CIRCULAR
Guiding support for human resource development for small- and medium-
sized enterprises
Pursuant to the June 12, 2017 Law on Support for Small- and Medium-sized Enterprises;
Pursuant to the Government s Decree No. 39/2018/ND-CP of March 11, 2018, detailing a number of articles of the Law on Support for Small- and Medium-sized Enterprises;
Pursuant to the Government s Decree No. 86/2017/ND-CP of July 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Planning and Investment;
At the proposal of the Director of the Enterprise Development Agency;
The Minister of Planning and Investment promulgates the Circular guiding support for human resource development for small- and medium-sized enterprises.
Article 1.Scope of regulation and subjects of application
1. Scope of regulation: This Circular guides the training of business startup and governance and direct training at small- and medium-sized enterprises; the organization of implementation of online training programs and training programs in the mass media for small- and medium-sized enterprises; and the re-training in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees.
2. Subjects of application: To comply with Article 2 of the Government s Decree No. 39/2018/ND-CP of March 11, 2018, detailing a number of articles of the Law on Support for Small- and Medium-sized Enterprises.
Article 2.State budget s support levels
1. The State budget shall provide support equal at least to 50 percent of the total expenses for organizing a business startup and governance training course.
2. The State budget shall provide support equal to 100 percent of tuition fees for students from small- and medium-sized enterprises located in areas with extreme socio-economic difficulties and students from women-owned small- and mediumsized enterprises who participate in training courses on business startup and governance and in-depth business governance. The identification of areas withextreme socio-economic difficulties must comply with Appendix II on the list of investment incentives promulgated together with the Government s Decree No. 118/2015/ND-CP of November 12, 2015, detailing and guiding a number of articles of the Law on Investment. The identification of women-owned small- and medium-sized enterprises must comply with Clause 1, Article 3 of the Law on Support for Small- and Medium-sized Enterprises.
Article 3.Training on business startup and governance and in-depth business governance, and direct training in production and processing enterprises
1. Training course on business startup, which provides basic knowledge and experience in business startup and enterprise establishment.
2. Training course on business governance and in-depth business governance, which provides business governance knowledge to improve enterprise operation and management skills and production and business governance levels.
3. Direct training course at production and processing small- and medium-sized enterprises, which provides in-depth production governance knowledge and practical training at enterprises.

Article 4.Online training and training via the mass media
1. Online training programs and training programs via the mass media aim to provide knowledge on business startup and governance for small- and mediumsized enterprises.
2. Employees and managerial officials of small- and medium-sized enterprises shall be provided with accounts to join in online training system on the website platform or smart mobile devices.
3. The contents of subjects of online training and training via the mass media must comply with the provisions of Sections 5 and 6, Appendix 1 to this Circular.
4. The organization of online training must comply with the provisions of Appendix 2.2 to this Circular.
Article 5.Re-training in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees
1. Retraining in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees aims to provide knowledge, skills and methods of providing support for small- and medium-sized enterprises.
2. The duration of a re-training course in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees is between 2 and 14 days (consecutive or inconsecutive), of which at least 30 percent is required for guiding students to study cases or learn from experiences of typical enterprises and enterprise support models, with at least 20 students in each class.
3. Contents of re-training subjects in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees must comply with the provisions of Section 7, Appendix 1 to this Circular.
4. The organization of re-training in the provision of support for small- and medium-sized enterprises for cadres, civil servants and public employees must comply with current regulations on re-training for cadres, civil servants and public employees.
Article 6.Management of training activities
1. Formulation, summarization and notification of training plans
a/ At the time of formulating annual stage budget estimates and based on guidance of the Ministry of Planning and Investment, ministries, sectors, localities, organizations and associations shall formulate their training-support plans for small- and medium-sized enterprises according to the form provided in Appendix 6 to this Circular and send them to the Ministry of Planning and Investment before June 30 of the year preceding the plan year for summarization and submission to the Ministry of Finance.
b/ Based on sector and field development orientations and notices of competent levels on central budget spending estimates, the Ministry of Planning and Investment shall notify plans to units for performance of the task of training for small- and medium-sized enterprises.
c/ Based on the guidance of the Ministry of Planning and Investment, local budget-balancing ability and local master plans on support for small- and mediumsized enterprises, provincial-level People s Committees shall assign the plans to, and allocate funds for, agencies supporting small- and medium-sized enterprises in their localities to perform the task of training for small- and medium-sized enterprises.
2. Evaluation of training activities :
a/ Ministries, sectors, localities, organizations and associations shall examine and evaluate, and take responsibilities for, the implementation of training plans.
b/ The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, organizing the evaluation and summarization of results of the implementation of training plans.
Article 7.Implementation responsibility
Ministries, sectors, localities, organizations and associations shall organize the training for small- and medium-sized enterprises in accordance with this Circular and current documents. Any problems arising in the course of implementation should be promptly reported to the Ministry of Planning and Investment for consideration and settlement.
Article 8.Effect
1. This Circular takes effect on May 12, 2019.
2. In case the documents referred to in this Circular cease to be effective and are replaced by other documents, the replacing documents shall prevail.-
