On promulgation and guidance the use and management of model nationality books and forms of papers on nationality

Pursuant to the Law on Vietnamese Nationality No. 24/2008/QH12 dated November 13, 2008;

Pursuant to the Law on Amending and Supplementing a Number of Articles of the Law on Vietnamese Nationality No. 56/2014/QH13 dated June 24, 2014;

Pursuant to the Decree No. 16/2020/ND-CP dated February 03, 2020 on detailing a number of articles and implementation of the Law on Vietnamese Nationality;

Pursuant to the Decree No. 96/2017/ND-CP dated August 16, 2017 of the Government on defining the function, task, power and organization structure of the Ministry of Justice;

At the request of the Director of the Department of Civil registry, nationality and authentication;

The Minister of Justice hereby promulgates the Circular on promulgation and guidance the use and management of model nationality books and forms of papers on nationality.

Article 1. Scope of regulation

This Circular promulgates and guides the use and management of model of book of handle dossier on nationality-related matters, register book for Vietnamese nationality recognition, book of issuance the certificate of having Vietnamese nationality, book of issuance the certificate of being Vietnamese descent (hereinafter referred to as nationality books) and forms of papers on nationality.

Article 2. User of model nationality books and forms of papers on nationality

1. Vietnam citizen and foreigner with demand on solving nationality related matters;

2. Diplomatic missions, consular offices or other agencies authorized to perform the consular functions of Vietnam in foreign countries, the State Committee on overseas Vietnamese;

3. The Department of Justice in provinces and municipal cities;

4. The People's Committee in provinces and municipal cities;

5. The Ministry of Foreign Affairs

6. The Ministry of Justice
