According to the Plan on legal support for enterprises, small and medium-sized enterprises, and business households in 2026 issued together with Decision No. 332/QĐ-BCT dated February 24, 2026, the Ministry of Industry and Trade will receive and handle enterprises’ feedback and recommendations regarding legal issues.

Resolution No. 32/NQ-CP announcing the Government’s Decrees detailing and guiding the implementation of the Law on Insurance Business No. 08/2022/QH15 that continues to remain in force was issued on March 3, 2026.

On February 26, 2026, the Minister of Industry and Trade issued Circular No. 09/2026/TT-BCT promulgating the National Technical Regulation on liquid milk products. This Circular takes effect from September 1, 2026.

On February 13, 2026, the Government issued Decree No. 59/2026/ND-CP providing the expulsion sanction, the measure of holding of persons in temporary custody under administrative procedures, escort of violators, and the management of foreigners violating Vietnamese law pending the completion of expulsion procedures.

This content is provided in Decision No. 367/QĐ-TTg of the Prime Minister promulgating the Plan for implementation of the Law on Artificial Intelligence 2025, issued on February 28, 2026.

This requirement is outlined in Resolution No. 29/NQ-CP, which promulgates the Action Program for implementing Resolution No. 79-NQ/TW, dated January 6, 2026, of the Politburo on the development of the state economic sector.

This requirement is prescribed in Circular No. 25/2025/TT-NHNN, which amends Circular No. 17/2024/TT-NHNN on the opening and use of payment accounts at payment service providers.

The Ministry of Industry and Trade issued Circular No. 04/2026/TT-BCT dated January 26, 2026, providing the 2026 import tariff quotas for raw tobacco. This Circular shall take effect on March 15, 2026.  

The Government has issued Decree No. 50/2026/ND-CP, detailing Resolution No. 254/2025/QH15 on mechanisms and policies for removing difficulties and obstacles in the implementation of the Law on Land 2024, specifically regarding land use levy and land rent. The Decree was promulgated and took effect on 31 January 2026.

This regulation is specified in Resolution No. 66.11/2026/NQ-CP on removing difficulties and obstacles related to the auction of land use rights in cases of land allocation for residential purposes under the Land Law, issued on January 06, 2026.

The Government promulgated Decree No. 39/2026/ND-CP, which takes effect from January 25, 2026, amending Decree No. 27/2019/ND-CP (as amended and supplemented by Decree No. 136/2021/ND-CP and Decree No. 22/2023/ND-CP).

Decree No. 20/2026/ND-CP provides for special personal income tax (PIT) incentives applicable to experts and scientists working in innovative start-up enterprises and research and innovation organizations in the private sector.

The Law on Personal Income Tax No. 109/2025/QH15 has added many new tax exemption and reduction policies to encourage the development of high technology and the digital technology industry.

On January 14, 2026, the Government’s Decree No. 15/2026/ND-CP officially took effect, amending and supplementing a number of provisions to reduce and simplify administrative procedures in the field of science and technology.

Decree No. 05/2026/ND-CP of the Government on the organization and operation of the Banking Inspectorate was promulgated on 10 January 2026 and takes effect from 15 January 2026.
