Circular No. 04/2011/TT-BKHDT dated March 31, 2011 of the Ministry of Planning and Investment regulation of basic statistical reporting regime applicable to the state-owned enterprises, enterprises and projects with foreign direct investment

CIRCULAR

REGULATION OF BASIC STATISTICAL REPORTING REGIME APPLICABLE TO THE STATE-OWNED ENTERPRISES, ENTERPRISES AND PROJECTS WITH FOREIGN DIRECT INVESTMENT

Pursuant to the Law on the Government Organization dated December 25th, 2001; Pursuant to the Enterprise Law dated November 19th, 2005;

Pursuant to the Investment Law dated November 29th, 2005; Pursuant to the Law on Statistics dated June 26th, 2003;

Pursuant to the Decree No 116/2008/ND-CP dated November 14th, 2008 of the Government on function, duties, power and organizational structure of the Ministry of Planning and Investment;

Pursuant to the Decision No 77/2010/QD-TTg dated November 30th, 2010 by the Prime Minister on promulgating basic statistic reporting regime applicable to the State- owned enterprises, enterprises and projects with foreign direct investment (hereinafter collectively referred to as Enterprise Statistical Reporting Regime);

The Ministry of Planning and Investment specifically determines the basic statistical reporting forms, reporting units, report-receiving units, report-receiving period applicable to the State-owned enterprise and enterprises, projects with foreign direct investment as follows:

Article 1:Reporting form system

Form system under the Enterprise Statistical Reporting Regime promulgated together with this Circular including:

1. List of report forms (including 37 forms);

2. Specific report forms:

- Monthly report: 10 forms;

- Quarterly report: 04 forms;

- Semi-annual report: 01 form;

- Annual report: 22 forms.

3. Explanatory notes to report forms: Specifically explaining each item in each report form.

Article 2.Requirements applicable to the State-owned enterprises, enterprises and projects with foreign direct investment

1. The State-owned enterprises, enterprises and projects with foreign direct investment shall be responsible for reporting fully, exactly items as specified in each report form; preparing reports in accordance with regulations in terms of time of reporting and reporting periods; sending reports so as to ensure that the report-receiving units shall receive reports on the expected date.

2. Mode of sending report: The statistical reports shall be executed under two forms: in writing and reporting data file (attaching email).

Article 3.Implementation organization

1. This Circular shall come into force from June 1st, 2011;

2. Ministries, ministerial-level agencies and bodies under the Government, Central bodies of associations, People s Committees at all levels, the State-owned enterprises, enterprises and projects with foreign direct investment, relevant organizations and individuals shall be responsible for executing this Circular.

3. In the course of execution, if any difficulty arises, please inform the Ministry of Planning and Investment (General Department of Statistics) for the purpose of considering and adjusting in timely manner.
