SUMMARY

By 2030, Kien Giang will be a province with high living standards of the Mekong River delta

On November 3, 2023, the Prime Minister issues Decision No. 1289/QD-TTg approving the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050. Bellows are a number of remarkable contents of this Decision:

1. By 2030, Kien Giang will be a province with high living standards of the Mekong River delta; and become a marine economy center of the country.

- The annual growth rate of gross regional domestic product (GRDP) in the 2021-2030 period will be 7% on average;

- The per-capita GRDP will reach VND 127 million (USD 4,985);

- The state budget revenues in the province will grow by 4.7%/year on average;

- Digital economy will make up 25-30% of the province’s GRDP;

- The province will receive around 23.7 million tourist arrivals;

- The rate of poor households will fall below 2% according to the current poverty standards, etc.

2. Key tasks and development breakthroughs as follows:

- To develop marine economy, and promote tourist, investment, commercial, production and consumption connections between the mainland and islands, particularly Phu Quoc island;

- To implement a special mechanism with incentive policies for Phu Quoc city to make a development breakthrough for mobilizing and prioritizing the use of resources for development of a number of key sectors and fields;

- To carry out digital transformation and apply high technologies in socio-economic activities and build digital government; to improve the efficiency of public administration and administrative reform.

DECISION

Approving the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improving the effectiveness and efficiency of the implementation of planning policies and laws and a number of solutions to tackle difficulties and obstacles, accelerate the formulation and improve the quality of master plans for the 2021-2030 period;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 620/QD-TTg of May 8, 2020, approving the task of formulating the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 287/QD-TTg of February 28, 2022, approving the Master Plan of the Mekong River delta for the 2021-2030 period, with a vision toward 2050;

Pursuant to Appraisal Report No. 2604/BC-HDTD of April 6, 2023, of the Appraisal Council for Provincial Master Plans for the 2021-2030 period, with a vision toward 2050, on the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050, and the Master Plan’s Strategic Environmental Assessment Report;

Pursuant to Document No. 7192/CV-CQTTHDTD of August 31, 2023, of the Standing Body of the Appraisal Council for Provincial Master Plans, on review of the dossier of the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050;

At the proposal of the People’s Committee of Kien Giang province in Report No. 267/TTr-UBND of October 2, 2023, and Official Letter No. 2037/UBND-TH of October 26, 2023, requesting the approval of the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the Master Plan of Kien Giang province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN

The scope and boundaries of the Master Plan cover the entire land territory of Kien Giang province and the marine space area determined in accordance with the 2012 Law of the Sea of Vietnam and the Government’s Decree No. 40/2016/ND-CP of May 15, 2016, detailing the implementation of a number of articles of the Law on Sea and Island Resources and Environment.

II. DEVELOPMENT VIEWS, VISION, OBJECTIVES, KEY TASKS AND BREAKTHROUGHS

1. Development views

a/ The Master Plan must conform to the Party’s and the State’s development line and guidelines and the whole country’s socio-economic development objectives and strategic orientations and the national strategy for green and sustainable growth; conform to national overall master plans and plans, national sectoral master plans and plans, master plans and plans of the Mekong River delta, and relevant master plans and plans, ensuring democracy, compliance, continuity, perpetuity, stability and development. 

b/ To efficiently tap the sea and island advantages and the province’s location contiguous to the West Sea in order to build the province into a marine economy center of the country; to build Phu Quoc into a unique and special sea-island urban area and a sea-island eco-leisure tourism center of regional and international stature; to promote the development of the southern economic corridor in the Greater Mekong Sub-region in order to improve infrastructure facilities and connect and promote international trade and exchange with the regional countries; to focus on developing the chain of coastal and seaward urban centers for vigorous connection of socio-economic activities between the mainland and islands; to economically, efficiently and sustainably use natural resources; to protect the environment and conserve biodiversity and marine ecosystems; to proactively adapt to clime change and sea level rise.

c/ To accelerate the urbanization, ensuring the connection of dynamic urban centers with coastal economic zones, border-gate economic zones, industrial parks, cottage industry zones, transport hubs, seaports and airports; to form new economic corridors to be connected with important economic corridors of the Mekong River delta and the country and concurrently facilitate the development of new development spaces in the U Minh Thuong, western Hau river and Long Xuyen quadrangle areas.

d/ To renew the growth model, and concentrate all resources on developing sectors and fields that have potential and advantages; to focus on developing digital economy, green economy and circular economy; to reform administrative procedures and proceed with digital transformation; to improve the investment environment and quality of human resources, and apply scientific and technological advances and practice innovation in order to increase productivity, quality and competitiveness.

dd/ To bring into full play the concerted strengths of the entire political system, and build the entire population’s  great unity bloc; to closely combine economic development with national defense and security consolidation, thereby firmly protecting the national sovereignty along the borderline and on the sea; to assure political security and social order and safety; to expand external relations and proactively participate in international integration; to conserve and promote the values of cultural and historical heritages; to promote economic development in association with the realization of social progress and justice, poverty alleviation and improvement of the quality of the people’s spiritual and material lives.

2. Development objectives and targets through 2030

a/ General objectives

By 2030, Kien Giang will be a province with high living standards of the Mekong River delta; and become a marine economy center of the country. Rach Gia, Ha Tien and Phu Quoc cities will form the main development triangle of a seaward urban, commercial and service economy, with Phu Quoc city being a high-quality service and eco-tourism center and a sea-island leisure tourism of national and international stature connected with major economic centers in the region and the world, Rach Gia city being a green commercial and service city, and Ha Tien city being a heritage urban area. The province’s national defense, security and social order and safety will be assured and local people will lead a civilized and happy life.

b/ Specific targets

- Economically:

+ The annual growth rate of gross regional domestic product (GRDP) (at comparative prices against 2010) in the 2021-2030 period will be 7% on average.

+ The proportions of agro-forestry-fisheries; industry and construction; services; and taxes less subsidies on products, to the province’s economic structure will be around 29.6%, 24.7% (industry accounting for 15%), 41.1%, and 4.6%, respectively.

+ The per-capita GRDP will reach VND 127 million (USD 4,985).

+ The state budget revenues in the province will grow by 4.7%/year on average in the 2021-2030 period.

+ Digital economy will make up 25-30% of the province’s GRDP.

+ The contribution of the total factor productivity (TFP) to the province’s GRDP growth will be around 40%.

+ The province will receive around 23.7 million tourist arrivals, including 22 million domestic tourist arrivals and 1.7 million foreign tourist arrivals.

- Socially:

+ In the 2021-2030 period, the population growth rate will be 0.17%/year on average.

+ The rate of poor households will fall below 2% according to the current poverty standards.

+ The rate of lower secondary schools and upper secondary schools attaining the relevant national standards will be 90%.

+ There will be 11.9 medical doctors and 36.4 hospital beds per 10,000 people.

- Regarding natural resources and the environment:

+ The forest coverage rate will be maintained at 11-12%.

+ All domestic solid wastes in urban areas, and from industrial establishments and hospitals and around 90% of domestic solid wastes in rural areas will be collected and properly treated; all urban centers, industrial parks and cottage industry zones will have their own centralized wastewater treatment systems; and all production and business establishments will attain environmental technical regulations.

- Regarding urban centers and infrastructure development:

+ The whole province’s urbanization rate will reach 42-48%.

+ To build 5 industrial parks, 12 cottage industry zones, Phu Quoc economic zone, and Ha Tien border-gate economic zone.

- The percentage of urban residents having access to clean water will reach 98-100%; the percentage of rural residents having access to clean water supplied from centralized water supply works will reach 50-55%.

- Regarding national defense and security: To complete all works in the province’s defense zones; 70% of key works in the districts’ defense zones; and all working offices of commune-level military command posts and public security offices.

3. In the period after 2030:

a/ To establish the Rach Gia coastal economic zone as a general and multi-sector economic zone, focusing on the development of commerce, services, seaport logistics, urban centers-services-tourism, coastal industries, aquaculture and fishing, renewable energies and new marine economic sectors, with a view to bringing into full play the potential and advantages of a general and specialized urban center, a fisheries hub and Rach Gia airport.

b/ To establish Ha Tien border-gate economic zone and Giang Thanh border-gate zone.

4. Vision toward 2050

Kien Giang will become a developed marine economy center of the country, and an important transport, and international trade and exchange gateway, with Phu Quoc being a special tourism, general service and sea-island eco-tourism center that will provide different and world-class services, and with its national cultural identity and heritage and historical values well conserved and promoted.  

5. Key tasks and development breakthroughs

a/ To develop marine economy, and promote tourist, investment, commercial, production and consumption connections between the mainland and islands, particularly Phu Quoc island; to develop sustainable mariculture and fishing, fisheries logistic services, and aquatic product processing and renewable energy industries.

b/ To implement a special mechanism with incentive policies for Phu Quoc city to make a development breakthrough for mobilizing and prioritizing the use of resources for development of a number of key sectors and fields.

c/ To develop the province seaward with expansive sea-encroached spaces in accordance with law and in a creative and unique manner with rich identities; to form synchronous, modern and environmentally friendly urban-service spaces suitable to the province’s natural conditions and capacity.

d/ To carry out digital transformation and apply high technologies in socio-economic activities and build digital government; to improve the efficiency of public administration and administrative reform.

III. ORIENTATIONS FOR DEVELOPMENT OF IMPORTANT SECTORS AND PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES

1. Orientations for development of important sectors

a/ Agriculture and fisheries

- To develop responsible, modern, efficient and sustainable agriculture; to attach importance to the development of ecological, organic and circular agriculture adaptable to climate change.

- To shift from agricultural production to agricultural economy, and incorporate cultural, social and environmental values in products.

- To strongly restructure agriculture toward higher economic value of products; to connect production with outlet markets based on value chains and supply chains; to combine agriculture with commerce, logistics services, agro-ecological tourism, and food and foodstuff processing industry; to improve the value and competitiveness of agricultural products.

- To intensify mariculture activities toward modernity and sustainability and in association with other marine economic sectors, eco-environmental protection and national defense and security maintenance; to attach importance to the application of science and technology to the management and protection of aquatic resources and activities of fishing ship fleets; to completely build fisheries infrastructure at fishing grounds and on islands.

b/ Industry

- To develop industry in a sustainable manner with advanced, rational and environmentally friendly technologies; to prioritize the attraction of technology-intensive, natural resource-efficient industries of high added value.

- To develop spearhead industries with intensive investment, focusing on food and foodstuff processing, construction material production, and ship building and repair industries.

- To form clusters of agro-fisheries product processing plants associated with material areas for agricultural commodities in the province.

c/ Services

- Trade and services:

+ To create a civilized and modern commercial business environment to meet the market supply and demand requirements of each region in each period and the people’s production and consumption demand; to invest and call for investment in complete construction of commercial infrastructure facilities of all kinds under regulations; to develop e-commerce, border trade and international trade in order to expand the outlet markets for local goods and boost the export of agricultural products with advantages.

+ To focus on developing high-quality intermediary services and services in support of production and business activities in order to generate a new driving force to promote economic growth and restructuring and develop services of high added value.

- Tourism:

+ To develop tourism on the basis of rationally tapping the province’s potential and advantages in terms of geographical location, natural resources and unique cultural and human features; to create special products and build local tourism brands in order to improve the province’s tourism competitiveness.

+ To consolidate tourism development linkage and cooperation with domestic and foreign localities.

2. Orientations for development of other sectors and fields

a/ Education, training and development of human resources

- To develop education and training toward standardization, modernization and international integration; to ensure fairness and equality in the people’s access to education and training; to build a smart education platform with the intensified application of information technology and digital technology.

- To build a contingent of teachers and education administrators meeting requirements of the substantial and comprehensive reform of education and training; to improve the professional qualifications and political qualities of the pool of cadres, civil servants and public employees.

- To mobilize, promote the mobilization of, social resources for education and training development investment; to create favorable conditions for non-public educational institutions to develop quantitatively and qualitatively in a sustainable and balanced manner and with a rational structure of professions and qualifications suitable to the province’s development level.

- To train and develop human resources who are professionally qualified and skilled to meet economic restructuring and international integration requirements; to create a competitive advantage in high-quality human resources for the province’s advantageous and potential fields.

- To organize the efficient implementation of the general education program; to improve the quality of education universalization at all grades and national-standard schools; to continue paying attention to education in areas meeting extreme difficulties, ethnic minority-inhabited areas and islands.

b/ Health and people’s health care

- To develop the health sector to meet the people’s ever-increasing demand for health protection and care; to harmoniously combine specialized medicine and intensive health care with universal health care; preventive medicine with medical examination and treatment and functional rehabilitation; and traditional medicine with modern medicine.

- To build the public health system, attaching importance to health care in marine areas and on islands, and then expanding the coverage of health care services to every person, especially in deep-lying, remote and border areas and on islands.

To intensify the mobilization of social resources for the development of the health system, promoting investment of the private sector in the development of high-quality health establishments to better serve the people and tourists; to develop health services, including health care services of all kinds, wellness tourism services, etc., in order to make the province a locality with the best-quality health care services in the Mekong River delta.

c/ Science, technology and innovation

- To intensively apply science and technology and promote innovation in all sectors and fields ranging from state management to socio-economic activities; to quickly increase the TFP’s contribution to economic growth; to take the initiative in seeking new technologies and entering into cooperation in technology and scientific research outcome transfer.

- To invest in the development of science, technology and innovation toward modernity, especially the development of digital economy, sharing economy and circular economy; to focus on bio-technology, medicinal materials, hi-tech agriculture, environmental protection, new materials, renewable energies, etc.; to invest in the development of science and technology institutions and science and technology enterprises in the province.

- To promote the building and development of startup and innovation centers, proceeding to form and sustainably develop the science-technology and innovation ecosystem centering on enterprises.

d/ Culture and sports

- To develop the province’s culture into the society’s firm spiritual foundation and an internal strength and important driving force for socio-economic development; to care for the people’s cultural and spiritual life; to build a healthy cultural environment in all aspects of the social life.

- To conserve and embellish prominent historical and cultural relics, inheriting and promoting fine traditions and values of the nation’s culture; to intensify the introduction of images of the province’s land and people, etc; to combine cultural and sports development with tourism development in order to boost local economic growth.

- To develop physical training and sports in order to improve the people’s physical and mental health, attaching importance to developing physical training and sports at schools and mass sport activities; to invest in, and provide selective training of athletes in high-achievement sports; to mobilize, and intensify the mobilization of, social resources for culture and sports development.

dd/ Social security

To efficiently implement policies and solutions to generate jobs for laborers in association with the improvement of job quality, prioritizing the provision of employment, livelihood and job training support to career-seeking young people and laborers in communes hit by difficulties or extreme difficulties in ethnic minority-inhabited areas; to step up sustainable poverty alleviation; to efficiently implement salary, social insurance, unemployment insurance, occupational safety and health policies, and build harmonious, stable and progressive industrial relations in enterprises in accordance with the Party’s line and guidelines and the State’s policies and laws.

To improve the efficiency of social assistance and social protection activities, and properly implement policies on provision of regular and irregular support for disadvantaged people; to create a safe living environment for children to fully exercise their rights; to properly implement policies to promote gender equality and women’s advancement at all levels and in all fields; to intensify HIV/AIDS, drug, prostitution and human trafficking prevention and fighting.

3. Plans on organization of socio-economic activities

a/ Socio-economic areas

To organize socio-economic activities in the following four areas:

- The Long Xuyen quadrangle area, which consists of Rach Gia and Ha Tien cities, Kien Luong, Giang Thanh and Hon Dat districts, and part of Tan Hiep and Chau Thanh districts: In this area, to focus on developing urban centers and border-gate economy, commercial activities, and added-value and high-quality services of the province as well as mineral exploitation, construction material production and mechanical engineering serving agriculture and fisheries, and energy industry. This area will serve as a hub for commercial exchange and outbound transport, and facilitate agricultural production, mariculture and oceanic eco-environmental protection. This area boasts diversely organized and connected intra-provincial and inter-provincial socio-economic activities and holds an important position in national defense and security.

- The western Hau river area, which consists of part of Tan Hiep and Chau Thanh districts and the whole of Giong Rieng and Go Quao districts: In this area, to focus on developing agro-aquatic product processing and labor-intensive manufacturing industries and facilitate the vigorous development of hi-tech agriculture, intensive cultivation of high-quality rice and fruit trees, and aquaculture.

- The U Minh Thuong area, which consists of An Minh, An Bien, U Minh Thuong and Vinh Thuan districts: In this area, to focus on developing agro-forestry-fisheries models for supply of materials for the development of agro-forest-aquatic product processing industry and fisheries logistic services in combination with agricultural, biological and locally cultural tourism; and conservation of landscapes and biodiversity of the U Minh Thuong national park.

- The island area, which consists of Phu Quoc city and Kien Hai island district: In this area, to focus on developing marine economy with various commercial, service and sea-island tourism activities bringing about different, high-quality and international-class values. This area will be developed toward bio-environmental protection in combination with the protection of the national park and marine ecosystems; and holds a special position in national defense and security.

b/ Economic corridors

- The economic corridors along the West Sea:

+ The Ha Tien-Rach Gia economic corridor (which is part of the Ha Tien-Rach Gia-Bac Lieu economic corridor): This economic corridor will be located along the Ha Tien--Rach Gia-Bac Lieu expressway, national highway 80 and coastal roads. In this economic corridor, to focus on developing spearhead marine economic sectors in conformity with the potential and advantages of the coastal localities of Ha Tien, Kien Luong, Hon Dat and Rach Gia.

+ The coastal economic corridor in the An Minh-An Bien-Chau Thanh-Rach Gia area (which is part of the coastal economic corridor stretching through the coastal provinces from Ca Mau to Kien Giang): This economic corridor will be located along the coastal road axis and southern coastal ring roads. In this economic corridor, to focus on developing such marine economic sectors as renewable energies, and clusters of fisheries-marine sector-tourism-sea and island urban centers.

- The North-South economic corridor: This economic corridor will be located along the Lo Te-Rach Soi expressway and national highway 80 and play an important role in commercial exchange between the province and the regional localities.

- The Giang Thanh-Ha Tien border corridor (which is part of the border corridor from Long An province to Kien Giang province): This border corridor will be located along national highway N1 to promote the development of border-gate economy and cross-border trade economy in association with the formation of border urban centers while assuring national defense and security.

IV. PLANS ON THE URBAN SYSTEM AND ORGANIZATION OF RURAL TERRITORIES

1. Orientations for rearrangement of district- and commune-level administrative units

To continue implementing the Political Bureau’s Resolution No. 37-NQ/TW of December 24, 2018, on rearrangement of district- and commune-level administrative units, and the Political Bureau’s Conclusion No. 48-KL/TW and the National Assembly Standing Committee’s Resolution No. 595/NQ-UBTVQH of September 12, 2022, on further implementation of the policy on rearrangement of district- and commune-level administrative units. The scope, boundaries, geographical names, and implementation of specific plans on rearrangement of district- and commune-level administrative units must comply with decisions of competent authorities.

2. Plans on the urban system

As soon as the law-specified conditions and criteria are fully satisfied, by 2030, the province will have 34 urban centers, including 2 grade-I urban centers, 1 grade-II urban center, 1 grade-III urban center, 10 grade-IV urban centers, and 20 grade-V urban centers.

In the course of urban construction and development, for urban centers attaining the urban classification criteria earlier or later than the set time limit, it is allowed to carry out procedures for recognition of urban grades as soon as they are evaluated as satisfying the urban classification criteria in accordance with law.

Orientations for development of a number of major urban centers: 

- Rach Gia city: It is the province’s central urban area and political, cultural, tourism, health, education-training, science and technical center. It will become an economic, commercial, service and tourism center of national and international stature and a regional-level urban center serving as a hub associated with coastal aquatic material zones and holding an important position in national defense and security.

- Ha Tien city: It is a major urban center of the province. It will become an economic center where border trade, services and tourism will be strongly developed in association with the Ha Tien border-gate economic zone, serve as a cultural, heritage and historical value conservation center, and hold an important position in national defense and security.

- Phu Quoc city: It is a unique and special sea-island urban area. It will become an economic, commercial, service and sea-island eco-tourism center of international stature and a marine economy area having a special position and connected with the major economic centers in the region and the world. In this city, urban development will be managed toward green and smart growth, energy conservation and adaptation to climate change. This city will hold an important position in national defense and security.

- Kien Luong town: It is the province’s dynamic urban area with its urban-service space planned to be expanded seaward. It will become an economic, industrial, commercial, service and sea eco-tourism center to be associated with Ha Tien city to form an area for border-gate and marine economy development, concurrently serving as a major agricultural production, industrial-scale shrimp rearing and biodiversity conservation area of the province, and hold an important position in national defense and security.

(Details are provided in Appendix I to this Decision).

3. Plans on territorial organization of rural areas

- To organize, arrange and stabilize the rural population, thereby assuring sustainable development and long-term residence and mitigating damage possibly caused by disasters.

- To expand existing rural residential areas and build new ones with complete transport, power supply, water supply and drainage infrastructure facilities, taking into account rural residents’ access to such social services as education and health care and improving their living standards. Craft villages will be organized in a conservative manner in combination with tourism development. To build the climate change-adaptable countryside under the national target program on building of a new-style countryside.

b/ Distribution of rural residential areas

To develop rural residential areas after the new-style countryside model on the basis of reorganizing the existing rural residential areas, bringing into the fullest play the advantageous natural conditions while economically using or limiting the use of cultivable land areas; to renovate and embellish existing residential areas or build new ones close to agricultural production areas in conformity with local natural conditions, customs, traditions and culture, ensuring adaptation to climate change; to develop technical and social infrastructure facilities in a synchronous and interconnected manner.

V. PLANS ON DEVELOPMENT OF FUNCTIONAL ZONES

1. Plans on development of economic zones

a/ The Phu Quoc economic zone: To adjust or supplement the scope, size and characteristics of this coastal economic zone so as to bring into full play its potential and Phu Quoc island’s special position; to promote this economic zone’s efficient and sustainable connection with the mainland localities, thus importantly contributing to the realization of the development goals and vision of Kien Giang province in general and Phu Quoc city in particular.

b/ The Ha Tien border-gate economic zone: To adjust or supplement the scope, size and characteristics of this economic zone so as to bring into full play its potential and advantages in natural conditions, geographical location, land, infrastructure, and cultural and social values, thereby ensuring dynamic, efficient development with local identity and of international stature in the new development context.

(Details are provided in Appendix II to this Decision).

2. Plans on development of industrial parks 

To develop industrial parks in locations convenient for road and waterway transport and seaport connection with technical and social infrastructure facilities, on a total land area stated in land use master plans and plans for the 2021-2030 period. To set orientations for development of multi-sector industrial parks, attaching importance to the processing and manufacturing industries, sectors applying high technologies and techniques, and supporting, allied and environmentally friendly industries.

By 2030, the province will have 5 industrial parks on a total land area of around 840 hectares.

(Details are provided in Appendix III to this Decision).

3. Plans on development of cottage industry zones

To develop multi-sector cottage industry zones suitable to each locality’s potential and advantages; to continue to invest in completely building technical infrastructure facilities and increase the occupancy rate of the existing cottage industry zones. By 2030, the province will have 12 cottage industry zones on a total land area of around 595 hectares.

(Details are provided in Appendix IV to this Decision).

4. Plans on development of tourism sites

To invest in and renovate development infrastructure facilities of tourism sites; to propose recognition of potential tourism sites, including Dong Ho lagoon tourism site, Mui Nai tourism site, Binh San mount tourism site (Ha Tien city), Hang pagoda-Phu Tu islet tourism site, Ba Lua islands-Ba Hon Dam tourism site (Kien Luong district), Ba Hon tourism site, Hon Dat-Sister Su grave historical relic and scenic spot (Hon Dat district), U Minh Thuong national park eco-tourism site, etc., when they satisfy the law-specified conditions and criteria.

(Details are provided in Appendix V to this Decision).

5. Plans on development of concentrated agricultural production areas

- To develop concentrated agricultural production areas suitable to natural and ecological conditions and characteristics of the Long Xuyen quadrangle, western Hau river and U Minh Thuong areas and islands, including areas for producing 2 high-quality rice crops per year, areas for producing 2-3 rice crops per year, areas for rice-cash crop production, areas for rice-shrimp production, areas for hi-tech cash crop production, areas for cultivation of other plants, areas for livestock production, forestry areas, aquaculture areas and mariculture areas.

6. Plans on development of areas hit by difficulties or extreme difficulties

To focus on implementing national target programs on building of a new-style countryside and socio-economic development in ethnic minority-inhabited and mountainous areas.

To attach importance to building the rural road system; to consolidate the network of grassroots health establishments and schools and classes for all education grades; to improve the quality of cadres, civil servants, public employees and workers who are ethnic minority people; to preserve and promote fine cultural identities of all ethnic groups; to consolidate the entire-nation great unity bloc; to build a strong political system at the grassroots level, thereby firmly assuring political security and social order and safety.

7. Plans on development of military zones and security zones

To build military zones and security zones in order to assure the national defense posture in the firm provincial defense area and other areas ready for the performance of the national defense task; to meet requirements of national defense, security and social order and safety maintenance tasks in each area or locality in the province.

The building of national defense and security works in the province must conform to specialized master plans approved by competent authorities. Land areas arranged and used for national defense and security purposes must comply with allocated limits and meet requirements of the province’s national defense and security assurance requirements.

VI. PLANS ON DEVELOPMENT OF TECHNICAL INFRASTRUCTURE FACILITIES

1. Plans on development of transport networks

a/ National-level transport network

Roads, airports and aerodromes, seaports, and inland waterways will be developed under national sector master plans approved by the Prime Minister.

b/ Provincial-level transport network

The planned scale of the provincial-level transport network is that calculated to meet the forecast demand. In the course of implementation, depending on the transport demand and investment resources, investment policy-deciding authorities shall decide on investment phasing in order to ensure investment projects’ efficiency.

- Roads: To completely build provincial roads at least up to grade-III delta road standards; to renovate and upgrade 29 existing roads and build 27 new roads. The size of to-be-built road sections running through urban centers, bypass and ring road sections must comply with urban master plans.

- Waterways:

+ Provincially managed inland waterway routes: To dredge, maintain and repair these waterway routes, ensuring that they attain at least grade-VI waterway standards.

+ Waterway transport routes from the coast to islands: To ensure that these routes’ technical parameters attain the technical-grade standards on waterway channels.

(Details are provided in Appendices VI, VII, VIII and IX to this Decision).

2. Plans on development of the power supply network

To develop the power supply network in conformity with the views, objectives, orientations and plans for development of power sources and grid, as well as criteria and scientific grounds specified in the Prime Minister’s Decision No. 500/QD-TTg of May 15, 2023, approving the Master National Power Development Plan for the 2021-2030 period, with a vision toward 2050 (Power Plan VIII).

a/ Power sources

To study and develop power sources in the province in potential locations; to promote the development of the self-consumption solar power system , and co-generation power plants, power plants using residual heat, blast furnace gas or by-products of technological lines in industrial establishments.

b/ Power transmission lines and transformer stations

- To renovate and upgrade existing 110 kV and medium- and low-voltage stations and transmission lines and build new ones for power supply meeting socio-economic development requirements and load development need of localities, thereby ensuring safety, quality and reliability; to develop a modern power distribution network that can flexibly operate and has backups meeting the N-1 criterion, thereby reducing power loss in the distribution stage and improving the aesthetic appearance of power works.

- To continue implementing power supply programs in rural, border and island areas; to renovate and upgrade the existing rural power network; to supply power from the national power grid in combination with power sources from renewable energies to rural areas and islands.

(Details are provided in Appendix X to this Decision).

3. Plans on development of information and communications infrastructure facilities

To develop information technology infrastructure, digital infrastructure and Internet of Things (IoT) in an interconnected, complete, modern and stable manner in order to ensure cyber information security, promote comprehensive digital transformation, build digital government, digital economy and digital society, and maintain national defense and security.

The telecommunications infrastructure network must help assure national defense, security, information security and network safety, focusing on developing the broadband network infrastructure; to develop the information security assurance system at the province’s Security Operations Center (SOC); to lay underground telecommunications cable lines; to renovate the transmission network and intensify the sharing of telecommunications infrastructure facilities in order to save investment resources and ensure urban aesthetics.

To develop complete and modern postal infrastructure facilities, shifting from traditional postal services to digital postal services; to build the system of logistics centers of the province’s post at centers of districts and cities.

The network of press, radio, television, e-information and publishing establishments must conform to national sector master plans.

4. Plans on development of the hydraulic and water supply and drainage network

a/ To develop the inter-district hydraulic network

In the Long Xuyen quadrangle area: To build sluice gates at starting points of seawater-taking canals to prevent seawater intrusion; to build the intra-field hydraulic system to take in seawater for aquaculture in the dry season in coastal areas for alternative shrimp rearing and rice cultivation along national highway 80; to build the system of pumping stations and seawater supply pipelines for aquaculture; to upgrade closed embankments to protect coastal production.

In the western Hau river and U Minh Thuong area: To build and upgrade the An Bien-An Minh sea dike into a coastal road; to build sluice gates along the western coast and Cai Lon and Cai Be rivers in order to complete the whole An Bien-An Minh sea dike; to build reservoirs for freshwater storage and pipelines for conveyance of freshwater to these areas to meet domestic water demand in the area.

Islands: To upgrade Duong Dong reservoir and build a number of new reservoirs on Phu Quoc and Kien Hai islands.

(Details are provided in Appendix XI to this Decision).

b/ To develop the inter-district water supply network

To build or renovate and upgrade water supply systems in urban and rural areas and functional zones in order to meet the demand for production and domestic water; to prioritize the building of centralized water supply works.

To build and upgrade water plants with a capacity meeting the water demand in major urban centers, Phu Quoc island and other islands.

(Details are provided in Appendix XII to this Decision).

c/ To develop the water drainage and wastewater treatment network

To build wastewater drainage systems in urban and rural areas; to build or renovate and upgrade centralized wastewater collection and treatment systems in urban centers and functional quarters in economic zones, industrial parks and cottage industry zones; to ensure conformity with specialized technical regulations and standards and compliance with relevant technical and specialized master plans approved by competent authorities.

5. Plans on development of waste treatment facilities

To build provincial-level, inter-district and district-area centralized solid waste treatment facilities in conformity with specialized technical regulations and standards and compliance with relevant technical and specialized master plans approved by competent authorities.

(Details are provided in Appendix XIII to this Decision).

6. Plans on development of fire prevention and fighting, rescue and salvage systems

To build offices, barracks and works to serve fire prevention and fighting, giving priority to fire prevention and fighting, rescue and salvage police offices in urban centers and key areas for fire prevention and fighting, ensuring that each district-level administrative unit will have at least 1 fire prevention and fighting and rescue and salvage policy brigade; to build physical and technical foundations and works to serve fire prevention and fighting, rescue and salvage emergency response, training and command, vehicle and equipment inspection, and science and technology research, to meet requirements of the building of a regular, well-trained and modern fire prevention and fighting, rescue and salvage police force; to ensure working and operating conditions for grassroots and specialized fire prevention and fighting brigades and civil defense teams under sectoral and local development master plans in accordance with law.

(Details are provided in Appendix XIV to this Decision).

VII. PLANS ON DEVELOPMENT OF SOCIAL INFRASTRUCTURE FACILITIES

1. Plans on development of the network of health establishments

To consolidate and increase the scale of specialized and modern provincial-level health establishments and general, modern and specialized district-level health establishments; to build the complete preventive medicine and disease control system capable of forecasting and controlling infectious and non-infectious diseases and the living environment-related diseases.

To intensify the mobilization of social resources for development of the system of non-public health establishments to meet the people’s health care needs; to promote the development of establishments providing hi-tech services in densely populated areas and new urban centers.

To standardize and completely integrate the health information system from the provincial level to grassroots level; to integrate medical records and e-health books and interconnect software and databases among medical examination and treatment establishments in the province.

To upgrade and renovate existing specialized and general hospitals, medical research centers and health centers and build new ones to serve the people’s medical examination and treatment and health care.

(Details are provided in Appendix XV to this Decision).

2. Plans on development of the network of education and training institutions

To develop the network of public education and training institutions to meet the people’s learning needs; to ensure sufficient classrooms for pupils at all grades under the education and training sector’s regulations; to promote the mobilization of social resources for building and development of non-public education and training institutions, particularly early childhood education institutions in industrial parks and cottage industry zones, and foreign-invested general schools.

To continue rearranging early childhood and general education institutions to meet needs and practical conditions of localities; to renovate and upgrade existing  education institutions exclusively for people with disabilities and inclusive education development support centers and build new ones; to consolidate and improve schools in ethnic minority-inhabited areas and boarding general schools for ethnic minority people; to allocate land areas for the building or expansion of infrastructure facilities for all education grades.

To intensify investment in building complete and modern physical foundations and teaching equipment for the Kien Giang College, the Kien Giang Vocational College, the Kien Giang Medical College, and the Kien Giang Teacher Training College.

(Details are provided in Appendix XVI to this Decision).

3. Plans on development of the network of vocational education institutions

To consolidate and improve the network of vocational education institutions to meet the demand for on-spot training of human resources for economic zones, industrial parks and cottage industry zones in the province.

To promote the mobilization of social resources for investment in the development of non-public vocational education institutions in localities that have the vocational education need. 

To upgrade and renovate Kien Giang province’s Vocational Intermediate Boarding School for Ethnic Minority People and Professional Technique Intermediate School, the Long Xuyen Quadrangle Area’s Vocational Intermediate School, the U Minh Thuong Area’s Vocational Intermediate School, Vietnam-Korea Intermediate School, and the Tan Hiep Vocational Intermediate School.

(Details are provided in Appendix XVII to this Decision).

4. Plans on development of cultural and sports institutions

To strive for the target that all district- and commune-level administrative units will have sufficient physical foundations for their cultural institutions; to conserve, embellish and develop cultural works, historical-revolutionary and cultural relics in ethnic minority-inhabited areas in association with tourism development.

To upgrade or repair existing important and prominent cultural and sports facilities, such as the historical relic of Phu Quoc prison, the Central Square, and President Ho Chi Minh Statue in Phu Quoc city, and build new ones.

(Details are provided in Appendix XVIII to this Decision).

5. Plans on development of commercial infrastructure facilities

To form and develop various types of commercial infrastructure in the province to meet each area’s and each period’s market supply and demand and the people’s demand for production and consumption, and ensure the harmony of interests of investors, the State and the people.

To intensify the mobilization and attraction of social resources for building new service, commercial, exhibition and trade fair establishments, etc.; to continue investing in, renovating, upgrading and embellishing existing commercial establishments and infrastructure facilities in the province.

(Details are provided in Appendices XIX and XX to this Decision).

6. Plans on development of social relief establishments for nurturing and nursing people with meritorious contributions to the revolution and social assistance establishments

To upgrade and renovate existing public social protection centers and build new ones to receive, take care of, and nurture policy beneficiaries; to encourage organizations and individuals to build non-public social assistance establishments and drug addiction rehabilitation establishments.

To build provincial-level social protection centers in Phu Quoc, Ha Tien and Rach Gia cities; to upgrade and renovate the provincial social protection center in Chau Thanh district, the multi-function drug addiction rehabilitation establishment in Hon Dat district, and the nursing center for people with meritorious contributions in Ha Tien city.

(Details are provided in Appendix XXI to this Decision).

7. Plans on development of science and technology infrastructure

To review, reorganize and consolidate science and technology organizations toward larger scale and higher capacity and operation efficiency.

To build a number of key works to serve science, technology and innovation development, including: the education-science-high technology complex; the marine economy research center; the animal and plant genetic research center; the Cua Can science-technology urban center; and the biodiversity research center.

(Details are provided in Appendix XXII to this Decision).

VIII. PLANS ON LAND ALLOCATION AND ZONING

1. Land resources shall be surveyed, valuated, put into statistics, inventoried and used in an economical, efficient and rational manner to meet socio-economic development requirements, facilitate green growth and sustainable development, help maintain national defense and security and develop education, culture and sports, contribute to protecting the environment and adapting to climate change, help create a driving force for the province’s development. Land areas shall be rationally allocated and used on the basis of balancing land use demands of sectors and fields in conformity with targets of the National Land-Use Master Plan for the 2021-2030 period approved by the competent authority. Land areas formed from sea encroachment to meet local socio-economic development needs shall be included in land use master plans and plans in accordance with law.

2. Limits of agricultural land areas repurposed into non-agricultural, residential and infrastructure development land areas shall be calculated and determined on the basis of compliance with the national land use limits, sectoral development orientations and local development needs in order to implement development plans based on local spaces, territories and infrastructure works and projects, and reported to competent authorities for consideration and decision.

3. The implementation of projects after the Master Plan is approved must conform to the land use limits for the 2021-2030 period and the 2021-2025 national land use plan allocated to Kien Giang province under the Prime Minister’s Decision No. 326/QD-TTg of March 9, 2022, and competent authorities’ amending and supplementing decisions (if any).

The People’s Committee of Kien Giang province shall formulate provincial-level land use plans and district-level land use master plans and plans in conformity with plans on land allocation and zoning for functional zones and different land categories as incorporated in provincial master plans to serve as a ground for recovery of land for use for national defense and security purposes and socio-economic development for national and public interests in accordance with law.

(Details are provided in Appendix XXIII to this Decision).

IX. PLANS ON CONSTRUCTION OF INTER-DISTRICT AREAS AND DISTRICT AREAS

1. Plans on construction of inter-district areas

To study and formulate plans on construction of inter-district areas in conformity with the province’s development orientations and in accordance with law.

2. Plans on construction of district areas

a/ The Giang Thanh district area: This area is an agricultural production area for intensive rice and cash crop cultivation and aquaculture in association with the development of ecological, agricultural and community-based tourism; it serves as the province’s nature and biodiversity conservation area. In this area, cross-border trade will be developed in association with the Giang Thanh border gate. This area holds an important position for national defense and security.

b/ The Hon Dat district area: This area is the province’s rice and cash crop material area. In this area, urban centers will be developed seaward and along national highway 80, provincial road 969 and the Rach Gia-Kien Luong-Ha Tien coastal road and located close to cottage industry zones, ports, cultural and historical relics and sea eco-tourism sites.

c/ The Tan Hiep district area: This area is the province’s large agricultural production and rice material area and commodity agricultural product trade hub. In this area, economic corridors and urban centers will be developed along the Lo Te-Rach Soi route, national highways 80 and 91D, and provincial roads 961 and 963 in Tan Hiep district.

d/ The Chau Thanh district area: This area is a general and multi-sector development area. It will also serve as the province’s key industrial production area, logistics center and commercial and service hub playing the key role in promoting the development of the western Hau river area. It is also a satellite area of Rach Gia city.

dd/ The Giong Rieng district area: This area is the province’s southeastern gateway area and will be developed as a general and multi-sector development area where urban centers, commerce, agriculture, agricultural product production and processing, craft-village and ecological tourism will be developed.

e/ The Go Quao district area: This area is the province’s hi-tech and intensive agricultural production area supplying commodity materials on a large scale for food and foodstuff production and processing. In this area, cottage industry zones will be developed in association with agricultural product processing and manufacturing industries that generate numerous jobs for local laborers. Urban centers will be developed radially from Go Quao township’s center to satellite urban centers. Diverse commercial and service types will be developed along national highways and provincial and district roads.

g/ The An Bien district area: This area will be developed as a general and multi-sector development area with diverse economic development models from traditional crafts and trades to combined agro-forestry-fisheries production and product processing industry, mechanical engineering and supporting industries. In this area, consumer goods and construction material production industries, commerce, services, tourism, and such marine economy’s sectors as gas-fired power generation, renewable energy and fisheries logistics services will be developed.

h/ The An Minh district area: This area is an agricultural production area with aquaculture-cum-rice cultivation, coastal mariculture and hi-tech agriculture models will be vigorously developed in association with processing industry and organic and sustainable agriculture adaptable to climate change.

i/ The U Minh Thuong district area: This area is an agricultural production area supplying agro-forestry-fisheries materials for cottage industry zones. In this area, sustainable agriculture will be developed in association with the biosphere reserve in the U Minh Thuong national park and diverse and precious and rare biological systems will be conserved in combination with the development of ecological and experience tourism.

k/ The Vinh Thuan district area: This area is an agricultural production and aquaculture area supplying materials for the agro-fisheries product processing industry in the province. In this area, diverse commercial and service types will be developed in economic corridors along national highways and provincial roads.

l/ The Kien Hai district area: In this area, marine economy and mariculture and community-based sea-island and ecological tourism will be strongly developed in association with the development of Rach Gia city’s commerce and services. It holds a strategic position in national defense, security and regional defense.             

X. PLANS ON ENVIRONMENTAL PROTECTION, EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES, BIODIVERSITY, DISASTER PREVENTION AND CONTROL AND CLIMATE CHANGE ADAPTATION

1. Plans on environmental protection, conservation of nature and biodiversity in the province

a/ Environmental protection zoning

The province has 3 areas for environmental protection, including:

- Strictly protected area: Densely populated urban areas, including inner cities and inner towns of grade-I, grade-II and grade-III urban areas; areas that have surface water sources of rivers, streams, canals and ditches; category-1 protected areas of historical-cultural relics as specified by the law on cultural heritages; protection forests, special-use forests; U Minh Thuong national park; and Phu Quoc national park.

- Low-emission areas: Buffer zones of the aforesaid strictly protected areas; mangrove forest ecosystem; flooded melaleuca forest ecosystem; densely populated rural areas; inner cities and inner towns of grade-IV and grade-V urban areas; production forest areas; corridors for protection of surface water sources for domestic water supply; water parks specified in the Government’s Decree No. 51/2014/ND-CP of May 21, 2014; economic zones, industrial parks, cottage industry zones; mineral exploitation areas; and traditional craft villages.

- Other areas: remaining environmental protection areas of the province.

b/ Biodiversity conservation

- To conserve, develop and sustainably use biodiversity resources of forests, seas, wetlands and karst mountains in the province to protect the people’s health, the environment and biodiversity.

- To develop programs and schemes to prevent and combat biodiversity depletion, sustainably exploit and efficiently use natural resources; to continue to conserve, preserve and restore ecosystems and natural landscapes; to increase forest coverage, prevent forest quality decline; to protect species and genetic resources and ensure biosecurity; to sustainably exploit and efficiently use land, water, mineral and aquatic resources; to maintain and develop ecosystem services adaptable to climate change in order to promote sustainable development.

(Details are provided in Appendix XXIV to this Decision).

c/ Cemeteries, crematoriums and funeral homes

- To build concentrated cemeteries under new urban and rural master plans; to relocate cemeteries that cause irremediable environmental pollution from existing urban development areas.

- To build new crematoriums and funeral homes in rural districts and cities.

d/ Environmental quality monitoring

To maintain or build continental surface-water environment monitoring spots, coastal seawater monitoring spots, groundwater monitoring spots and air quality monitoring spots.

dd/ Sustainable development of special-use forests, protection forests, production forests and forestry infrastructure facilities

To protect and develop forests, and carry out fire prevention and fighting in special-use forests, watershed protection forests, coastal protection forests, and production forests in national parks; species and habitat conservation areas; nature reserves in U Minh Thuong, Giang Thanh, Kien Luong and Hon Dat districts and Phu Quoc city.

To consolidate, protect and conserve biodiversity in special-use forests; to restore and develop mangrove and melaleuca forest ecosystems to serve environmental protection and economic development; to intensify the construction and consolidation of protection forests to break waves, prevent coastal erosion and protect other structures, proactively and effectively respond to climate change.

To research potential and exploit community education activities; scientific research; forest hiking and trekking; sightseeing; leisure sports in forests; eco-wellness trips in forests; and growing of medicinal plants under the forest canopy.

(Details are provided in Appendix XXIV to this Decision).

2. Plans on protection, exploitation and use of mineral resources

To protect, exploit and use mineral resources in a rational, efficient and economical manner in order to meet existing needs, taking into account the development of science and technology and future mineral demand, causing no impacts on the environment and scenic spots and ensuring national defense and security.

Plans on protection, exploitation and use of mineral resources must comply with the Prime Minister’s Decision No. 866/QD-TTg of July 18, 2023, approving the Master Plan on exploration, extraction, processing and use of minerals of all types for the 2021-2030 period, with a vision toward 2050, and national sector master plans and other relevant regulations.

(Details are provided in Appendix XXV to this Decision).

3. Plans on exploitation, use and protection of water resources; prevention, control and remediation of water-caused harms

To manage and allocate water sources harmoniously and rationally among water-using sectors, organizations and individuals, supplying sufficient water for economic sectors, prioritizing water for domestic use and industrial production that bring about high economic value; to protect water resources from pollution or depletion, and protect functions of water sources; to prevent, control and remediate water-caused harms in the province to ensure long-term security of water resources, thus contributing to promoting and completing the province’s socio-economic development goals.

4. Plans on disaster prevention and control and response to climate change

To identify areas highly prone to disasters in the province, including: areas prone to floods, landslide, thunderstorms and lightning, heavy rain,  drought, saltwater intrusion; heatwave, and wildfire.

To implement plans to reduce greenhouse gas emissions, gradually build a low-carbon economy, ensure green growth, and intensify actions for greenhouse gas reduction; to promote economical and efficient use of energy, development and use of new and renewable energies, protection of natural resources, and sustainable development; to improve the stakeholders’ awareness, responsibility and capacity for climate change adaptation; to make the best of opportunities brought about by climate change for socio-economic development.

​XI. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT

Based on development orientations of key sectors and fields, to identify large and important projects that help create a driving force for promoting socio-economic growth and development for making and attracting investment, depending on the demand for, and capacity to balance and mobilize, investment capital in each period. The List of programs and projects and order of their implementation priority in the province is provided in the Appendix to this Decision.

(Details are provided in Appendix XXVI to this Decision).

XII. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN

1. Mobilization and use of investment capital

To focus on the mobilization of capital for development investment (with greater attention paid to solutions of reform of administrative procedures and improvement of the business investment environment); to efficiently use public investment funds and make focused and selective investment  in key and breakthrough sectors and fields, and in projects that may create spillover effects for, and promote, socio-economic development; to diversify forms of investment, promoting the public-private partnership (PPP) investment and other investment forms and, at the same time, intensify domestic and foreign investment promotion to mobilize investment capital for development of infrastructure facilities and production and business projects in the province.

2. Human resource development

a/ To provide training and further training for human resource for economic sectors and production and business establishments, with priority given to economic establishments operating in industrial parks, cottage industry zones, economic zones and functional zones under master plans.

b/ To improve the quality of cadres, civil servants and public employees to meet development requirements in the new period; to train and attract high-quality workers to work in the province, and build the provincial political school up to class-2 standards.

c/ To promote joint training between the province’s vocational education institutions and domestic and foreign vocational education institutions.

3. Science, technology and environment

a/ To improve the awareness of all authorities, sectors and the entire society, and promote information and communications about the role and position of science and technology in the period of accelerated industrialization and modernization; to continue to improve the awareness, the Party’s leadership capability and the State’s management effectiveness in the field of science and technology and application of scientific and technological outcomes.

b/ To provide training and further training for the contingent of science and technology personnel to meet development requirements and tasks in the new period.

c/ To clearly assign environmental protection functions and tasks among authorities, sectors and localities; to invest in improving the environmental monitoring capacity; to speed ​​up the construction of waste treatment facilities.

4. Development linkage mechanisms and policies

a/ To effectively perform the tasks and solutions for connectivity of regions in the Mekong River delta stated in the 13th Political Bureau’s Resolution No. 13-NQ/TW of April 2, 2022, on socio-economic development directions, ensuring national defense and security in the Mekong River delta through 2030, with a vision to 2045; and the Government’s Resolution No. 57/NQ-CP of April 21, 2022, on tasks and solutions to improve institutions for connectivity of socio-economic regions.

b/ To continue to effectively implement programs on cooperation with localities that have signed cooperation agreements with the province; at the same time, to expand cooperation with other localities.

c/ To consolidate cooperative relationships with international organizations, non-governmental organizations, and foreign embassies and representative missions in Vietnam.

5. Management and control of urban and rural development

a/ To study modern rural and urban development management models and practices in order to improve the local administration’s management and enforcement capacity; to apply advanced methods in urban and rural development management to ensure modern, civilized and environmentally friendly development; to formulate and implement in a synchronous manner mechanisms and policies to develop central urban areas into modern and smart urban centers, thereby creating spillover effects for connecting urban areas with rural areas.

b/ To strictly manage and supervise to ensure the construction of complete social and technical infrastructure systems for connecting general infrastructure networks of the province and surrounding areas; to continue to effectively implement national schemes and programs on urban development, ensuring adaptation to climate change, and disaster and epidemic prevention and control; to renovate, embellish and upgrade urban areas; to build and develop smart cities.

6. Organization and supervision of the implementation of the Master Plan

a/ To review, modify and supplement or formulate general master plans and master plans on construction of district areas, district-level land use master plans and other master plans in a synchronous manner.

b/ To organize the formulation of implementation plans, and regularly update and concretize contents of the Master Plan into 5-year and annual plans. All levels, sectors and district-level People’s Committees shall review, modify and supplement their own development programs and plans in conformity with approved master plans. In the course of implementation organization, to regularly supervise and regularly evaluate results of the implementation of the Master Plan under regulations.

c/ To renovate the organization of implementation of the Master Plan to meet requirements of the reality and international practices; to organize a dedicated leading apparatus and qualified officials to meet the requirements under an effective and efficient management mechanism in order to successfully implement the Master Plan.

​XIII. SYSTEM OF DIAGRAMS AND MAPS OF THE MASTER PLAN

The system of diagrams and maps of the Master Plan is provided in the Appendix to this Decision.

(Details are provided in Appendix XXVII to this Decision).

Article 2. Organization of the implementation

1. The Master Plan serves as the basis for the formulation and modification of urban and rural master plans and technical and specialized master plans of Kien Giang province in accordance with relevant regulations.

2. The People’s Committee of Kien Giang province shall:

a/ Organize the announcement and publicization of the Master Plan in accordance with the planning lan.

b/ Formulate and submit for approval the plan on implementation of the Master Plan; organize the implementation of the Master Plan in conjunction with the direction of the performance of socio-economic development tasks; regularly organize the evaluation of the implementation of the Master Plan, and review and revise the Maser Plan in accordance with law.

c/ Take total responsibility for the management of the Master Plan in the locality; guide, control, assign tasks and delegate powers to local administrations, and coordinate the implementation in order to ensure the complete adherence to principles in the course of implementation of the Master Plan; research and apply information technology and the Geographic Information System (GIS) in the implementation and management of the Master Plan.

d/ Study, formulate and promulgate according to its competence or propose to the competent authority for approval, mechanisms, policies and solutions appropriate to Kien Giang province’s development requirements and relevant regulations in order to mobilize resources for the implementation of the Master Plan.

dd/ Organize the formulation and adjustment of urban, rural, technical and sectoral master plans in conformity with the Master Plan; enhance the examination and inspection of the implementation of the Master Plan; and strictly handle organizations or individuals that violate relevant regulations.

e/ Organize the review of the Master Plan after the national-level and regional plans are decided or approved, and adjust the Master Plan in case conflicts arise under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, and report them to the Prime Minister for consideration and decision.

3. The approval or decision on the investment policy and implementation of programs, projects and schemes, including also projects not yet specified in the List of projects prioritized for investment issued together with this Decision, must conform with practical development requirements of the country, region and locality, and the development objectives, directions and plans set in this Decision and relevant master plans (if any). Projects and works undergoing review and settlement under inspection, examination, investigation and audit conclusions and court judgments (if any) may be implemented after fully executing such conclusions and court judgments and obtaining approval from competent authorities, ensuring compliance with current regulations.

In the course of studying and implementing specific projects, the authority competent to approve or decide on the investment policy shall take total responsibility for the determination of the location, area, scale, capacity and investment phases of works and projects, ensuring compatibility with resource mobilization capability and the actual development of Kien Giang province, and compliance with relevant regulations.

Projects planned for investment after 2030, for which there arises a need for investment to serve socio-economic development and resources can be mobilized, shall be reported to the competent authority for earlier investment approval under the law on investment and relevant regulations.

4. The Chairperson of the People’s Committee of Kien Giang province is fully responsible for the accuracy of the content, information, data, databases and Appendices to this Decision, received opinions and explanations to contributions made by related ministries, sectors, localities, organizations and individuals as well as the system of maps in the Master Plan’s documents in accordance with the 2017 Planning Law and relevant regulations and consistency with relevant master plans and plans, with a view to strictly and fully fulfilling the commitments stated in Document No. 2017/UBND-TH of October 24, 2023.

5. Related ministries, ministerial-level agencies and government-attached agencies shall, within the ambit of their functions and tasks, guide the People’s Committee of Kien Giang province in the course of implementation of the Master Plan; coordinate with the People’s Committee of Kien Giang province in proposing mechanisms, policies and solutions to mobilize and allocate resources to efficiently achieve objectives and orientations set in the Master Plan, ensuring consistency with the implementation of the Strategy for socio-economic development for the 2021-2030 period, national strategies, master plans and plans on development of sectors and fields, and local socio-economic development plans.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the Chairperson of the People’s Committee of Kien Giang province shall implement this Decision.-
