Official Dispatch 5199/UBND-YT measures to prevent, control the pandemic in Long Son Commune, Vung Tau City

At the proposal of Long Son Petrochemicals Company Limited in the Document No. 21552/LSP-DA dated July 24, 2021, on strengthening the implementation of pandemic prevention and control measures to protect “Long Son green area” and the Document No. 1056/UBND dated July 24, 2021 of the People's Committee of Long Son Commune, on supporting to coordinate with the commune to effectively implement the COVID-19 prevention and control, Vung Tau City People's Committee hereby reports the Provincial People’s Committee as follows:

Since July 06, 2021, the development of COVID-19 pandemic in Vung Tau City has been very complicated, with an increasing and widespread trend, currently, 14/17 wards and communes in Vung Tau City have been considered pandemic areas. With the efforts of Party Committees, authorities and the whole political system, the pandemic in Vung Tau City has been basically controlled by testing, screening, zoning, isolating and imposing social distancing to control the spread of the disease.

In order to make the prevention of COVID-19 pandemic in Vung Tau City and Long Son Commune more effective; to strengthen the capacity to control, contain and prevent the disease from spreading; to fight the pandemic while ensuring the maintenance of socio-economic activities, especially those at the national key project of Long Son Petrochemical; and in order to ensure the aspects of social security, the security and order situation; in the spirit of the directions specified in the Official Dispatch dated July 21, 2021 of the Secretariat of the Party Central Committee; the Government’s Resolution No. 78/NQ-CP dated July 20, 2021, Vung Tau City People's Committee hereby requests as follows:

1. To allow the Vung Tau City People's Committee to direct Vung Tau City Police Chief to assume the prime responsibility for, and coordinate with Long Son Commune People's Committee and relevant units to study and set up patrol and control stations at Cha Va and Ba Nanh bridges in order to strengthen and strictly control people entering Long Son Commune in accordance with the Directive No. 16/CT-TTg dated March 30, 2020.
2. Regarding the Long Son Petrochemical, the Chairman of Provincial People’s Committee is requested to allow Vung Tau City to proactively discuss and reach an agreement with Long Son Petrochemicals Company Limited to only arrange and appoint workers living in the area of Long Son Commune to work at the project; except for 680 experts traveling between Vung Tau City and Long Son Commune, who have committed to satisfy all conditions for pandemic prevention and control, and ensure the regulations of “1 route - 2 destinations”. At the same time, to request the Company to conduct a second COVID-19 test for 100% of workers working at the project and rapid antigen test every 3 days for 680 experts traveling between Vung Tau City and the commune as mentioned above.
3. To allow to carry out sampling for COVID-19 testing for the remaining 80% of the citizens in Long Son Commune (about 15,000 people) in order to create an absolutely safe “green area” for Long Son Commune and the national key project of Long Son Petrochemical.

The People's Committee of Vung Tau City respectfully requests the Chairman of Provincial People's Committee to allow the People's Committee of Vung Tau City to implement the above contents from 00:00 on July 26, 2021.
