NOTICE

On the conclusion of the Prime Minister Pham Minh Chinh at the online meeting of the National Steering Committee for COVID-19 Prevention and Control with localities on COVID-19 prevention and control on the occasion of the Lunar New Year

 

On the morning of January 27, 2022, at the Government headquarters, the Prime Minister Pham Minh Chinh, Head of the National Steering Committee for COVID-19 Prevention and Control chaired an online meeting with localities on disease prevention and control during the Lunar New Year. Attending the meeting at the Government headquarters, there were the Deputy Prime Minister Le Minh Khai, the Deputy Prime Minister Vu Duc Dam, the Vice Chairman of the National Assembly Nguyen Khac Dinh, the Minister of Health Nguyen Thanh Long, the Minister and Chairman of the Government Office Tran Van Son, the Minister of Information and Communications Nguyen Manh Hung, the Minister of Justice Le Thanh Long, the Minister of Foreign Affairs Bui Thanh Son, the Minister of Education and Training Nguyen Kim Son, the Minister of Transport Nguyen Van The; leaders of the Party Central Committee’s   Commission for Mass Mobilization and Commission for  Propaganda and Training; the Editor-in-Chief of Nhan Dan Newspaper, the General Director of Voice of Vietnam, the General Director of Vietnam Television, the General Director of Vietnam News Agency; representatives of the Ministry of National Defense, Ministry of Public Security, Ministry of Planning and Investment, Ministry of Finance, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, Ministry of Labor, Invalids and Social Affairs, Ministry of Agriculture and Rural Development. In localities, heads and members of provincial and municipal-level Steering Committees for COVID-19 Prevention and Control attended the meeting via video conferencing while leaders of the Government’s Special Working Group on COVID-19 prevention and control attended the virtual meeting in Ho Chi Minh City.

After listening to the report of the Minister of Health, opinions of local leaders and attendances, and opinions of the Deputy Prime Minister Vu Duc Dam and the Vice Chairman of the National Assembly Nguyen Khac Dinh, the Prime Minister Pham Minh Chinh concluded as follows:

1. The COVID-19 pandemic continues to be put under control nationwide as the number of severe cases and fatalities has seen a remarkable drop (the death rate over the total number of cases decreased from 2.4% to 1.2%). Socio-economic activities have progressively recovered and developed. The above achievements are obtained due to the following main reasons: (1) There were the timely and thorough leadership of the Party Central Committee, the Politburo, the Secretariat, especially the General Secretary; the drastic and synchronous participation of the whole political system, the consensus and support from all walks of people and business communities; (2) Over the past 2 years of disease prevention and control, we have gradually established and completed a system of principles and measures to prevent and control the pandemic in a scientific, appropriate, effective and close-to-reality manner, in which it attaches great importance to 3 major pillars (quarantine - testing - treatment), the formula “5K + vaccines and special medicines + treatment measures + technology + raising people’s awareness + other measures”, gaining a lot of invaluable experience; (3) In particular, the vaccine strategy has been drastically, promptly and effectively implemented (establishing a vaccine fund, implementing vaccine diplomacy, and launching the largest-ever free vaccination campaign in Vietnam).

2. Amid the situation when the new strain Omicron has the ability to spread quickly and more new variants may appear, it is forecast that the disease will continue to develop complicatedly. Therefore, all levels, sectors, and local Steering Committees for disease prevention and control shall not be subjective, negligent, satisfied with the achieved results, but must always uphold their vigilance, closely follow the situation, and make forecasts, plans and scenarios to actively respond to all possible disease situations in a scientific, appropriate, reasonable, and effective manner.

Ministries, sectors and localities shall strengthen inspection, and superiors shall inspect subordinates in the implementation of disease prevention and control within their respective management areas. The Steering Committees for Disease Prevention and Control at all levels shall be on duty around the clock to smoothly and promptly perform the task of disease prevention and control.

3. The Ministry of Health shall urgently complete and report to the Government for promulgating the master program on disease prevention and control during 2022-2023; continuing to review, supplement and complete the existing principles and methods for disease prevention and control; develop criteria, standards and procedures for determining levels of pandemic risks and accordingly measures to prevent and control the pandemic; promulgating a special plan to effectively launch the rapid spring vaccination campaign in 2022 throughout the Tet holiday.

Localities shall focus on drastically directing the vaccination. Heads of provincial-level Steering Committees for Disease Prevention and Control and Chairpersons of provincial-level People’s Committee shall assume the responsibility for implementing vaccination in a timely, safe, scientific and effective manner at their localities.

The Ministry of Health shall assume the responsibility for ensuring adequate and timely distribution of vaccines to localities and units, especially for the rapid spring vaccination campaign in 2022.

4. The Ministry of Health shall: (1) direct the assurance of source and timely allocation of medicines; with regard to essential medicines, there must be a suitable backup base in cases where the disease situation deteriorates further; (2) instruct and implement administrative procedures in the fastest time, create favorable conditions for the import, production and circulation of COVID-19 medicines in accordance with the Resolutions of the National Assembly, the Standing Committee of the National Assembly and the Government, ensuring the requirements of safety, science, efficiency and compliance with the law; (3) continue to promote more drastically and proactively the testing, technology transfer, production of COVID-19 vaccines and medicines in the country.

5. If reaching a high rate of vaccine coverage, all levels, sectors and localities shall, based on their functions, tasks and competence, strongly promote the implementation of multi-objectives, including both COVID-19 prevention and control and socio-economic development.

Regarding disease prevention and control, it is necessary to continue to achieve the goal of minimizing COVID-19 fatalities, reducing severe cases, best protecting people’s lives and health; not to be passive, confused, surprised when there are new variants of the virus.

The Ministry of Health shall continue to update, amend, supplement and complete the procedures and regimen for health monitoring and home-based care and treatment; intensifying home-based treatment of F0 cases. The whole sector must ensure the effective performance of regular professional tasks, including health examination, treatment and emergency treatment for other diseases, especially during the Lunar New Year.

6. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Health in, focusing on and proactively directing localities to carefully prepare for the opening of schools; publicly and promptly announcing the process, conditions and roadmap with a specific time to reopen schools, in the spirit of opening as soon as possible but ensuring the safety and health of students, minimizing concerns of parents.

The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Health in, identifying specific measures for disease prevention and control in schools; directing localities to organize rehearsals of handling plans when there is a case of COVID-19 infection in the school.

7. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with the Ministry of Health and relevant agencies in, deciding on the reopening of tourism activities based on the actual situation, following the principle of reopening as soon as possible (no later than April 30 and May 1) but not in a massive manner, ensuring the organized, rigorous, safe, scientific, appropriate and effective implementation with a specific roadmap. The opening shall not be implemented in a rush and must be performed synchronously and consistently.

8. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Public Security, Ministry of National Defense and Ministry of Health in, formulating a roadmap and measures for disease prevention and control in immigration activities, ensuring convenience, safety, consistency, compatibility, and effectiveness for all entities.

9. The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for ensuring social security, organizing the Tet holiday in a safe, cordial, grateful, joyful, healthy, thrifty manner with the spirit “No one is left behind without Tet”.

Ministries, sectors and localities shall continue to promote socialization to ensure social security during the Lunar New Year.

10. The Ministry of Public Security and the Ministry of National Defense shall continue to direct the work of ensuring political stability, security, order and social safety during the Lunar New Year.

11. The Ministry of Transport, relevant ministries and localities shall further coordinate in organizing and creating favorable conditions for people to move back to their hometowns for Tet holiday and return to work, ensuring the timely, safe and orderly implementation; promptly handling traffic jams; not promulgating additional requirements, conditions and regulations contrary to the direction of the Central Government.

12. The Ministry of Industry and Trade shall focus on directing and ensuring the production, supply of electricity and circulation of goods, especially essential goods; ensuring oxygen for medical care; promoting market management to prevent speculation and hoarding of goods, as well as increase in prices, which negatively affects people's lives, especially during the Lunar New Year.

The working group led by the Minister of Industry and Trade shall coordinate with border provinces to focus on handling backlogged goods at border gates, especially agricultural products. Concerned ministries and sectors shall attach importance to actively and effectively promoting the official export of these goods.

13. The Ministry of Finance shall assume the prime responsibility for promptly and effectively handling requests for funds for the Tet holiday (especially for localities where their funding sources is inadequate) or for disease prevention and control (for purchasing vaccines and medicines, etc.) in accordance with law provisions; coordinating with the Ministry of Health and the Ministry of Planning and Investment in more clearly guiding the bidding, auction to purchase medicines, ensuring publicity, transparency and strict compliance with law provisions of law, preventing negative conduct, corruption and group interests.

14. Continuing to strictly implement the work of preventing and combating corruption and negative conduct in disease prevention and control. The Ministry of Public Security shall speed up the investigation of the Viet A case and handle it in accordance with law provisions.

15. The Ministry of Information and Communications shall continue to direct ministries, sectors and localities to strengthen agencies in charge of communication, always take initiative in the domain of communication; promoting communication in compliance with the Party and State’s orientation, policies and guidelines; reflecting the truth and making objective, comprehensive analyses and evaluations, avoiding causing misunderstanding or public anxiety; actively criticizing and preventing malicious information that distorts the Party and State’s policies and guidelines, especially in disease prevention and control.

16. The Central Committee’s Commission for Mass Mobilization, the Vietnam Fatherland Front, and socio-political organizations shall continue to grasp the people’s thoughts and aspirations, and strengthen supervision, mobilization and propaganda activities of all walks of people to actively and voluntarily take disease prevention and control measures.

The Government Office notifies ministries, agencies, provincial and municipal-level People’s Committees for implementation./.
