As provided in Decree No. 253/2025/ND-CP amending Decree No. 45/2021/ND-CP on the Cooperative Development Support Fund, promulgated and effective on September 26, 2025.
Clause 2, Article 1 of Decree No. 253/2025/ND-CP supplements Clause 6, Article 15 of Decree No. 45/2021/ND-CP on the procedure for issuance of the Certificate of Registration of local cooperative funds operating under the cooperative model, as follows:
Order and mode of implementation:
The authorized person shall submit the application dossier to the commune-level business registration authority through one of the following methods: direct submission, postal service, or online submission on the Cooperative Registration Information System.
A valid dossier must contain all required documents, information, and contact phone number, and the applicant must pay the fee as prescribed (except in cases of exemption).
Within 03 working days, the business registration authority shall issue the Certificate of Registration. In case the dossier is not valid, the authority shall notify for amendment or supplementation; in case of refusal, the reason must be clearly stated.
The applicant may request to discontinue the procedure before the issuance of the Certificate of Registration, in which case the registration authority shall cancel the dossier within 03 working days.

Application form for registration of the local cooperative fund;
Resolution of the Founding Conference or the General Meeting of Members on the establishment or reorganization of the Fund;
Charter on organization and operation;
List of capital-contributing members;
List of legal representatives.
Fees, forms, and amendments of registration contents
Fee payment: to be carried out in accordance with Article 22 of Decree No. 92/2024/ND-CP and related documents;
Registration forms: provided in Appendix I attached with Decree No. 253/2025/ND-CP;
In case of changes to the contents of the Certificate, the applicant shall resubmit the dossier in accordance with the procedure for new issuance, enclosed with the application form for changes and the resolution/minutes of the General Meeting of Members.
