The Government has promulgated the Decree No. 87/2025/ND-CP dated April 11, 2025, providing regulations on reducing land rental in 2024.
According to Article 2 of the Decree No. 87/2025/ND-CP, the beneficiaries of the land rental reduction include:
(1) Land users as prescribed in Article 4 of the 2024 Land Law:
These are entities and individuals who are directly leased land by the State under a land lease decision, land lease contract, or certificate of land use rights, ownership of houses and other land-attached assets issued by a competent state agency and valid in 2024, with land rental paid on an annual basis.
In cases where land users have completed legal procedures on land by the time of submitting the application for land rental reduction, they shall still be eligible for the reduction under this Decree.

According to Article 3 of Decree No. 87/2025/ND-CP, the land rental reduction rate is specified as follows:
- A 30% reduction in the annual land rental payable for 2024 shall be applied to eligible land users as specified in point (1) above.
- The reduction shall be calculated based on the payable land rental amount for 2024 in accordance with legal regulations. However, no reduction shall be applied to any outstanding land rental of previous years or to any late payment interest (if any).
- In cases where the land user is already entitled to a reduction under other legal provisions, the reduction under this Decree shall be calculated based on the land rental amount remaining after such reductions or deductions have been applied in accordance with law.
