  • Industrial parks, seaports, units, enterprises, production and business establishments located in the City.

 

In the implementation of the Document No. 8614/UBND-VP dated July 18, 2021 of the provincial People’s Committee, regarding the imposition of social distancing measure in Vung Tau City under the Prime Minister’s Directive No. 16/CT-TTg, the Document No. 8616/UBND-VP dated July 18, 2021 of the provincial People’s Committee, guiding the organization and implementation of transport activities for the safety in COVID-19 pandemic prevention and control in the Province; the Ministry of Health’s Document No. 5753/BYT-MT dated July 19, 2021, on testing and creating favorable conditions for people transporting goods; directions of the provincial People’s Committee and the Vung Tau Steering Committee for COVID-19 Prevention and Control at the meeting hold on July 19, 2021, the People's Committee of Vung Tau City hereby provides guidance on traffic in Vung Tau City during the period of applying the Directive No. 16/CT-TTg in Ba Ria - Vung Tau Province as follows:

1.Regarding transportation of goods, experts and workers

The transportation of goods, experts and workers shall comply with the regulations of the provincial People’s Committee in the Document No. 8616/UBND-VP dated July 18, 2021, guiding the organization and implementation of transport activities for the safety in COVID-19 pandemic prevention and control in Ba Ria - Vung Province during the period of applying the Directive No. 16/CT-TTg and the Ministry of Health’s instructions in the Document No. 5753/BYT-MT dated July 19, 2021, on testing and creating favorable conditions for people transporting goods.

2.Regarding the travel of workers and employees

  1. For units located in industrial parks, seaports and factories, production establishments located outside industrial parks or seaports
  • Companies, units and production establishments, etc. in industrial parks or seaports and factories, production establishments located outside industrial parks or seaports are requested to arrange the three on-spot for employees’ activities (on-spot eating, staying and producing) to prevent the pandemic from spreading and facilitate the trace and control in case of appearing epidemiological factors.
  • In case where the three on-spot is unable to implement, it is required to organize shuttle buses for officers, employees and workers.

2.2Other cases allowed to use personal vehicles

- Subjects of application:

+ Persons working at establishments trading or providing essential services or goods (such as food, foodstuffs, pharmaceuticals; petrol and oil; electricity; water; fuel, etc.); banks, treasuries, service providers directly related to banking activities and enterprise assistance (such as notaries, lawyers, registry, registration for secured transactions in cases of absolute necessity, etc.), securities, postal, telecommunications, services supporting transportation, import and export of goods, medical examination and treatment, funeral, etc.

+ Persons working at public service units such as electricity supply, green trees, lighting, environmental hygiene, traffic, water supply and drainage, condominium operation, etc.

+ Persons constructing and repairing concentrated quarantine areas or pandemic prevention and control works in Vung Tau City.

- Persons working at State agencies, public non-business units and armed forces.

+ Shippers, volunteers, and small traders at markets.

+ Persons who wish to go out to purchase food, foodstuffs, pharmaceuticals and other essential goods and services must register with the community-based COVID-19 working groups of their neighborhoods to be provided a ticket for shopping (according to the Document No. 4997/UBND-VP dated July 15, 2021 of the People's Committee of Vung Tau City, on adjusting the issuance of leaving-home cards for households during the period of implementing the Directive No. 16/CT-TTg).

- Requirements for travel:

+ When joining the traffic, it is required to ensure regulations on pandemic prevention and control, and have the travel certification for official duties provided by the employers. Such a travel certification must contain sufficient information about full name of such person, number of his/her identity card or citizen's identity card, current place of residence, destination and departure, departure time, return time (see the attached CONFIRMATION FORM).

+ Persons working at State agencies, public non-business units and armed forces may use their civil servant cards instead of travel certifications and must make a commitment to heads of the units on only moving from home to the workplace and vice versa and complying with regulations on pandemic prevention and control.

The People’s Committee of Vung Tau City hereby informs relevant units for implementation./.
