In consideration of the report from the Office of Government on the implementation of the Master Plan for Administrative Procedures Simplification in the fields of state management for the period 2007 – 2010 (Official document 3204/VPCP-TCCV dated May 19, 2008), the Prime Minister Nguyen Tan Dung has given the following opinions:
To ensure consistent and comprehensive implementation of the Master Plan for Administrative Procedures Simplification in the  fields of state management for the period 2007 - 2010 (hereinafter referred to as Project 30) and promote regulatory reform as stated in Decree 20/2008/NĐ-CP Decree dated February 14, 2008, the Prime Minister demands Ministers, heads of ministry-level agencies, Chairmen of People’s Committee of provinces and cities under direct central management:
1. To comply fully with the Prime  Minister’s instruction on establishing Project 30 Task Forces as specified in Annex III promulgated along with Decision 07/QĐ-TTg dated January 04, 2008. Heads of Office of ministries, ministerial-level agencies and People’s Committees of provinces and cities under direct central management shall be assigned as heads of their respective Task Forces. Heads and Deputy Heads of Task Forces shall work on a full-time basis. Other members of Task Forces shall work on a full time basis and receive additional compensation for extra responsibility at rates equivalent to that applicable for heads of departments/offices under the offices of ministries, ministerial level agencies, People’s Committee of provinces and cities under direct central management.
2. To organize sessions to disseminate Decree 20/2008/NĐ-CP dated February 14, 2008 on receiving and handling feedback and petitions from individuals and organizations regarding administrative regulations.
The Office of Government hereby inform all agencies for your implementation./.
