The Government’s Decree No. 86/2026/ND-CP dated March 27, 2026, amending and supplementing a number of articles of the Government’s Decree No. 121/2021/ND-CP on the business of prize-winning electronic games for foreigners, has been promulgated.  

Decree No. 78/2026/ND-CP supplements new provisions on the handling of administrative violations (VPHC) in the electronic environment in the insurance business sector. This is a completely new provision compared to Decree No. 174/2024/ND-CP.

Decree No. 78/2026/ND-CP amends and supplements a number of provisions of Decree No. 174/2024/ND-CP on sanctioning of administrative violations in the insurance business sector.

Starting from April 1, 2026, pursuant to Circular No. 30/2025/TT-NHNN amending Circular No. 15/2024/TT-NHNN, payment account names must match the information on the Citizen's Identity Card or Identity Card.  

Decree No. 78/2026/ND-CP has added new regulations on the handling of administrative violations in the electronic environment within the insurance business sector. This is a completely new content compared to the previous Decree No. 174/2024/ND-CP.  

This objective was stated by the Prime Minister’s Directive No. 09/CT-TTg on strengthening the implementation of energy efficiency, promoting energy transition, and developing electric vehicles, issued on March 19, 2026.

On March 12, 2026, the Minister of Finance issued Circular No. 20/2026/TT-BTC detailing the Law on Corporate Income Tax and Decree No. 320/2025/ND-CP guiding the implementation of the Law on Corporate Income Tax.

This target was set by the Prime Minister in the Scheme on "Digital transformation for medium and small-size enterprises for the 2026–2030 period," approved under Decision No. 433/QD-TTg issued on March 16, 2026.

According to the Plan on legal support for enterprises, small and medium-sized enterprises, and business households in 2026 issued together with Decision No. 332/QĐ-BCT dated February 24, 2026, the Ministry of Industry and Trade will receive and handle enterprises’ feedback and recommendations regarding legal issues.

Resolution No. 32/NQ-CP announcing the Government’s Decrees detailing and guiding the implementation of the Law on Insurance Business No. 08/2022/QH15 that continues to remain in force was issued on March 3, 2026.

On February 26, 2026, the Minister of Industry and Trade issued Circular No. 09/2026/TT-BCT promulgating the National Technical Regulation on liquid milk products. This Circular takes effect from September 1, 2026.

On February 13, 2026, the Government issued Decree No. 59/2026/ND-CP providing the expulsion sanction, the measure of holding of persons in temporary custody under administrative procedures, escort of violators, and the management of foreigners violating Vietnamese law pending the completion of expulsion procedures.

This content is provided in Decision No. 367/QĐ-TTg of the Prime Minister promulgating the Plan for implementation of the Law on Artificial Intelligence 2025, issued on February 28, 2026.

This requirement is outlined in Resolution No. 29/NQ-CP, which promulgates the Action Program for implementing Resolution No. 79-NQ/TW, dated January 6, 2026, of the Politburo on the development of the state economic sector.

This requirement is prescribed in Circular No. 25/2025/TT-NHNN, which amends Circular No. 17/2024/TT-NHNN on the opening and use of payment accounts at payment service providers.
