects (within an admission subject combination) on a 30-point scale for each subject (without applying coefficients); where an admission method uses another scoring scale, the priority points shall be converted equivalently.

4. Priority points for candidates whose total score is 22.50 points or higher (after conversion to the 10-point scale and to the total score scale of 03 subjects with a maximum of 30 points) shall be rounded to two decimal places and determined according to the following formula:

Priority points = [(30 − total score obtained) / 7.50] × priority point level prescribed in Clauses 1 and 2 of this Article.

Article 8. Persons eligible for direct admission and priority admission

1. Heroes of labor, Heroes of the people’s armed forces, and National emulation fighters shall be admitted directly to training programs as prescribed by the training institution.

2. Candidates achieving outstanding results in national or international examinations, competitions, or tournaments organized by, or participated in upon nomination by, the MOET or the Ministry of Culture, Sports and Tourism shall be eligible for direct admission to training programs appropriate to the examination subjects, project topics, or occupations in which they competed and won prizes, specifically in the following cases:

a) Candidates winning first, second, or third prizes in the national or international competitions for excellent students; the prize must have been obtained within 03 years prior to the time of consideration for direct admission;

b) Candidates winning first, second, or third prizes in national or international science and technology competitions organized by, or participated in upon nomination by, the MOET, and meeting the minimum threshold for assuring input quality of the training program. The prize must have been obtained within 03 years prior to the time of consideration for direct admission;

c) Candidates winning official prizes in international art competitions in singing, dance, music, or fine arts recognized by the Ministry of Culture, Sports and Tourism; the prize must have been obtained within 04 years prior to the time of consideration for direct admission;

d) Candidates who are members of national teams competing in official international tournaments and confirmed by the Ministry of Culture, Sports and Tourism as having fulfilled duties, including: the World Championships, World Cup, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cup, Southeast Asian Championships, Southeast Asian Games (SEA Games), and Southeast Asian Cup; the achievement must have been obtained within 04 years prior to the time of consideration for direct admission;

dd) Candidates winning first, second, or third prizes in the ASEAN Skills Competitions or the WorldSkills Competitions upon nomination by the MOET; the prize must have been obtained within 03 years prior to the time of consideration for direct admission;

e) The decision on whether to grant direct admission to the candidates specified in Points b, c, d, and dd of this Clause shall be made by the training institution.

3. Candidates holding a diploma of intermediate-level teacher training with a classification of very good or higher, or holding a diploma of intermediate-level teacher training with a classification of good and having at least 02 years of work experience in the relevant field, shall be admitted directly to the college-level discipline of early childhood education.

4. The Director or Rector of the training institution (hereinafter collectively referred to as the Rector), based on the candidate’s high school academic results and the entry requirements of the training program prescribed by the Rector, shall consider and decide on the admission of the following cases (where necessary, subject to the condition that the candidate must complete 01 year of supplementary study before commencing the official program):

a) Foreign candidates who meet the language proficiency requirements of the training program in accordance with the regulations of the MOET;

b) Vietnamese candidates who completed high school or vocational secondary school education abroad, or who studied a foreign educational program delivered in a foreign language in Vietnam and achieved a level equivalent to the high school or vocational secondary school level of Vietnam, meet the language proficiency requirements of the training program in accordance with the regulations of the MOET;

c) Candidates belonging to ethnic minority groups with very small populations as prescribed by the Government’s current regulations;

d) Candidates who are persons with severe disabilities and possess a certificate of disability issued by a competent authority in accordance with regulations, are capable of pursuing certain training programs prescribed by the training institution but are unable to participate in the admission process under ordinary admission methods.

5. Training institutions shall prescribe forms of priority admission consideration for candidates who have met the input threshold, or award additional points (reward points, merit bonus points, encouragement points) in the following cases:

a) Candidates specified in Clauses 1 and 2 of this Article who apply for admission to training programs according to preferences without exercising right to direct admission;

b) Candidates winning consolation prizes in the national competition for excellent students; candidates winning prizes in national science and technology competitions who apply for admission to training programs appropriate to the examination subject or project topic for which the prize was awarded; the prize must have been obtained within 03 years prior to the time of admission consideration;

c) Candidates winning gold, silver, or bronze medals in national sports competitions held annually, and candidates recognized by the Ministry of Culture, Sports and Tourism as national master athletes who apply for admission to appropriate sports disciplines; the achievement must have been obtained within 04 years prior to the time of admission consideration;

d) Candidates winning official prizes in national professional art competitions in singing, dance, music, or fine arts who apply for admission to appropriate art training programs; the prize must have been obtained within 04 years prior to the time of admission consideration;

dd) Candidates winning first, second, or third prizes in the ASEAN Skills Competitions or the WorldSkills Competitions who apply for admission to training programs appropriate to the occupation in which the prize was obtained; the prize must have been obtained within 03 years prior to the time of admission consideration.

6. Training institutions shall prescribe in detail and publicly disclose in admission information: the admission plan, eligible candidates, admission quotas, criteria, scope of admission, and training programs for which direct admission or priority admission consideration is applied.

Article 9. Input thresholds for full-time and continuing training programs

1. The input threshold for teacher training programs, programs in the field of health, and programs in the field of law using the admission method based on results of the high school graduation examination or vocational secondary school examination shall be prescribed annually as follows:

a) The Minister of Education and Training shall decide the input threshold for teacher training programs;

b) The Minister of Education and Training shall take the lead, in coordination with the Minister of Health, prescribe the input threshold for programs in the field of health that grant professional practice licenses; and shall take the lead, in coordination with the Minister of Justice, prescribe the input threshold for programs in the field of law.

2. For admission methods that do not use the results of the high school graduation examination, or for combined admission methods, candidates must satisfy the input threshold of teacher training programs and programs in the field of law prescribed in Clause 1 of this Article or:

a) An overall average academic result assessed at a good level (academic performance classified as excellent or higher) for the entire Grade 12 year (the results of 02 semesters of the final year for vocational secondary school candidates or equivalent), and a total score of 03 subjects in the high school graduation examination according to the admission subject combination (or using the examination scores of Mathematics, Literature, and another subject) of at least 18.00 points, or a high school graduation evaluation score (vocational secondary school graduation examination score) of 8.50 or higher, except for the cases specified in Point b of this Clause;

b) An overall average academic result assessed at a fair level (academic performance classified as good or higher) for the entire Grade 12 year (the results of 02 semesters of the final year for vocational secondary school candidates or equivalent), and a total score of 03 subjects in the high school graduation examination of at least 16.50 points, or a high school graduation evaluation score (vocational secondary school graduation examination score) of 6.50 or higher, applicable to programs in Physical Education, Music Teacher Education, and Fine Arts Teacher Education;

c) An overall average academic result assessed at a fair level (academic performance classified as good or higher) for the entire Grade 12 year (the results of 02 semesters of the final year for vocational secondary school candidates) for the college-level early childhood education program; the training institution shall prescribe and assume responsibility for the input threshold.

3. Admission to undergraduate training disciplines, for admission methods that do not use the results of the high school graduation examination or combined admission methods, candidates must meet the input threshold for training programs in the field of health that grant professional practice licenses as prescribed in Clause 1 of this Article, or:

a) An overall average academic result assessed at a good level (academic performance classified as excellent or higher) for the entire Grade 12 year (the results of 02 semesters of the final year for vocational secondary school candidates or equivalent), and a total score of 03 subjects in the high school graduation examination according to the admission subject combination (or using the examination scores of Mathematics, Literature, and another subject) of at least 20.00 points, or a high school graduation evaluation score (vocational secondary school graduation examination score) of 8.50 or higher on the 10-point scale, except for the cases specified in Point b of this Clause;

b) An overall average academic result assessed at a fair level (academic performance classified as good or higher) for the entire Grade 12 year (or the results of 02 semesters of the final year for vocational secondary school candidates or equivalent), and a total score of 03 subjects in the high school graduation examination of at least 16.50 points, or a high school graduation evaluation score (vocational secondary school graduation examination score) of 6.50 or higher, applicable to the programs in Nursing, Preventive Medicine, Midwifery, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, and Rehabilitation Technology.

4. Candidates who are first-class athletes, master athletes, or athletes who have won medals in the Phu Dong Sports Festival or in national and international youth competitions, candidates applying for Physical Education, Music Teacher Education, or Fine Arts Teacher Education disciplines who obtain an excellent score (9.00 or higher on the 10-point scale) in aptitude examinations organized by the training institution shall not be required to satisfy the input threshold when applying for admission to appropriate training programs.

5. For candidates who have graduated from intermediate-level teacher training programs, apply for admission to the college-level early childhood education discipline, the training institution shall prescribe the input threshold and assume responsibility for its determination.

6. Candidates who have graduated from intermediate level or higher in the same discipline group as the intended undergraduate discipline shall apply the following input threshold requirements:

a) For candidates applying to teacher training programs, programs in the field of health that grant professional practice licenses, and programs in the field of law, except the cases specified in Point b of this Clause, the input threshold shall satisfy one of the following criteria:

- An overall average academic result assessed at a good level (academic performance classified as very good or higher), or an average score of general education subjects at the high school level of 8.00 or higher on the 10-point scale;

- Graduation from high school with excellent classification, or Grade 12 academic results assessed at a fair level (academic performance classified as good), together with 03 years of relevant professional experience;

- Graduation from intermediate, college, or university level with excellent classification;

- Graduation from intermediate, college, or university level with good classification together with 03 years of relevant professional experience.

b) For candidates applying for undergraduate disciplines in Nursing, Preventive Medicine, Midwifery, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, Music Teacher Education, Fine Arts Teacher Education, and Physical Education, the input threshold shall satisfy one of the following criteria:

- An overall average academic result assessed at a fair level (academic performance classified as good or higher), or an average score of general education subjects at the high school level of 6.50 or higher on the 10-point scale;

- Graduation from high school or vocational secondary school with good classification, or Grade 12 academic results assessed at a pass level (academic performance classified as average), together with 05 years of relevant professional experience;

- Graduation from intermediate, college, or university level with good classification or higher.

7. For persons who were admitted to or graduated from teacher training programs before May 07, 2020, if they apply for undergraduate study to meet the standard qualification level, the input threshold shall be determined by the training institution.

8. Based on quality assurance requirements, training institutions shall determine and publicly announce the input thresholds for training programs and admission methods before the deadline for application registration according to the annual admission plan and the requirements of the program standards. For teacher training programs, programs in the field of health that grant professional practice licenses, and programs in the field of law, the input thresholds determined by training institutions shall not be lower than those prescribed in this Article.

Article 10. Deferral of admission results

1. Candidates who have received a notice of admission may have admission results deferred in the following cases:

a) Performing military service, service in the People’s Public Security, or participation in centralized youth volunteer service in the year of admission pursuant to a decision or order of a competent authority;

b) Suffering from a serious illness or a serious accident that prevents them from enrolling within the prescribed time limit, with medical records and certification from a hospital of basic level or higher.

2. Candidates specified in Clause 1 shall submit an application for deferral together with supporting documents to the training institution issuing the admission notice. The maximum period for deferral shall be prescribed by the training institution but shall not exceed 36 months for the persons specified in Clause 1 of this Article.

3. Immediately after becoming eligible to resume studies, persons whose admission results have been deferred must complete the enrolment procedures in accordance with the regulations of the training institution, including the provision of evidence that they have completed assigned duties or have recovered following treatment. For the case specified in Point a, Clause 1 of this Article with a deferral period of 36 months, the Rector of the training institution shall consider recommending persons to preparatory university schools or classes for review and preparation before commencing formal study.

Article 11. Admission Information

1. Training institutions shall develop, publish, and implement in accordance with commitments the admission information regarding eligible applicants, admission conditions, sources of applicants, admission methods, input thresholds, bonus points, score differentials, and additional criteria (if any); and shall be responsible for providing explanations to candidates, state management authorities, and society. Admission information must ensure the following requirements:

a) Providing sufficient information for candidates to select a training institution, training program, and admission method suitable to capacity, interests, and personal circumstances; preparing the conditions for application and carrying out the steps in accordance with the admission plan of the training institution;

b) State management authorities and society supervise the implementation of legal regulations and the commitments of training institutions to learners in admission and training activities.

2. The principal contents of admission information shall include:

a) Introduction of the training institution, training programs offered for admission, operating license of the training discipline (if any), decision promulgating the training program, academic staff, conditions for learning and research, facilities, graduation diplomas, quality accreditation results (if any), graduation rate (out of the total number of enrolled students), and the rate of graduates obtaining employment appropriate to professional qualifications (as prescribed in Appendix III of this Regulation);

b) Full information on training costs, tuition fees, admission service charges and other service charges for the entire study program and for each academic year; policies on scholarships, tuition fee exemptions and reductions, financial support, dormitory accommodation, and other preferential policies and support for learners;

c) The admission plan and scope of admission for admission rounds during the year (in which the first round of undergraduate admission and admission to the regular college-level discipline of early childhood education shall conform to the general plan issued by the MOET), including provisions on eligible applicants, admission conditions, admission methods, admission subject combinations, and the (projected) admission quotas for training programs; rules for equivalent conversion of input thresholds and admission scores among admission methods, admission subject combinations; methods and criteria for allocating admitted students to training programs of the training institution in cases where admission is conducted by discipline groups, a discipline which has multiple training programs with the same admission score threshold; procedures for application registration and other necessary information for candidates;

d) Measures for handling risks arising during the implementation of admission activities and the commitment of responsibility by the training institution.

3. Admission information, adjustments of content, score differentials, official admission quotas, and the minimum threshold for assuring input quality stated in the admission information (Appendix IV) must be published on the electronic information portal of the training institution in accordance with the annual general admission plan of the MOET; must be maintained for at least 04 consecutive years from the date of publication, and in case of updates, the time of update must be indicated.

Chapter II

ADMISSION CONSIDERATION FOR FULL-TIME TRAINING PROGRAMS

Article 12. Development of the admission consideration plan

1. MOET shall promulgate the general admission plan for training institutions to coordinate in implementing the following procedures:

a) Registration for admission consideration on the Admission Information Portal of the MOET (hereinafter referred to as the System) or on the National Public Service Portal;

b) Organization of admission consideration at training institutions in accordance with the provisions of this Regulation;

c) Preference processing on the System (through an iterative cycle in combination with the admission consideration process at training institutions);

d) Confirmation of enrolment on the System and enrolment at the training institution.

2. Based on the general admission plan, training institutions shall develop plans for direct admission, first-round admission consideration, and plans for supplementary admission rounds (if any).

Article 13. Organization of registration and direct admission

1. Based on the published admission information, training institutions shall organize the registration for application of candidates eligible for direct admission in accordance with the provisions of Article 8 of this Regulation.

2. Training institutions shall conduct direct admission for candidates who meet the prescribed conditions, announce and update on the System the list of candidates eligible for admission (except for the condition of high school graduation) for preference processing together with other admission methods according to the general plan; complete this process before candidates register for admission consideration on the System.

3. Candidates who have been admitted to a training institution under the direct admission plan shall register preferences on the System in accordance with the general plan of the MOET to select the training program to which they have been directly admitted at a training institution or to register other admission preferences.

4. Candidates admitted through direct admission shall confirm enrolment in accordance with the general plan.

5. The Rector of a training institution shall not require candidates to commit to enrolment in any form or to confirm enrolment earlier than the schedule under the general plan.

Article 14. Registration for admission consideration on the System

1. The MOET supports the organization of registration for first-round admission consideration for full-time training programs for all admission methods of training institutions. The registration period shall follow the annual admission plan.

2. Candidates applying in the first round for full-time training programs shall register for admission consideration on the System (or through the National Public Service Portal) in accordance with the general plan and the annual guidance of the MOET.

3. Candidates may register a maximum of 15 preferences for training programs at different higher education institutions; the preferences must be arranged in order of priority from highest to lowest. Where multiple preferences meet the conditions for admission, the candidate shall only be recognized as admitted and called for enrolment according to the highest-ranked preference.

Teacher training programs shall only consider candidates who register programs at preferences ranked from 01 to 05.

4. Candidates shall indicate preferences for admission consideration on the System as follows:

a) The order of priority of the preference (number 1 indicates the highest priority);

b) Selection of the training institution or admission unit (institution code);

c) Selection of the training program (admission code).

5. Candidates registering for admission to institutions under the Ministry of National Defence or the Ministry of Public Security shall comply with the provisions of this Regulation and the regulations of the Ministry of National Defence and the Ministry of Public Security.

6. In the first round, candidates shall register for admission consideration and pay the admission service fee only once (excluding fees for supplementary examinations and independent examinations) according to the admission service fee level prescribed by the training institutions.

Article 15. Admission consideration and preference processing according to the general plan

1. Training institutions shall organize admission consideration according to their own admission methods and criteria, or voluntarily cooperate in groups to organize admission consideration according to common admission methods and criteria in accordance with the annual admission plan. The MOET shall provide guidance on the admission consideration schedule and support preference processing on the System.

2. After the end of the preference registration period on the System, training institutions shall download information and data from the System, including: preference registration data, high school (vocational secondary school) academic results, results of the high school graduation examination (vocational secondary school graduation examination), high school graduation evaluation scores (vocational secondary school graduation evaluation scores), examination results of training institutions organizing examinations in the admission year, foreign language certificate scores, and data on regional and policy-based priorities of candidates applying for admission, for the purpose of admission consideration.

3. Principles of admission consideration

a) Admission scores shall be determined so that the number of admitted candidates for each training program corresponds to the announced admission quota according to the sources of applicants and is not lower than the input threshold;

b) For a training program, all candidates shall be considered equally based on admission scores and equivalently converted admission scores according to each admission method and admission subject combination, regardless of the priority order of registered preferences, except for the case specified in Point c of this Clause;

c) In cases where multiple candidates have the same admission score at the end of the list, priority shall be given to candidates with lower bonus points; where multiple candidates have the same admission score at the end of the list and have equal bonus points, priority shall be given to candidates with higher-ranked preferences;

d) The use of regional and policy-based priority points for admission consideration must ensure consistency and conformity with the regulations on priority points prescribed in Article 7 of this Regulation;

dd) Training institutions may prescribe other additional criteria as necessary conditions for admission consideration but shall not be used criteria for ranking candidates in the case specified in Point c of this Clause.

4. After each admission consideration cycle, training institutions shall upload to the System the list of candidates provisionally eligible for admission to the training programs (according to the admission methods). The System shall automatically remove lower-ranked preferences of candidates who are provisionally eligible for admission to multiple preferences and return the list of candidates provisionally admitted according to highest-ranked preference. Training institutions shall be responsible for fully reviewing the information in the admission information against the results of candidates provisionally admitted according to highest-ranked preference after each time the System returns the results of preference processing.

5. Based on the results of preference processing, training institutions shall repeat the admission consideration process in the subsequent cycle and adjust the admission scores accordingly to match the admission quota within the prescribed time limit. In the final cycle, training institutions shall determine the admission scores for training programs (according to the admission methods) and upload to the System the (official) list of candidates eligible for admission. On the basis of the final preference processing results, training institutions shall determine the list of candidates admitted to training programs in accordance with the information published in the admission information.

Article 16. Announcement of admission results and confirmation of enrolment

1. Training institutions shall announce the admission scores (and additional conditions or criteria, if any) for training programs according to the admission methods, commit to the accuracy of the published information and assume responsibility for the announced admission results; organize for candidates to look up admission results (the candidate’s score and the name of the admission method) on the electronic information portal of the training institution (or of the group of training institutions coordinating admission consideration); respond to inquiries from candidates and society (if any) regarding the announced results.

2. Training institutions shall notify each candidate of the admission result, specifying the score and the name of the admission method, together with enrolment procedures, and shall have the right to refuse enrolment for candidates who make dishonest declarations regarding personal information in their admission application.

3. Candidates shall confirm enrolment online on the System before completing enrolment procedures at the training institution within the prescribed time limit.

4. For candidates who do not confirm enrolment within the prescribed time limit:

a) If there is no legitimate reason, the candidate shall be deemed to have declined enrolment and the training institution shall have the right not to accept the candidate;

b) If the reason is illness or accident, certified by a hospital of basic level or higher, or a natural disaster confirmed by the commune-level People’s Committee, the training institution shall consider and decide whether to admit the candidate for study or to grant admission deferral, the acceptance of the candidate for study shall be decided by the Rector, who shall be responsible for providing explanations regarding the time of accepting late enrolment (if any);

c) If the reason results from errors or mistakes determined to be objective technical errors in the admission process, the Rector of the training institution shall proactively coordinate with relevant individuals and organizations to review supporting evidence and decide whether to admit the candidate for study or to grant admission deferral; prepare records for archival and report separately the list of candidates affected by incidents in the annual admission results report.

5. Candidates who have confirmed enrolment at a training institution shall not participate in admission consideration at another institution or in supplementary admission rounds during the admission year, except where permitted by the Rector of the training institution to which the candidate has been admitted.

Article 17. Organization of registration and admission consideration for supplementary rounds

1. Based on the admission quota of the training program and the number of admitted candidates who have confirmed enrolment in the program, the Rector shall decide on supplementary admission rounds and announce the admission plan, admission methods, forms of registration for admission consideration in supplementary rounds, and conditions for supplementary admission for training programs according to each admission method, provided that conditions are not lower than the admission conditions of the first round.

2. Candidates who have not been admitted or who have been admitted but have not confirmed enrolment at any training institution may register for admission consideration in supplementary rounds in accordance with the plan and guidance of the training institution.

3. At the end of each admission round, the training institution shall publish on electronic information portal the admission scores (and additional conditions or criteria, if any) for training programs according to the admission methods; organize for candidates to look up individual admission results (the candidate’s score and the name of the admission method); send notices of admission together with guidance for admitted candidates to complete enrolment procedures.

4. Training institutions may announce supplementary admission rounds immediately after obtaining the results of candidates confirming enrolment in the previous rounds if the number of candidates confirming enrolment is lower than the admission quota announced by the training institution for the first round; supplementary admission must ensure that the admission quotas announced for supplementary rounds do not exceed the admission quota announced in the first round; for each supplementary admission round, the period from the announcement of the plan to the commencement of admission consideration must be at least 10 days.

Article 18. Responsibilities of relevant parties in the admission consideration process

1. Responsibilities of candidates

a) To carefully review the admission information of training institutions and not register preferences for training programs or admission methods for which they do not meet the conditions;

b) To provide complete information and take responsibility for the accuracy of all information in the application for admission, including personal information, information on regional and policy-based priority categories (if any), registered preferences, foreign language certificates (if any), the authenticity of supporting documents;

c) To consent to the training institution to which they apply using the necessary information and data for the purposes of admission consideration;

d) To take responsibility for risks arising from the use of results of admission examinations or independent examinations organized by training institutions or foreign organizations conducting independent examinations;

dd) To complete the payment of the admission service fee before the completion of the application registration procedures in accordance with the regulations of training institutions.

2. Responsibilities of high schools, vocational secondary schools, and other units responsible for candidates within their scope:

a) To organize the review, verification, supplementation, and updating of candidates’ personal information and high school academic results data on the System;

b) To verify data and guide candidates to correctly declare personal information, regional information, and policy-based priority categories (if any);

c) To support the registration of preferences for candidates who do not have the conditions to register online;

d) To support training institutions in verifying high school academic results of candidates applying for admission.

3. Responsibilities of training institutions:

a) To provide complete admission information and data to the System in the correct format and ensure their authenticity;

b) To prescribe (or agree with other training institutions on) the levels of admission service fees, the methods of collection, and the use of admission service fees;

c) To provide full information, counselling, and guidance to candidates; to implement technical measures to limit candidates from registering for admission to a training program for which they do not meet the conditions; and to assume responsibility for and proactively resolve cases where candidates are transferred to or from the training institution due to objective errors in the admission process;

d) To comply with the admission consideration procedures and ensure that admission consideration is accurate, fair, and objective; and to fulfill the commitments set out in the published admission information;

dd) To verify information and supporting documents when candidates complete enrolment procedures, ensuring that all enrolled candidates meet the admission conditions;

e) To resolve petitions, complaints, and denunciations related to admission consideration activities of the training institution in accordance with the law;

g) To proactively suspend admission and report suspension to the MOET for training programs that no longer meet the conditions for maintaining training activities in accordance with current regulations or fail to comply with relevant legal provisions;

h) Except in cases where admission policies are changed in accordance with the regulations of the MOET, to publicly announce any adjustment to admission methods at least 12 months in advance, and institutions are encouraged to announce adjustments 36 months in advance starting from the admission year 2027;

i) To ensure the rights and interests of candidates when using results of admission examinations and independent examinations for university admission.

4. Responsibilities of the unit assigned to manage and operate the System:

a) To manage the national common admission database and ensure synchronization with sectoral databases;

b) To support training institutions in organizing admission consideration;

c) To develop, maintain, and operate the System to support candidates and training institutions in admission activities;

d) To connect the System with the National Public Service Portal.

 

Chapter III

IMPLEMENTATION

Article 19. Responsibilities of the Ministry of Education and Training

1. To promulgate the general plan for admission to full-time training programs and guiding documents on admission activities for training institutions; to establish the Admission Steering Committee to direct training institutions in the annual admission process.

2. To decide on the conduct of admission without applying certain articles or clauses of this Regulation in cases of natural disasters, epidemics, changes to the high school graduation examination, and other force majeure circumstances, provided that decisions do not contravene legal provisions.

3. To decide on the suspension of admission for training institutions that violate provisions stipulated in the Government’s Decree on administrative sanctions in the field of education currently in force.

4. To direct the organization of inspections of the implementation of this Regulation and other legal provisions in accordance with the decentralization prescribed by the Government.

Article 20. Responsibilities of the department of education and training

1. To assign and direct high schools, vocational secondary schools, and other units under their management to:

a) Organize the review and guidance for students in completing personal information and data in the sectoral database (including identification codes and academic results of each semester);

b) Organize the review, amendment, and supplementation of the priority area database for high schools and equivalent institutions in the locality in accordance with regulations; prepare adequate facilities and equipment to support candidates in registering preferences online;

c) Implement fully the provisions specified in Clause 2 of Article 18 of this Regulation.

2. To direct the organization of inspections and the settlement of complaints and denunciations in the implementation of this Regulation and other legal provisions within assigned functions and duties.

Article 21. Responsibilities of training institutions

1. To develop their own admission regulations to specify the provisions of this Regulation for different forms of training and to publicly disclose on the electronic information portal of the training institution.

2. To organize admission in accordance with the published admission information and admission regulations, comply with the provisions of this Regulation and other applicable legal provisions; assume responsibility for providing explanations to the MOET, competent authorities, and society regarding all admission activities of the training institution.

3. To organize the review of admission information, conduct internal inspections and post-admission audits of admission activities; proactively address risks arising within the training institution; resolve petitions, complaints, and denunciations and handle violations related to admission activities of the training institution in accordance with this Regulation and relevant legal provisions.

4. No later than December 31 each year, training institutions must complete the updating of actual admission data for all forms of training, including: candidate information; candidates’ admission consideration information; candidates’ admission results; information on training programs offered for admission; and information on admission methods announced in the admission information on the System of the MOET.

5. To preserve and archive documents related to admission throughout the duration of the training program in accordance with the Law on Archives and regulations on the retention period of professional documents in the education sector. For training institutions organizing examinations for the purpose of university admission consideration, the lists of examination rooms, candidates’ examination papers, dossiers, and marking results must be preserved in accordance with the retention period prescribed in the Regulation on the high school graduation examination issued by the MOET.

6. Training institutions using results of independent examinations for university admission consideration shall be responsible for conducting annual benchmarking with the academic performance of admitted students and, after 03 consecutive years of application starting from the year 2026, with the criteria including the academic performance and duration of study of admitted candidates if the independent admission method is used.

Article 22. Handling of violations

1. Officials and candidates committing violations during the organization of examinations shall be handled in accordance with the Regulation on the high school graduation examination issued by the MOET.

2. Candidates committing fraudulent acts during the application or examination process to obtain admission may, depending on the seriousness of the violation, be subject to expulsion, prohibiting from applying to training institutions in subsequent years, or criminal liability in accordance with legal provisions.

3. Persons committing violations of this Regulation who are civil servants or public employees shall, depending on the seriousness of the violation, be handled by the competent personnel management authority in accordance with the Law on Higher Education, the Law on Public Employees, the Law on Cadres and Civil Servants, and relevant regulations on disciplinary measures for public employees and civil servants.

4. Persons committing violations of this Regulation who are officials, lecturers, teachers, or permanent staff members of private training institutions and who are not civil servants or public employees, shall be handled by the Rector of the training institution in accordance with the Labor Code and relevant legal documents.

5. Training institutions committing violations in admission activities shall, depending on the seriousness of the violation, be subject to sanctions in accordance with applicable legal provisions. Rectors, chairpersons of admission councils, and other related individuals of the violating training institution shall also be handled in accordance with relevant legal provisions.

6. The admission regulations of training institutions specify in detail the handling of violations committed by individuals and organizations participating in admission activities.
