Circular 05/2020/TT-BTTTT charges for calls between national and local terrestrial fixed networks

CIRCULAR

On providing the interconnection charges for voice calls between two national terrestrial mobile telecommunications networks and between the local terrestrial stationary telecommunications network and national terrestrial mobile telecommunications network

Pursuant to the Law on Telecommunications dated November 23, 2009;

Pursuant to the Law on Prices dated June 20, 2012;

Pursuant to the Government’s Decree No. 17/2017/ND-CP dated February 17, 2017, on defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

Pursuant to the Government’s Decree No. 25/2011/ND-CP dated April 06, 2011 on detailing and guiding the implementation of a number of Articles of the Telecommunications Law; the Government’s Decree No. 81/2016/ND-CP dated July 01, 2016 on amending and supplementing a number of Articles

of the Government’s Decree No. 25/2011/ND-CP dated April 06, 2011, on detailing and guiding the implementation of a number of Articles of the Law on Telecommunications and the Government’s Decree No. 49/2017/ND-CP dated April 24, 2017 dated  April 24, 2017 of the Government on amending the Article 15 of the Government’s Decree No. 25/2011/ND-CP on detailing and guiding the implementation of a number of Articles of the Law on Telecommunications, and Article 30 of the Government’s Decree No. 174/2013/ND-CP dated November 13, 2013 on penalties for administrative violations in posts, telecommunications, information technology and radio frequency sectors;

Pursuant to the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on detailing and guiding a number of Articles of the Law on Prices and the Government’s Decree No. 149/2016/ND-CP dated November 11, 2016 on amending, supplementing a number of Articles of the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on detailing and guiding a number of Articles of the Law on Prices;

At the request of the Director of Vietnam Telecommunications Authority,

The Minister of Information and Communications hereby promulgates the Circular on providing the interconnection charges for voice calls between two national terrestrial mobile telecommunications networks and between the local terrestrial stationary telecommunications network and national terrestrial mobile telecommunications network.

Article 1. Scope of adjustment

This Circular provides regulations on the interconnection charges for voice calls:

1. From the terminating nationwide mobile telecommunications network (hereinafter referred to as the mobile network) to the other mobile network.

2. From the terminating local terrestrial stationary telecommunications network (hereinafter referred to as the local stationary network) to the mobile network.

3. From the terminating mobile network to the local stationary network.

Article 2. Subjects of application

This Circular applies to:

1. Telecommunications enterprises providing the services of voice call connection of a mobile and local stationary network.

2. Organizations and individuals related to the management and provision of telecommunications services in Vietnam.
