To:

- Heads of Departments, sectors, and branches;

- Chairpersons of People's Committees, Steering Committees, Command Centers for COVID-19 Prevention and Control of districts, towns, and cities.

 

The social distancing measure in line with the Prime Minister's Directive No. 16/CT-TTg has been imposed in Ba Ria - Vung Tau Province since July 19, 2021, according to the spirit of "all citizens must stay where they are" - not leave their places of residence. With the synchronous, drastic, active, and effective implementation of the entire political system, and the responsible participation of the enterprise community, the consensus, and support of the people, the pandemic has been basically put under control in some localities. However, there are still new cases recorded in the community. To give the first and foremost priority for the citizens' safety and health, it is necessary to take more drastic and radical solutions to prevent and reverse the pandemic, and quickly bring Ba Ria - Vung Tau back to the new normal state, the Chairman of the Provincial People's Committee hereby decides:

1. To extend the social distancing measure in line with the Prime Minister's Directive No. 16/CT-TTg dated March 31, 2020, in Vung Tau City, Ba Ria City, Phu My town, and Long Dien district for another 14 days, from 00:00 on September 09, 2021.

All citizens are required to "stay where they are", only leave home in case of necessity. To seriously, thoroughly, and effectively implement pandemic prevention and control measures under the directions of the Provincial People's Committee set out in the following Official Dispatches: No. 8614/UBND-VP dated July 18, 2021, No. 9579/UBND-VP dated July 31, 2021, No. 11230/UBND-VP dated August 25, 2021, No. 11861/UBND-VP dated September 01, 2021; written directions of the Prime Minister, ministries, central agencies, provincial party committees, Provincial People's Committee, Provincial Steering Committee, Provincial Command Center for COVID-19 Prevention and Control to protect the pandemic areas that have been put under control, narrow and stamp out the pandemic.

2. To impose the social distancing measure in line with the Prime Minister's Directive No. 15/CT-TTg dated March 27, 2020, applicable to the "high risk" level issued together with the Decision No. 2686/QD-BCDQG dated May 31, 2021, of the National Steering Committee for COVID-19 Prevention and Control in the following districts: Chau Duc, Dat Do, and Xuyen Moc, from 00:00 on September 09, 2021, until new notices are issued. To be specific:

a) To continue to suspend the following activities:

- On-site food, drink, and beverage services; events combining eating and singing; night market, wedding restaurants; buffet-style restaurants;

- Healthcare establishments, beauty salons, physical therapy, massage, spa, sauna centers; amusement and entertainment areas; music, dramatic theaters; cinemas; walking streets; karaoke in any form, sing together; discos, bars, pubs, beer clubs; Internet and game centers;

- Indoor and outdoor sports establishments (golf, tennis, badminton, table tennis, football, gym, fitness, billiards, yoga, etc.); sports centers and sports training areas, public fitness areas;

- Religious and belief activities; online activities are encouraged;

- Beach activities.

b) Establishments trading and providing essential goods and services that ensure the pandemic prevention and control (5K) are allowed to operate; only factories, production and accommodation establishments, construction works that satisfy pandemic prevention and control conditions as approved by competent agencies in charge of COVID-19 prevention and control are allowed to operate.

c) For crowded events:

- Citizens are asked to limit going out. Localities shall develop plans to strictly manage the citizens' movement among neighborhoods, villages, quarters, wards, and townships.

- Only meetings and events with not more than 10 participants in one room (with an area of at least 40 m2) are allowed to hold. Meetings or events with more than 10 participants must be permitted by leaders of the provincial party committee and Provincial People's Committee (in case of necessity); organizations and individuals must ensure safety for pandemic prevention and control. It is not allowed to gather more than 05 people outside of offices, schools, and hospitals; the minimum distance of 02 meters in public places must be maintained.

- To reduce 50% of employees directly working at agencies and offices; promote online working; heads of agencies and units must develop plans to divide working groups to minimize infection.

- Traditional markets satisfying pandemic prevention and control conditions may resume operation provided that, only essential goods are sold in such markets; localities shall have specific plans for pandemic prevention and control, such as arranging shopping dates and times, distributing shopping tickets for citizens, etc.

- Weddings and funerals need to be simple according to 5K regulations with 10 people maximum.

3. To extend the social distancing measure in line with the Prime Minister's Directive No. 15 dated March 27, 2020, in Con Dao district, from 00:00 on September 09, 2021, until a new notice is issued. No means of transporting passengers in and out of Con Dao are allowed; citizens must not be subjective, and should strictly implement 5K rules. The freight transport route by waterway to Con Dao is allowed to operate but the number of people working on the ship must be strictly controlled. Before leaving the ship to disembark, everyone must perform medical quarantine, and medical isolation as prescribed while waiting for disembarking to ensure safety for pandemic prevention and control.

4. Regarding transport activities:

a) To continue to strictly implement directions of the Provincial People's Committee specified in the Official Dispatch No. 11325/UBND-VP dated August 26, 2021, and the Official Dispatch No. 11994/UBND-VP dated September 03, 2021.

b) To strengthen the operational efficiency of COVID-19 checkpoints at national highways, trails, crossings, at borders between Ba Ria - Vung Tau Province and other provinces and cities; to continue to strictly control all people and vehicles entering and leaving the area.

The provincial Department of Transport is assigned to assume the prime responsibility for, and coordinate with People's Committees of districts, towns, and cities in, developing plans on traveling between localities within the province before 9:00 on September 09, 2021.

5. Authorities at all levels and sectors must closely follow the grassroots levels, fully implement social security policies for every citizen, especially pregnant women, children, the elderly, and people with chronic diseases, leaving no one lacking food and foodstuff. Supports must be immediately transferred to communes to be quickly and sufficiently distributed to every citizen upon arrival. Information channels must be maintained smoothly for timely receipt and handling of reports and petitions from citizens.

6. Heads of Departments, sectors, and branches; Chairpersons of People's Committees, Steering Committees, Command Centers for COVID-19 Prevention and Control of districts, towns and cities shall:

a) Not be subjective or negligent; must concentrate all resources to thoroughly implement pandemic prevention and control measures to protect the people's health and life first and foremost; strongly promote the advantages of recent anti-pandemic work. Actively, flexibly and creatively perform pandemic prevention and control, socio-economic development tasks as well as the assurance of social security. Each commune, ward, or town must be a "fortress" - a service center, every citizen must be a "soldier” - a subject in pandemic prevention and control.

b) Steering Committees, Command Centers for COVID-19 Prevention and Control of districts, towns, and cities shall:

- Regularly improve and perfect the operational efficacy of the Steering Committees, Command Centers for COVID-19 Prevention and Control at all levels in areas, and actively decide and apply flexibly pandemic prevention and control measures with stricter restrictions according to the actual situation, appoint persons to strengthen inspection and supervision, strictly handle cases of violations.

- Direct the implementation of anti-pandemic tasks and solutions in the coming time in neighborhoods, villages, quarters so that the people can fully understand and effectively implement.

- Mobilize the Fatherland Front and mass organizations to propagandize and mobilize the people to calm down, agree, support, and cooperate with the Party committees and local authorities; strictly abide by social distancing regulations.

7. Provincial Public Security shall assume the prime responsibility for, and coordinate with Provincial Military Command, Provincial Border Guard Command, People's Committees of districts, towns and cities n, continuing to implement measures to ensure security and order prevent crimes in the area, promote patrol, control, timely and strictly detect and handle organizations and individuals committing acts of violations of regulations on COVID-19 prevention and control./.
