CIRCULAR

ON PROMULGATING FORMS TO CARRY OUT IMPLEMENTATION OF A NUMBER OF ARTICLES OF THE GOVERNMENT’S DECREE NO. 88/2012/ND-CP, OF OCTOBER 23, 2012 ONACTIVITIES OF INFORMATION AND PRESS OF FOREIGN PRESS, FOREIGN REPRESENTATIVE AGENCY AND ORGANIZATIONS INVIETNAM

Pursuant to the Government’s Decree No. 15/2008/ND-CP, of February 04, 2008 defining the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs;  

Pursuant to the Government’s Decree No.88/2012/ND-CP, of October 23, 2012 on activities of information and press of foreign press, foreign representative agency and organizations in Vietnam;

The Ministry of Foreign Affairs promulgates forms to carry out implementation of a number of articles of the Government’s Decree No. 88/2012/ND-CP, of October 23, 2012 on activities of information and press of foreign press, foreign representative agency and organizations in Vietnam (hereinafter referred to as the Decree No.88/2012/ND-CP) as follows:

Article 1. Scope of regulation and Subjects of application

This Circular promulgates types of forms of documents relating to activities of information and press of foreign press in Vietnam.

Subjects of application of this Circular include units, organizations of the Ministry of Foreign Affairs, agencies, organizations and individuals relating to activities of information and press of foreign press in Vietnam.

Article 2. To promulgate together with this Circular forms relating to activities of information and press of foreign press in Vietnam specified in Articles 4, 7, 8, 12, 13, 14 and 15 of the Decree No. 88/2012/ND-CP, including:

1.Request form for journalistic activities in Vietnam (the form No.01/BC-BNG) applied tonon-permanent foreign reporters.

2.Application form for establishing the resident office of foreign press agency in Vietnam (the form No. 02/BC-BNG).

3.Application form for assigning the resident correspondent to Vietnam of foreign press agencies (the form No.03/BC-BNG).

4.Request form for journalistic activities by the foreign media’s resident office (the form No.04/BC-BNG).

5.Request form for issuing/re-issuing/renewing the resident foreign correspondent’s card(the form No.05/BC-BNG).

6.Request form for licensing to do as news assistant/stringer of the resident Office (the form No.06/BC-BNG).

The declaration and filling in the form must be exact, letters must be clear, full lines, easy for reading, not permitted to abbreviate or write with symbol.

Article 3. Effectiveness

This Circular takes effect on December 10, 2012.

Article 4 Organization for implementation

1.The director of press and information department, heads of relevant units of the Ministry of Foreign Affairs, relevant agencies, organizations and individuals shall implement this Circular.

2.The Department of press and information – the Ministry of Foreign Affairs guides, coordinates with units inside and outside of the Ministry of Foreign Affairs to uniform in use of the forms for activities of information and press in Vietnam.

3.In the course of implementation, any arising problems should be reported to the Ministry of Foreign Affairs by domestic and foreign agencies, organizations, individuals for research and settlement.
