Pursuant to the Law on Technical regulations and standards dated June 29, 2006;
Pursuant to the Law on Environment Protection dated June 23, 2014;
Pursuant to the Government s Decree No. 127/2007/ND-CP dated August 01, 2007 detailing the implementation of a number of articles of the Law on Technical regulations and standards;
Pursuant to the Government’s Decree No. 21/2013/ND-CP defining functions, responsibilities, entitlements and organizational structure of the Ministry of Natural Resources and Environment dated March 04, 2013;
At request of the General Director of Vietnam Environment Administration, Directors of the Departments of Science and Technology and Department of Legal Affairs;
The Minister of Natural Resources and Environment hereby issues this Circular stipulating national technical on environment.
Article 1.This Circular is issued together withQCVN 62 - MT: 2016/BTNMT - national technical regulation on effluent of livestock.
Article 2.This Circular takes effect on June 15, 2016.
Article 3.General Director of Vietnam Environment Administration, Heads of Affiliates of the Ministry of Natural Resources and Environment, Directors of Departments of Natural Resources and Environment of provinces and centrally-affiliated cities, and relevant entities shall be responsible for the implementation of this Circular./.

NATIONAL TECHNICAL REGULATION ON THE EFFLUENT OF LIVESTOCK
Preface
QCVN 62-MT:2016/BTNMT is compiled by the editorial board for the national technical regulation on effluent of livestock, proposed by Vietnam Environment Administration, Departments of Science and Technology, and Department of Legal Affairs and issued together with the Circular No.04/2016/TT-BTNMT dated April 29, 2016 by the Minister of Natural Resources and Environment .
NATIONAL TECHNICAL REGULATION ON THE EFFLUENT OF LIVESTOCK
1. GENERAL PROVISIONS
Scope
This Regulation stipulates permissible limitations of composition concentration in livestock effluent discharged into receiving waters.
1.2. Regulated entities
1.2.1. This Regulation applies to livestock effluents only. Organizations and individuals discharging livestock effluents into receiving waters shall comply with this Regulation.
1.2.2. The discharge of livestock effluents into wastewater collection systems of centralized wastewater treatment plants shall conform to regulations of management boards of such plants.
1.3. Interpretation
For the purpose of this Regulation, terms herein shall be construedas follows:
1.3.1. Livestock effluent refers to wastewater that has been treated produced from livestockfacilitiesincluding farm households (hereinafter referred to as “farm facilities”).
Domestic wastewater from livestock facilities discharged into livestock effluent treatment systems is deemed livestock effluents.
1.3.2. Receiving watersrefer to drainage systems in residential areas, industrial clusters or cities; rivers, streams, ditches, channels, ponds,lakes,lagoons, watercoursesand coastal watersfor specific purposes.
2. TECHNICAL PROVISIONS
2.1. Technical provisions applicable to livestock facilities with thetotaldischarge rate of at least 5m3per day
2.1.1. The limitation of livestock effluent discharged into receiving waters is determined as follows:
Cmax= C x Kqx Kf
Where:
-Cmax :limitation of the composition concentration in livestock effluent discharged into receiving waters ;
-C: composition concentration in livestock effluents prescribed in 2.1.2;
-Kq: receiving water factor prescribed in 2.1.3 corresponding to the flow rate of rivers, streams, channels, reaches; or the volume of pond, lakes, lagoons; or use of coastal waters;
-Kf: discharge rate coefficient prescribed in 2.1.4 corresponding to the total discharge.
In case of determination of pH and total coliform concentration, Cmax = C.
For livestock effluent discharged intomunicipal/residential drainage systems without centralized wastewater treatment plants, Cmax = C as prescribed in class B, Table 1.
2.1.2. Composition concentration (C) is applied to calculate the composition limitations in livestock effluents

Column A, Table 1 presents the concentration (C) of compositions of livestock effluent treated to achieve Class A prior todischargeinto receiving water bodies fordomesticuse.
Column B, Table 1 presents the concentration (C) of compositions of livestock effluent treated to achieve Class B prior to discharge into receiving water bodies serving purposes other than domestic use.
The use of receiving waters shall be defined at receiving water bodies.
3.1.2. Receiving water factor (Kq)
3.1.2.1. Kqbyflow rate(Q) of rivers, streams, channel, or watercourses is presented in the following table:

Q is the arithmetic mean of the receiving water flow rate in 03 driest months of 03 consecutive years ( data provided by the national Centre for hydro-meteorological services).
3.1.2.2. Kqby volume of the receiving waters such as ponds,lakesor lagoons is presented in the following table:

V is arithmetic mean of the receiving water volume in 03 driest months of 03 consecutive years ( data provided by the national Centre for Hydro-Meteorological Services).
3.1.2.3. In the absence of flow rate of receiving waters (rivers, streams, channels or watercourses), Kq= 0.9. In the absence of volume of receiving waters (pond, lakes or lagoons), Kq= 0.6.
3.1.2.4.Kqapplicable toreceiving waters ascoastal water, wetlands, and coastal lagoons are as follows:
For coastal waters for aquaculture, aquatic conservation or water sport; beaches or coastal brackish-water or saltwater lagoons, Kq= 1.
For coastal waters for purposes other than aquaculture, aquatic conservation or water sport activities or beaches, Kq= 1.3.
2.1.4. Discharge rate coefficient Kf

F is determined according the highest discharge rate stated in the environmental impact assessment report, commitment to environment protection, Environmental protection plans or Certificate of completion of construction works for environmental protection approved and granted by competent authorities.
In case of variation in F that makes the applied Kfno longer appropriate, the livestock facility shall request a competent authority to adjust Kf.
2.2. Technical provisions applicable to livestock facilities with discharge rate of less than 5m3per day
2.2.1. Livestock facilities with the total discharge of under 2 m3/day shall be equipped withhygienicsystems includingcollection,sedimentation and decomposition systems
2.2.2. Livestock with the total discharge varying from 2m3/day to under 5 m3/day shall be equipped with collection and treatment systems such as biogases or biological padding which are conformable to National Standards.

3.2. The application of other national standards and international standards that provide the similar or more precise methods of determination of such aforesaid parameters is acceptable.
4. IMPLEMENTATION ORGANIZATIONS
4.1. State regulatory authorities specialized environmental protection shall be responsible for providing directives, supervision and inspection of the implementation of this Regulation.
4.2. In case of amendments or adjustments to analysis methods referred to this Regulation, the new one shall prevail.
