SUMMARY

By 2020, eliminate extreme poverty for all citizens everywhere

On July 14, 2023, the Prime Minister issues Decision No. 841/QD-TTg on promulgating the Roadmap for the implementation of Vietnam's sustainable development goals by 2030.

1. By 2020, eliminate extreme poverty for all citizens everywhere, using the poverty line with per capita income below USD 1.25/day in purchasing power parity (in 2005 constant price); by 2030, reduce poverty at least by a half, using the national multi-dimensional poverty criteria.

2. By 2030, increase by 1.5 times agricultural productivity and income of agricultural labor. Specifically, by 2025, increase at least 1.5 times compared to 2020; by 2030, increase more than 2.5 - 3 times compared to 2020.

3. Ensure a healthy life and enhance the well-being of people of all ages. Accordingly, by 2030, reduce by a half the maternal mortality rate to below 45 per 100,000 live births; reduce the under-one child mortality rate to below 10 per 1,000 live births and the under-five child mortality rate to below 15 per 1,000 live births.

4. Increase efforts in preventing and treating the abuse of addictive substances, including narcotic drug abuse and harmful use of alcohol: By 2025, the rate of people over 15-year-old using alcohol drinks at a harmful level reduces 10% compared to 2015.

This Decision takes effect on the date of its signing.

On promulgating the Roadmap for the implementation of Vietnam's sustainable development goals by 2030

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015, and the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Prime Minister's Decision No. 622/QD-TTg dated May 10, 2017, promulgating the National Action Plan to implement the 2030 Agenda for Sustainable Development;

At the proposal of the Minister of Planning and Investment.

 

DECIDES:

 

Article 1. To promulgate together with this Decision the Roadmap for the implementation of Vietnam's sustainable development goals by 2030 specified in the Prime Minister's Decision No. 622/QD-TTg dated May 10, 2017, approving the National Action Plan to implement the 2030 Agenda for Sustainable Development (hereinafter referred to as the Roadmap).

Agencies assigned to assume the prime responsibility for the implementation of targets shall actively coordinate with ministries, sectors and localities to implement activities to achieve the Roadmap to 2025 and 2030; monitor, evaluate and report the results of target implementation to the Ministry of Planning and Investment for summarizing and reporting to the Government and National Assembly in accordance with the Prime Minister's Decision No. 622/QD-TTg; continue to enhance digitization and application of information technology to collect and share data for monitoring and evaluation of performance results for each target.

To assign the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with relevant ministries, sectors, localities and agencies in, reviewing and reporting to the Government for submission to the National Assembly for inclusion of attainable sustainable development targets in the annual socio-economic development plan.

To assign the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in reviewing, supplementing and updating the Vietnam's set of sustainable development indicators to align with the updated Roadmap and the Law Amending and Supplementing a Number of Articles of, and the Appendix on the List of National Statistical Indicators to, the Statistics Law.

Provinces and centrally-run cities shall take responsibility for coordinating with ministries, sectors and agencies in implementing the Roadmap and are not required to issue separate Roadmaps for their respective localities.

Article 2. This Decision takes effect on the date of its signing and replaces the Prime Minister’s Decision No. 681/QD-TTg dated June 4, 2019, on promulgating the Roadmap for implementation of objectives for sustainable development of Vietnam forward 2030.

Article 3. Ministers, heads of Ministerial-level agencies, heads of Government-attached agencies, chairpersons of Peoples Committees of provinces and centrally-run cities, and heads of concerned agencies shall implement this Decision./.
